In recent years, the work of propagating and disseminating legal education (PBGDPL) for ethnic minorities has been focused on and strengthened by localities. The work of propagating and disseminating legal education (PBGDPL) has also been implemented creatively, in accordance with the characteristics and situation of ethnic minority and mountainous areas, thereby raising legal awareness among ethnic minorities, contributing to stabilizing security and order, promoting socio-economic development, and reducing poverty at the grassroots level.

Practical effectiveness of PBGDPL work
In Quang Ninh province, with many practical and effective forms and propaganda measures, over the past years, in the ethnic minority areas of Quang Ninh province, there are no longer male chauvinism or gender-based domestic violence. Ethnic minorities have raised awareness of gender equality; maintained security and order, and solidarity in the community.
Up to now, over 95% of ethnic minority people have been propagandized and educated about the law. The work of mobilizing people to properly implement the Party and State's guidelines and policies has been unanimously participated in by the entire political system.
In particular, the team of prestigious people among ethnic minorities has promoted the role of a bridge between the Party, the State and the People in informing, propagating and mobilizing people in the villages. Therefore, in the past 5 years, the number of petitions to higher levels has almost decreased; the number of successful mediation cases at the grassroots level has increased, contributing to maintaining community solidarity.
According to Mr. Voong A Tai, Party Cell Secretary, Head of Tan Son Village, Quang Tan Commune, Dam Ha District, all levels, sectors and localities always pay attention to propaganda work, legal dissemination and education, always taking people as the main subject, innovating the content and form of propaganda, making it concise, easy to remember and easy to understand images, suitable to the culture, customs and practices of each ethnic group. Thereby, promptly conveying the Party's guidelines, policies and laws of the State to ethnic minorities, helping to improve people's understanding and awareness of the law.
In Tuyen Quang province, according to Ms. Vu Thi Minh Hien, Head of the Department of Law Building, Inspection, Enforcement and Dissemination of Legal Education, Department of Justice of Tuyen Quang province: The innovation of form and content in disseminating legal education in the locality is of great interest. Such as building online platforms; using social networks and multimedia communications; creating vibrant interactive content in propaganda sessions.
From 2023 to present, the Department of Justice of Tuyen Quang province has organized over 50 legal dissemination sessions for 2,887 people in ethnic minority villages and communes in the province; compiled 13 types of legal dissemination leaflets, printed 205,400 copies to provide to people in ethnic minority areas; compiled 700 documents and legal situations (620 legal situations, 80 propaganda documents)... From these solutions, legal dissemination work has gradually become more effective, contributing to raising understanding and legal awareness among ethnic minorities.
Ms. Au Thi Nham, Cao Lan ethnic group in Cau Da village, Chi Thiet commune, Son Duong district, Tuyen Quang province shared: In the past time, we have regularly participated in legal dissemination sessions integrated into village meetings or organized by functional agencies, sectors, and organizations in coordination with local Party committees and authorities. Through that, the legal awareness of our compatriots has been raised to a new level.

Continue to diversify propaganda forms
Clearly identifying the importance of legal dissemination work for people, especially ethnic minorities, in recent times, the local justice sector has proactively promoted propaganda work, innovated, and developed legal education plans for the community and ethnic minorities, bringing about many practical results.
For example, in Tuyen Quang province, there are currently more than 3,800 legal reporters and propagandists in the province; including ethnic minority officials. Every year, this force is trained to improve their knowledge and skills in legal dissemination and education, making an important contribution to conveying legal knowledge to the people.
Or in Soc Trang province, with the characteristic of being a province with a large Khmer population, Soc Trang promotes the role of monks, the Khmer Southern Buddhist Temple Management Board, Archa, prestigious people, retired ethnic minority cadres, reporters, propagandists and members of the Chinese Association...
In addition, the province also coordinates with relevant sectors to select content and edit documents, including bilingual Vietnamese-Khmer content for dissemination to ethnic minorities.
According to the leaders of Soc Trang province, in order to promote the work of legal dissemination and education, in the coming time, the province will continue to innovate, improve the quality, effectiveness, diversify the content, forms, and measures of advocacy and legal dissemination among ethnic minorities. Use proactive and flexible forms of propaganda, provide complete, timely, accurate, easy-to-read, easy-to-understand information, with focus, key points, and content suitable to the needs, characteristics, customs, and traditional culture of ethnic minorities.
