Solution to improve standards for more than 8,500 teachers in Ho Chi Minh City

According to regulations, by 2030, Ho Chi Minh City must complete the roadmap to improve the qualifications of teachers at all levels. According to statistics from the Department of Education and Training, the city currently has more than 8,500 teachers who do not meet the prescribed standards.


C MAINLY IN PRESCHOOL

According to the 2019 Education Law, the standard qualifications of teachers are a college degree in pedagogy or higher for preschool teachers, and a bachelor's degree in teacher training or higher for primary, secondary and high school teachers.

According to statistics from the Department of Education and Training of Ho Chi Minh City, the total number of managers and teachers in the whole sector is currently about 80,612 people. There are 90 managers and teachers with doctoral degrees, of which 54 teachers have this degree. Ho Chi Minh City has 6,679 managers and teachers in and outside the public sector with master's degrees (5,171 teachers).

The two levels of education with the highest proportion of teachers and administrators with master's degrees are junior high school and high school. Specifically, the number of teachers and administrators with master's degrees is 1,696 at junior high school and 3,318 at high school. The proportion of teachers and administrators with master's degrees in public schools is much higher than in non-public schools.

According to the Department of Education and Training of Ho Chi Minh City, based on the regulations on teacher standards according to the 2019 Education Law, by the beginning of the 2024-2025 school year, 100% of high school teachers will meet the standards.

At preschool level, the number of teachers who have not met training standards is 5,717, of which 128 are in public schools and 5,589 are in non-public schools. At primary level, the number of teachers who have not met training standards is 2,156, of which 1,999 are in public schools and 157 are in non-public schools.

The number of junior high school teachers who have not met the qualification standards is 730, of which 657 are public and 73 are non-public.

Mr. Luu Hong Uyen, Head of the Department of Education and Training of District 6, acknowledged that the situation of teachers who have not met the required qualifications is mainly in non-public kindergartens. The rest of the education levels have mostly met the required qualifications, and the number of teachers who need to improve their qualifications to meet professional standards can be counted "on the fingers".

100% TUITION SUPPORT FOR TEACHERS TO IMPROVE QUALIFICATIONS

Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that in order to improve the quality of the staff by 2030, in accordance with the Education Law, the department has focused on developing and implementing policies and training for managers, teachers and staff at all levels.

Specifically, advising on policies on funding for implementing the roadmap to improve the training standards of preschool, primary and secondary school teachers, course 1 (from the 2023-2024 school year to the 2025-2026 school year) and course 2 (from the 2024-2025 school year to the 2026-2027 school year). Accordingly, preschool, primary and secondary school teachers at public and non-public schools are supported with 100% of tuition fees from the state budget.

Up to now, Ho Chi Minh City has implemented 2 rounds of upgrading the standard level of teacher training conducted by Saigon University.

In which, the first phase organized the implementation of upgrading the standard training level of preschool, primary and secondary school teachers for 641 people. The total budget of the city for training to upgrade the standard in the first phase was over 27 billion VND.

Phase 2 of training to improve the qualifications of teachers at preschool, primary and secondary levels with 896 people. The total budget for the city to spend on training to improve the qualifications of phase 2 is nearly 45 billion VND.

According to Mr. Luu Hong Uyen, about 5 years ago, District 6 cooperated with schools such as Ho Chi Minh City University of Education, Saigon University, Vinh University to organize professional upgrading classes for teachers. At present, there are only a small number of teachers who are close to retirement age according to the regime, so they are not required to upgrade their qualifications.

The leader of the Department of Education and Training of District 7 said that in order to carry out the work of standardizing teacher qualifications, the Department has required non-public kindergartens to ensure that when signing labor contracts with teachers, they meet the regulations on qualifications according to current education laws. For teachers who have been with the school for a long time and want to work long-term, they must commit to participating in standardizing qualifications. Educational institutions are responsible for making a list and organizing training courses at the same level of management.

For non-public schools, the school owner must be responsible for supporting and arranging time for teachers to participate in standardizing their professional qualifications.

BUILDING POLICIES TO ATTRACT AND TREAT TEACHERS

The Chief of Office of the Department of Education and Training of Ho Chi Minh City said that the department has developed 5 solutions to promote the implementation of policies for teachers.

Develop a policy of preferential treatment and full financial support when sending teachers and managers at public service units in the education and training sector to participate in English-taught master's and doctoral training programs in specialized fields (educational management, natural sciences, mathematics, etc.) abroad.

Develop a separate financial mechanism for training and fostering civil servants and public employees in the education and training sector. The unit is provided with sufficient funds for domestic and overseas training and fostering of civil servants and public employees in each unit, with reasonable remuneration and timely reward policies...

Develop a specific mechanism to be able to contract and pay foreign teachers and overseas Vietnamese to teach at general education institutions in Ho Chi Minh City.

Continue to complete and submit to the City People's Council a resolution on policies for civil servants who are primary school teachers of English, IT, physical education, music, and fine arts in response to current educational innovation requirements when implementing the 2018 General Education Program.

At the same time, increase the attraction of excellent university graduates from domestic or foreign higher education institutions to participate in recruiting civil servants in the city's education and training sector in accordance with the policy of rewarding young talents in the spirit of Decree No. 140/2017/ND-CP.
