Discuss solutions to effectively implement tasks, promote growth to reach 10% or more

Comrades Luong Nguyen Minh Triet - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Duc Dung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Van Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

Speaking at the opening of the conference, Provincial Party Secretary Luong Nguyen Minh Triet assessed that in the first quarter of 2025, all levels and sectors focused on leading and directing the implementation of Resolution No. 42 of the Provincial Party Committee on directions and tasks for 2025 and achieved positive results.

In particular, the province has successfully organized many activities, events and ceremonies to celebrate the 50th anniversary of the Liberation of Quang Nam Province (March 24, 1975 - March 24, 2025), the 95th anniversary of the founding of the Quang Nam Provincial Party Committee (March 28, 1930 - March 28, 2025). Thereby, spreading the motivation and spirit for the Party Committee, government and people of the whole province to continue to make efforts and strive to successfully implement the set goals and tasks.

The results achieved reflect the determination and efforts of the entire political system, business community and people of the province. However, there are still certain limitations in leadership, direction and management, which have been recognized in the draft assessment report for the first quarter of 2025 presented at the conference.

The Provincial Party Secretary asked the delegates to focus on analyzing, discussing, and clarifying the causes of the limitations, and at the same time propose specific and effective solutions to continue to perform well the political tasks in the coming time.

Especially the requirement to well implement major policies of the Central Government and promote the speed of socio-economic growth in the context of being affected by the restructuring of the apparatus and administrative boundaries is affecting each agency, unit and staff, civil servants and public employees at all levels.

On behalf of the Provincial Party Standing Committee, reporting on the situation in the first quarter of 2025, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Dung said that in the field of Party building, Quang Nam focused on resolutely implementing the arrangement of the organizational apparatus in conjunction with restructuring the staff according to the Central's policy; consolidating and perfecting the staff at the provincial level and central vertical sectors.

In particular, for the Party bloc, the province has established the Provincial Party Committee's Propaganda and Mass Mobilization Board; ended the activities of the Provincial Party Committee of the Provincial Agencies Bloc and 4 Steering Committees, 11 Party Executive Committees, and Party Delegations. For the district level, the District Party Committee's Propaganda and Mass Mobilization Board has been established, reducing 17 advisory and support agencies for the district Party Committee.

For the government sector, the provincial level established, merged, and consolidated specialized agencies, resulting in a reduction of 6 departments and branches (from 19 to 13 agencies and units); transferred functions, tasks, and organizational structure of a number of provincial specialized agencies; and established the Provincial Construction Investment Project Management Board.

At the district level, 34 specialized agencies under the district People's Committee were reorganized and reduced, reaching a rate of 16.7%; functions and tasks were received and transferred in a number of agencies.

As of March 31, 2025, the province had admitted 300 new party members, reaching 15% of the annual resolution target. During the quarter, the Provincial Steering Committee for Anti-Corruption and Negativity monitored 8 cases and 6 corruption and negativity incidents; to date, 4 cases and 4 incidents have been completed and handled by competent authorities in accordance with regulations.

On behalf of the conference chair, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Van Dung suggested that the conference focus on discussing key issues such as: Solutions to achieve economic growth of 10% or more; low disbursement rate, management of land status in the face of land price fever before information on administrative unit arrangement; policy settlement for early retirement subjects, resignation due to streamlining organizational apparatus...

In the economic field, with the strong direction of the Provincial Party Standing Committee and the participation of the entire political system, the support and companionship of the business community in the province, the socio-economic situation in the first quarter of 2025 continued to have positive developments.

The gross regional domestic product (GRDP) is estimated to increase by 10.2% over the same period in 2024. Total state budget revenue reached VND 5,376 billion, reaching 22% of the estimate, down 4% over the same period; of which, domestic revenue was VND 5,392 billion, reaching 26% of the estimate, up 2% over the same period. Total local budget expenditure was VND 6,760 billion, reaching 29% of the estimate, equal to 100% over the same period.
