According to the report, based on the central and district budgets, Ninh Phuoc district has proactively balanced, allocated and effectively used resources to implement projects and sub-projects in the program to: Solve the shortage of residential land, housing, and production land; support and invest in essential infrastructure; develop production; improve the quality of human resources through education and training; take care of people's health; implement gender equality... thereby improving the quality of life of people in ethnic minority areas. Specifically, in 2022, the total budget capital to implement the program in the district is 4.38 billion VND, disbursed at 76.36% of the plan; in 2023, the total budget capital is 9.71 billion VND, disbursed at 62.1% of the plan. For Phuoc Hai commune, in 2022-2023, the commune was allocated capital of 2.28 billion VND, disbursed at 55.59% of the plan.
The monitoring delegation of the Standing Committee of the Vietnam Fatherland Front Provincial Committee led by Comrade Le Van Binh, Member of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Provincial Committee, had a working session with the People's Committee of Ninh Phuoc district and Phuoc Hai commune.
In addition to the achieved results, there are still some limitations such as: Some component projects do not have specific guidance documents, so they face many difficulties in the implementation process; mobilizing social resources to implement projects and sub-projects in ethnic minority and mountainous areas is very difficult; contributions from people and communities are still limited.
Concluding the meeting, the Chairman of the Provincial Vietnam Fatherland Front Committee acknowledged and highly appreciated the organization and implementation of the program by the locality, especially the disbursement of capital. In the coming time, he requested the locality to strengthen propaganda and dissemination among cadres, Party members and people about the meaning and objectives of the program; focus on training, expertise and professionalism in the team of cadres in charge of implementing the program; the process of organizing the stages of planning, adjusting and implementing the program must ensure publicity and transparency; focus on the stage of allocating and managing resources in accordance with regulations and authority; strengthen the inspection and supervision of the program implementation; consolidate and improve the quality and effectiveness of the Program Steering Committee's activities.

In 2 years (2022 and 2023) implementing Project 1 and Project 2 under the Program, the Provincial Ethnic Committee was allocated nearly 87 billion VND. Of which, the Central Budget allocated nearly 67 billion VND, the local budget matched 20 billion VND. From the allocated capital, the Provincial Ethnic Committee implemented Project 1 - Solving the shortage of residential land, housing, production land, and domestic water, disbursed nearly 3 billion VND in 2022, reaching 10.4% of the plan; as of July 21, 2023, 15.5 billion VND was disbursed, reaching 20% of the plan. Project 2 - Planning and stabilizing residential areas where necessary, disbursed 512 million VND in 2022, reaching 7.12% of the plan; As of July 21, 2023, 1.7 billion VND has been disbursed, reaching 7% of the plan. According to the assessment of the Provincial Ethnic Committee, the implementation of the Program is still slow due to difficulties in organization and implementation, lack of guidance from ministries and central branches, so localities have difficulty in disbursing capital; the support level for Project 2 is still low, especially the support level for interlaced residential areas is still low (60 million VND/household) compared to the value of local residential land, so it is difficult to create a land fund with enough area to grant to 1 household in need of residential settlement in the form of interlacing.
During the working session, the Supervisory Delegation also exchanged and discussed to clarify some shortcomings, causes, limitations and proposed solutions to implement projects in the Program. At the same time, it was recommended that the Provincial Ethnic Committee should step up propaganda and mobilization work in implementing the Program to the people to promote the effectiveness of the policy; coordinate inspection, supervision and evaluation of project progress to promptly remove difficulties and obstacles in implementation, ensuring progress and time according to regulations; promptly complete the report on specific proposals and recommendations for the Supervisory Delegation to synthesize and send to competent authorities for consideration.
