On the afternoon of May 23, the Vietnam Fatherland Front Committee of Ho Chi Minh City held a supervision session on the leadership, direction, and implementation of policies and laws on receiving citizens, handling complaints and denunciations (KN-TC), reflections, and recommendations in Binh Thanh District.

Reporting to the monitoring delegation, Mr. Tran Quang Huy, Deputy Chief Inspector of Binh Thanh District, said that from the beginning of 2023 to the end of April 2024, the People's Committee of Binh Thanh District focused on handling citizens' complaints and denunciations, not allowing them to linger for a long time, causing many frustrations.

Meanwhile, Binh Thanh district also promotes the application of online public services at levels 3 and 4 to reduce inconvenience, travel time and costs of administrative procedures for people.

The district also implemented hot news processing software for feedback and recommendations related to various fields; at the same time, it announced and publicized administrative procedures to ensure transparency and democracy, creating a mechanism for people to monitor state agencies during the implementation of administrative procedures. Thereby, it limits the occurrence of troubles and negativity, forcing officials and civil servants to properly perform their assigned duties and tasks.

Statistics from the beginning of 2023 to present, Binh Thanh has received more than 2,200 citizens and nearly 2,300 cases. Specifically, the Chairman of the District People's Committee had 48 receptions, the Vice Chairmen of the District People's Committee had 36 receptions. Of the nearly 2,100 eligible petitions, over 1,200 petitions were under the jurisdiction of the District People's Committee. Of the 855 petitions that were not under the jurisdiction of the District People's Committee, they were transferred to 20 wards and other agencies for settlement. Binh Thanh District People's Committee has resolved over 1,100 petitions on time, reaching a rate of 98.04%.

Mr. Le Minh Duc, Deputy Head of the Legal Department, Ho Chi Minh City People's Council, assessed that from January 1, 2023 to April 30, 2024, the district's petition processing speed was high. However, the number of pending petitions is still high. Mr. Duc suggested that it is necessary to pay attention to the dissemination and propaganda of laws and complaints. In addition, focusing on human resources that are good at receiving people and explaining and guiding well will reduce the number of petitions sent to higher levels.

Mr. Tran Huu Nghia, Deputy Head of the Democracy and Law Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City, raised the question: how many cases of self-withdrawal of petitions are there? How many cases of public reception officers satisfactorily explaining the people's problems? According to Mr. Nghia, if the work of public reception and legal propaganda is good and the complainant voluntarily withdraws his/her petition, this is also a very good form that needs to be promoted because it will help agencies reduce the number of cases.

Ms. Trieu Le Khanh, Standing Deputy Secretary of the Binh Thanh District Party Committee, said that the District Party Committee has promptly directed the implementation of the plan. Quarterly, under the chairmanship of the District Party Committee Secretary, any problems that arise are promptly handled. “The District also increases meetings and dialogues, thereby contributing to reducing complaints, especially anonymous complaints. Conduct inspections and supervision of Party organizations, coordinate with agencies through the role of the Front and the Lawyers Association. Based on the above information, we will thoroughly resolve them,” Ms. Khanh informed.

Ms. Khanh predicted that in the future, complaints and denunciations will increase, so the District Inspectorate has made proposals and advice to resolve complaints and denunciations in the most effective way.

Speaking at the meeting, Ms. Nguyen Thi Kim Thuy, Vice President of the Vietnam Fatherland Front Committee of the city, assessed that through the reports and discussions of representatives of district agencies, the district leaders have paid great attention to directing the work of receiving citizens closely and resolving concerns. Notably, the agencies have effectively applied digital transformation to support the work, and have had good resolution models such as applying software to manage and handle complaints and denunciations; ensuring headquarters and facilities for receiving citizens, publicly posting the schedule for receiving citizens, etc.

To limit KN-TC, Ms. Thuy hopes that Binh Thanh will pay more attention to issues related to compensation and clearance of Xuyen Tam canal in the area. This must be done in accordance with the procedures and regulations of the law.

In addition, Ms. Thuy suggested that it is necessary to organize well the listening to people's opinions and aspirations. For officials, do not push things around or do it in a formal way. "Strengthen education, propaganda and dissemination of the law to the enforcement staff. At the same time, supervise officials in receiving people and effectively resolving complaints and denunciations," Ms. Thuy emphasized.

Regarding the district's recommendations and proposals, Ms. Thuy said that the monitoring team recorded and compiled them to send to competent authorities for consideration and resolution.
