Annual ODA capital disbursement is lower than the allocation plan.

The total capital is over 7,063 billion VND, including provincial budget capital of over 4,308.5 billion VND (counterpart capital of 1,457.4 billion VND and re-loan capital of 2,851.1 billion VND) and central budget capital of 2,754.5 billion VND (counterpart capital of 156.9 billion VND and allocated capital of 2,597.6 billion VND).

Up to now, 6 projects have been completed and put into use. The capital plan has allocated for 18 projects over 4,585 billion VND, reaching 65%; of which the provincial budget is 2,419.1 billion VND, reaching 56% (counterpart capital of 732.8 billion VND and re-loan capital of 1,686.4 billion VND) and the central budget capital is 2,165.9 billion VND, reaching 79% (counterpart capital of 96.9 billion VND and allocated capital of 2,069 billion VND).

However, the disbursement rate only reached 55% (2,519.8 billion VND) compared to the allocated capital plan. Specifically: provincial budget capital was 1,650.1 billion VND, reaching 68% (counterpart capital was 620.9 billion VND and re-loaned capital was 1,029.9 billion VND) and central budget capital was 868.9 billion VND, reaching 40% (counterpart capital was 91.8 billion VND and allocated capital was 777.1 billion VND).

Statistics show that the disbursement of the annual capital plan is very low compared to the allocated plan, and is tending to decrease over the years (85% in 2021, 68% in 2022 and 57% in 2023).
