Social criticism on draft regulations on extra teaching and learning

On March 14, the Vietnam Fatherland Front Committee of Hai Phong City held a conference to provide social feedback on the draft Decision of the City People's Committee promulgating regulations on extra teaching and learning in the area.

The above Draft Decision consists of 4 chapters and 14 articles applicable to tutors and students; organizations and individuals organizing tutoring and learning with the following contents: Responsibilities in implementing regulations; management and use of organization funds; inspection, examination and handling of violations in tutoring and learning activities in Hai Phong City.

The draft content clearly specifies the responsibility for managing extra teaching and learning of the Department of Education and Training; relevant levels and sectors, Principals of schools and extra teaching facilities, and many other important contents.

At the conference, scientists, experts, managers, representatives of departments, branches, socio-political organizations, the City Fatherland Front Committee and representatives of the People's Committees of districts, towns, Thuy Nguyen city, commune-level People's Committees, the Department of Education and Training, and principals of some schools contributed their opinions to complete the draft. The opinions focused on clarifying a number of issues such as: Management of extra teaching and learning outside of school; Responsibilities of principals, relevant levels and branches; financial allocation and management mechanisms, etc.

Respectfully acknowledging the contributions of experts, teachers, and managers, Chairman of the Vietnam Fatherland Front Committee of Hai Phong City Dao Trong Duc emphasized: The opinions have many different perspectives but all aim at the goal of extra teaching and learning to ensure quality and comply with regulations. According to Resolution 29-NQ/TW dated November 4, 2013 of the Party Central Committee and Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo; the education sector as well as schools and teachers need to focus on comprehensively developing intelligence, capacity, talent, ethics, career orientation, ideal education and improving students' self-study ability; nurturing their passion for learning, encouraging lifelong learning.

Regarding the completion of the draft for this Regulation, Chairman of the Vietnam Fatherland Front Committee of Hai Phong City Dao Trong Duc requested the drafting agency to comply with the provisions of the Law on promulgation of legal documents, review the legal bases, issues related to the legitimate teaching and learning rights of teachers and students; especially must be consistent with reality, in harmony with legal provisions on finance, budget, and other relevant regulations.
