72 years old, 44 years of Party membership, Mr. Ha Van Nap - village elder, prestigious person in Van Tan area, Van Luong commune, Tan Son district, has always been an exemplary leader in implementing the Party's guidelines and policies, and the State's laws and policies. He is a pillar and shining example of the Muong people here for the people in the area, especially the younger generation, to follow.
Van Tan - with the characteristic of being the least populated area compared to other areas in the commune, in which the Muong ethnic group accounts for about 50%. However, this is the area with the top life and economy in the commune thanks to the great contribution of village elders and prestigious people like Mr. Nap. As a person who is directly attached to the people in the village, in the family, and clan, he is always proactive in thoroughly grasping the difficulties, problems as well as the thoughts, feelings, legitimate aspirations and recommendations, proposals of his people to present to the Party Committee, government, Fatherland Front, local departments, branches, and organizations for attention and support.

Having been Party cell secretary for 10 years at a time when people's lives in the area were still difficult and arduous, Mr. Nap's responsibility for the work was even heavier. He always wondered how to help the villagers escape poverty, what to do to change the way of thinking and working that had been ingrained in the subconscious of the people for so long so that the villagers could practice a new way of life, building the village to be more civilized and prosperous.
Implementing the National Target Program on New Rural Construction, from 2017 to now, he has actively promoted and mobilized people to donate land to build inter-zone roads and hundreds of working days. At the same time, his family is also a pioneer in donating land to clear the ground for inter-commune roads, thanks to which the people in the area have become more convenient in trading and commerce. Pigs and chickens ready for sale, tea ready for harvest can be loaded onto trucks and "scoot" to the main road without worrying about narrow roads, slippery rain, and mud like before.
Promoting his role in all areas of social life, village elder Nap always devoted himself to the common work, mobilizing people to eliminate backward customs, effectively implementing family planning, creating significant changes in population work and reproductive health care in the locality. With his rich knowledge, especially about customs, practices and ethnic cultural identity, he and the elderly in the area actively preserved, maintained and promoted traditional customs and good cultural identity of his people, building a cultural residential area. He always encouraged and reminded his children and grandchildren to strive to excel in their studies, encouraged and mobilized people to participate in the scholarship fund, built families and clans that promote education, contributing to improving the understanding and intellectual level of ethnic minorities.
His family is also one of the pioneers in economic development.
Not only that, he also took the lead in production labor, helping and encouraging people to develop their family economy. With diligence, not afraid of difficulties and hardships, village elder Nap pioneered in growing crops and raising livestock in conjunction with preserving and protecting the rural environment. Currently, his family has 2 hectares of tea and raises buffalo, pigs and chickens, earning over 50 million VND per year.
He shared: "If I want people to listen and follow me, first of all, I always set an example because people only believe in concrete actions, so I cannot just talk. In economic development, if my family works effectively, people will learn from me. If I want people to voluntarily donate land to build roads, I have to volunteer first."
Like other prestigious people in Van Luong commune, Mr. Nap has been making very important contributions to the socio-economic development of the locality. At the same time, he has contributed to helping the locality effectively implement ethnic policies, thereby promoting the development of ethnic minority and mountainous areas.
