Hung Son is a particularly disadvantaged commune of Kim Boi district, with 95% of ethnic minorities, mainly Muong and Dao people. In recent years, Hung Son has implemented many solutions to reduce the situation of TH-HNCHT but the situation of early marriage still exists.
According to Vice Chairman of Hung Son Commune People's Committee Bui Van Tinh, the Commune People's Committee assigned Justice - Civil Status and Culture - Social Affairs officials, along with organizations and unions of the commune and village to regularly incorporate propaganda about TH-HNCHT in village and hamlet conferences. When cases of early marriage are discovered, Justice - Civil Status and Culture - Social Affairs officials, along with organizations and unions of the commune and village, directly propagate and mobilize, and there have been many successful mobilization cases.
For example, in 2021, when learning that a female citizen (Muong) about 17 years old (studying in grade 11) intended to marry a Dao man in Suoi Kho hamlet (male of legal age), upon receiving the information, the Justice - Civil Status, Culture - Society officials, along with mass organizations of the commune and village, went to the two families to propagate and mobilize. After being propagated and mobilized, the girl's family realized and agreed not to organize the wedding, but the groom's family initially insisted on getting married. However, after persistent propaganda and mobilization, the groom's family clearly realized that early marriage is a violation of the law and the wedding was stopped.
However, there are still many cases where early marriage is still committed despite propaganda and mobilization. Therefore, the locality always determines that it is necessary to step up propaganda to raise awareness among the people. According to Mr. Tinh, among the forms of propaganda and legal education, the form of theatrical exchange is the most effective.
Mr. Tinh said that in 2023, the commune was allocated a budget of 28 million to implement the content of PBGDPL and propaganda to mobilize ethnic minorities under Sub-project 1, Project 10, National Target Program on socio-economic development of ethnic minority and mountainous areas in the period 2021-2030 (National Target Program 1719). Accordingly, each village and hamlet will prepare performances such as dancing, singing, folk dancing and especially develop a propaganda skit with the theme of PBGDPL on TH-HNCHT. The program is organized in 1 day with many contents such as: sports competitions; cultural exchanges, propaganda of TH-HNCHT in the form of theatrical exchanges with the participation of a large number of people in villages and hamlets of all ages.
According to Mr. Tinh, during the preparation, practice and the day of the exchange night, the program attracted the attention, participation and encouragement of the people, so the program's influence was very large. Through that, people's legal knowledge about TH-HNCHT was gradually improved.
Improve the effectiveness of propaganda work
Currently, the Kim Boi District Legal Education Coordination Council has 27 members, including the Vice Chairman of the District People's Committee as Chairman of the Council, the Head of the Justice Department as Vice Chairman of the Council, and leaders of agencies, departments, branches and unions in the district as members of the Council.
Implementing Sub-project 2 on Reducing the situation of TH-HNCHT in ethnic minority and mountainous areas, under Project 9, National Target Program 1719, the Justice Department of Kim Boi district organized 43 conferences to propagate and disseminate the law on "Reducing the situation of TH-HNCHT" in ethnic minority and mountainous areas in 2023, with 2,845 participants in 17 communes and towns; integrating propaganda and dissemination of the law in 17 communes and towns on "Reducing the situation of TH-HNCHT" for village and hamlet officials, prestigious people, youth, women, parents of students and people.
According to Ms. Quach Thi Van, Deputy Head of the Justice Department of Kim Boi district, in 2023 and 2024, the Justice Department organized a cultural exchange on "Reducing the situation of TH-HNCHT" in ethnic minority and mountainous areas in Xuan Thuy, Hung Son, Nuong Dam, Sao Bay, My Hoa communes... The program attracted the participation of non-professional actors from villages with many good and meaningful skits about the harmful effects of TH-HNCHT; thereby raising people's awareness and sense of law compliance on the Law on Marriage and Family...
According to Ms. Van, in reality, when organizing conferences to disseminate TH-HNCHT in communes, the effectiveness is lower, because PBGDPL is somewhat dry and people also find it more difficult to accept. In addition, the target group that needs the most dissemination is students, but there are very few or none because students have to go to school.
The Deputy Head of the Kim Boi District Justice Department said that among the forms of propaganda and legal dissemination, cultural exchange and dramatization are the most effective. Because when organizing cultural exchange programs, the actors are the masses of people from all villages and hamlets in the area; choosing a location to organize exchanges that is concentrated, attractive, and capable of gathering a large number of people.
In addition, the dramas diversify the audience; have visual images; when propagating about TH-HNCHT, the characters in the dramas are familiar images of local people so the audience can understand immediately. Therefore, the form of propaganda, cultural exchange, and dramatization has a very positive effect, spreading very widely to all classes of people, so in the coming time, the Department of Justice will continue to promote this activity.
