Highest determination to carry out socio -economic development tasks
(BD) - On April 2, the Provincial People's Committee held a direct and online conference to assess the province's socio-economic situation in the first quarter of 2025 and deploy tasks for the second quarter of 2025.

According to the assessment of the Provincial People's Committee, the socio-economic situation of the province in the first quarter of 2025 maintained stability and development. Gross Regional Domestic Product (GRDP) is estimated to increase by 7.51% over the same period. Of which, the agriculture, forestry and fishery sector increased by 3.43%; industry and construction increased by 10.96% (industry increased by 10.7%; construction increased by 11.75%); services increased by 7.84%; product taxes minus product subsidies increased by 2.93%.

Cultural and social activities continued to have positive changes; attention was paid to caring for policy families and the poor; social security was ensured; national defense and security were maintained.
Notably, in the first 3 months of the year, the investment capital flow into the province has grown dramatically. The whole province has attracted 31 new investment projects with a total registered capital of more than 12,000 billion VND, including 27 domestic investment projects and 4 foreign direct investment (FDI) projects. Compared to the same period, the number of projects increased by more than 138%, the total registered investment capital increased 5 times.
Trade and service activities were quite bustling thanks to the holiday activities and cultural and sports events held in the 3 months. Total retail sales of goods and service revenue in the first quarter was over 29.6 trillion VND, reaching 23.4% of the yearly plan, up 8% over the same period.
Total state budget revenue in the first quarter was over VND4,274 billion, reaching 24.5% of the yearly estimate, up 48.4% over the same period.

The whole province has focused on drastically implementing the program to eliminate temporary and dilapidated houses. As of March 23, 4,131 houses have been newly built or repaired (2,335 newly built; 1,796 repaired), reaching 95% of the plan. Notably, 1,679 houses have been completed and put into use (465 newly built; 1,214 repaired).
In the second quarter of 2025, the Provincial People's Committee set out 11 key tasks and solutions for socio-economic development and requested all levels, sectors and localities to closely monitor the actual situation, promptly handle arising issues; innovate management and operation methods with specific and practical actions each month, strive to overcome difficulties and complete tasks. In particular, the important task is to focus on directing the stabilization of the organization, functions, tasks and powers of agencies and units according to the new apparatus, ensuring the spirit of the Central's direction is "streamlined - compact - strong - effective - efficient - effective - efficient".

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan said that the socio-economic development situation in the first quarter of 2025 has many bright spots with GRDP increasing by 7.51%. Most importantly, the entire political system is united and determined for the common work, for the homeland of Binh Dinh, although it is not a little affected by the political task of streamlining the organizational apparatus and the upcoming merger of the province, not organizing at the district level, merging at the commune level.
The work of reorganizing the apparatus at the provincial level and the departments and offices at the district level in the past time has been carried out very quickly, the apparatus operates smoothly, unitedly, meeting the requirements of work resolution.
Another positive point is that investment promotion activities have had positive changes, many investors are very interested in Binh Dinh. The "capital" of new investors registered in the province, combined with renewable energy projects that can be implemented, the total investment amount is about 300 trillion VND.
“This clearly shows the “falling point” and “ripe point” of Binh Dinh province in attracting investment. As long as the province takes care of and promptly supports investors to implement these projects until 2030 - 2035, the economic scale of Binh Dinh will be completely different. Regarding the key tasks in the second quarter of 2025, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized that this is a turning point for the province. The political system must still be aware and determined to carry out the assigned tasks. The first important task is that departments, branches, and localities must focus on the work of arranging the province and communes and deploying the new apparatus from July 1. The Chairman of the Provincial People's Committee wishes that whoever is in charge of the arrangement will arrange it, and whoever is working must continue to work, without interruption.
Departments, branches and localities focus on socio-economic management to ensure GRDP growth for the whole year of 8.5 - 9%. Focus on implementing major signed projects, especially leading projects; in April, it is necessary to complete the settlement of related procedures for these projects to be implemented. More importantly, major tasks of Binh Dinh province must be resolved before July 1 to ensure economic growth rate as required by the Government. Review backlog, backlog projects, and backlog of basic construction debts to find solutions in the next 3 months.
In addition, all levels and sectors have effectively implemented the social security program, completing the program to eliminate temporary and dilapidated houses in May. Continue to manage socio-economic development in the spirit of "6 clear", focusing on administrative reform, with the goal of cutting 30% of administrative procedures and time to handle administrative procedures.
Going into some specific tasks, Chairman of the Provincial People's Committee Pham Anh Tuan assigned the Department of Finance to closely follow the socio-economic development management targets; urge the signed investment attraction memorandums. Coordinate with relevant departments and branches to speed up the completion of procedures for selecting investors, implementing key projects on trade, services, and tourism; at the same time, focus on monitoring and urging to speed up the implementation of key investment projects of the province. The Department of Agriculture and Environment actively coordinates and creates favorable conditions to accelerate the progress of projects such as the San Ha Binh Dinh Livestock and Poultry Slaughterhouse and Food Processing Center (Phu Cat District); the Vinanutrifood Binh Dinh Joint Stock Company's agricultural and forestry processing zone (Tay Son District)... Monitor and accelerate the progress of the high-tech agricultural zone for shrimp development in My Thanh Commune (Phu My District). Focus on overcoming the European Commission's warnings on combating illegal, unreported and unregulated fishing (IUU). At the same time, complete the construction of the province's land database.
The Department of Industry and Trade quickly implements industrial cluster investment projects to focus on calling for secondary investors; prepares to implement renewable energy projects, relocates industrial clusters in Quy Nhon City and An Nhon Town. Continues to pay attention to meetings, dialogues, grasps the production and business situation, promptly resolves (or advises and proposes to remove difficulties and obstacles for enterprises). Creates favorable conditions for operating factories to maintain stability, maximize capacity, especially 80 new factories that have come into operation in 2024...
The Department of Culture, Sports and Tourism focuses on implementing activities to serve tourists; focuses on implementing major events.
The Department of Science and Technology focuses on implementing Resolution 57-NQ/TW, focusing on developing science and technology, innovation, and digital transformation. In particular, focusing on building a large database center of the province; proactively coordinating to support the construction of artificial intelligence application platforms to serve professional activities at agencies and units; implementing major projects on investment in science and technology development; ensuring 3% spending on science and technology.
The Department of Home Affairs focuses all its efforts on the work of arranging the organizational structure and personnel at all levels when implementing the merger of provinces and communes.
The Provincial Economic Zone Management Board and Project Management Boards focus on implementing large, key projects and disbursing public investment.
For the People's Committees at the district and commune levels, the head of the provincial government emphasized the requirement to identify the work that does not change and must be focused on implementation. In particular, attention should be paid to site clearance work; the program to eliminate temporary and dilapidated houses; especially resolving backlogs at the district and commune levels, especially outstanding debts in basic construction...
