According to statistics, the disbursement rate of ministries and branches reached 8.58% of the assigned capital plan. Statistics show that 8 ministries and branches have not yet disbursed the capital plan for 2024. DMEF's forecast is that by the end of June 2024, the disbursement rate of foreign capital public investment of ministries and branches can only reach about 15-17% (in the same period in 2023, the disbursement rate was 27.2%).
For localities, the total foreign capital plan for 2024 has been assigned nearly VND 24,173 billion (granted capital is nearly VND 9,457 billion, re-loaned capital is VND 14,716 billion). As of May 15, the proportion of capital plans that localities have allocated and entered into the Treasury and Budget Management Information System (TABMIS) for projects for central budget public investment capital is 91.7% of the assigned capital plan, re-loaned capital is 84.2% of the assigned capital plan.
However, the disbursement rate of foreign capital by localities as of May 15 only reached 5.7% of the plan (both allocated and re-loaned capital). Currently, there are still 28 localities that have not disbursed additional targeted central budget capital for local budgets and only 5 provinces have a disbursement rate of over 15%.

According to ministries, branches and localities, the disbursement rate has not met expectations, mainly due to the lack of completed volume to disburse due to slow implementation of site clearance and resettlement.
Investors have not completed signing design consulting contracts, are slow in bidding, signing contracts, adjusting basic designs, and technical design documents.
In addition, many projects carry out procedures to adjust investment policies, projects, loan agreements or capital plans that do not closely follow the implementation progress of the projects...
The Ministry of Finance requires ministries, branches, and provincial People's Committees to proactively review projects that are unable to complete the project volume according to the set schedule. On that basis, reduce and transfer the assigned capital plan, and a written proposal for reduction, transfer, and transfer must be sent to the Ministry of Planning and Investment and the Ministry of Finance before June 30, 2024 for coordination.
Regarding Quang Nam, the Department of Planning and Investment said that the total foreign public investment capital plan for 2024 of the province for 6 projects is 751.65 billion VND, of which the province's foreign capital re-borrowed is 324.8 billion VND and the central budget's foreign capital allocated is 426.85 billion VND.
Up to now, Quang Nam has allocated and entered the budget on TABMIS 691.2 billion VND, reaching 92% of the plan. The remaining unallocated foreign capital is 60.45 billion VND from the central foreign capital allocated to the project "Investment program to develop the network of medical facilities in disadvantaged areas of Quang Nam province".
As of May 17, Quang Nam province's 2024 foreign capital plan had disbursed VND54,486 billion, reaching only 7.2%. Specifically: the province's re-borrowed capital disbursed VND34,643/324.8 billion, reaching 10.7%; the central budget capital disbursed VND19,843/426.85 billion, reaching 4.6%.
