Over the years, the movement to build a cultural life in Ly Nhan district has always received the attention of leadership, direction, coordination and implementation of all levels, sectors, organizations and the active response of all classes of people, bringing practical results, contributing significantly to the completion of economic, cultural and social development targets of localities in particular and the whole district in general.
To achieve practical results, in leading, directing and organizing the implementation of the movement, the District Movement Steering Committee always closely follows the directives of the superiors to issue specific instructions for communes and towns to deploy and organize the implementation: instructions on registering to build the title of "Cultural Village", "Cultural Residential Group", "Cultural Family" according to Decree 122/2018/ND-CP of the Government; improving the quality of cultural criteria, implementing cultural criteria in the set of criteria for advanced new rural communes (NTM) for the period 2021-2025; instructions on implementing a civilized lifestyle in weddings, funerals and festivals.
Through research, it is known that in 2022, the whole district had 56,282/58,157 households registered to build the title of "Cultural Family". Through evaluation, 52,630 families achieved the title of "Cultural Family", equal to 90.4% of the total number of households. Typical are the communes of Phu Phuc, Hop Ly, Duc Ly, Tien Thang. Out of a total of 2,874 typical cultural families at the grassroots level evaluated, 15 families were selected to attend the discussion conference on the occasion of Vietnamese Family Day organized by the Department of Culture - Sports and Tourism. Out of a total of 140 villages and residential groups registered to strive to build the title of cultural village and residential area, 110 villages and residential areas achieved the title of "Cultural Village", "Cultural Residential Area" (reaching 78.6%) with a high score of 86-93 points. Communes with a high rate of villages achieving cultural titles include: Chinh Ly, Chan Ly, Tran Hung Dao, Nhan Binh and Xuan Khe. In addition, in the same year, Ly Nhan had 4/5 agencies and units registering to build cultural agencies and units that met the standards to propose recognition of the title "Cultural Agency" for the first time, bringing the total number to 123 agencies, units and enterprises that met cultural standards. The evaluation, scoring and proposal for recognition of the title of cultural families, villages, residential groups, agencies, units and enterprises were carried out seriously, strictly and ensured quality.

Implementing Resolution No. 39/NQ-HDND dated December 6, 2019 of the Provincial People's Council stipulating the level of investment support for construction of village and residential area cultural houses after the merger, the district has supported the construction of 2 new communal cultural houses, upgraded 2 sports fields; supported the construction of 01 new cultural house and upgraded and expanded 32 village cultural houses. The total cost of construction and renovation support is about 3,150 million VND, of which the State supports 2,910 million VND. The cultural houses and stadiums have been completed, tested and guaranteed quality, well serving the needs of meetings, cultural activities and physical training of the people. Thanks to that, the cultural, artistic and physical training movements have taken place vigorously in all localities. The implementation of civilized lifestyles in weddings, funerals and festivals has been promoted by localities, mobilizing people to respond positively, contributing to building a new lifestyle.
According to the District Department of Culture and Information, through monitoring and evaluation, 99.8% of weddings and 100% of funerals were held in a civilized manner. Festivals were organized in accordance with the law and cultural traditions, especially festivals associated with historical and cultural relics and tourist attractions. The organization of festivals has contributed to raising people's awareness in preserving, protecting and promoting the value of cultural heritages, without the phenomenon of taking advantage of festivals for superstitious and commercial activities. Cultural activities have actively contributed to building communes that meet the standards of new rural culture and model new rural areas. During the year, 8 communes that met the standards of new rural areas registered to build communes that met the standards of new rural culture. Through review and evaluation, 7 communes that met the standards were proposed for consideration for the title, including the communes of Cong Ly, Nhan My, Nguyen Ly, Chinh Ly, Hop Ly, Bac Ly, and Nhan Thinh.
In the process of implementing the movement, the Fatherland Front Committee, member organizations and agencies and units have closely coordinated and linked the implementation of the movement "All people unite to build a cultural life" with emulation movements, campaigns, and models of sectors and organizations, such as: "Day for the poor", "Exemplary veterans", "Learning and working creatively", "All people unite to build new rural areas and civilized urban areas"... Uniting to build new rural areas, the association at all levels has actively mobilized members to participate in environmental sanitation, planting more than 15,000 new trees and planting and caring for thousands of square meters of various flowers; building and maintaining 157 "Bright - green - clean - beautiful - civilized - safe" roads, along with many volunteer activities with a total value of hundreds of millions of VND.
Determined to maintain, sustain and improve the quality of cultural title recognition, in 2023, Ly Nhan district will continue to strengthen propaganda to raise awareness, promote internal resources, and at the same time, mobilize all socialized resources along with State investment to build and complete the infrastructure of cultural institutions. As of August 2023, Ly Nhan has 56,290/58,160 households registered to build cultural families, equivalent to 96.8%; 140 villages and residential areas (100%) registered to build cultural villages and residential areas; 91 agencies, units and enterprises registered to meet cultural standards for the first time. Regarding facilities, the whole district has 5 village cultural houses registered for new construction, 25 houses registered for repair and upgrade. Up to now, 3 new houses have been built and 14 houses have been repaired. Along with the two communes of Chinh Ly and Tran Hung Dao, which registered to reach the advanced NTM target in 2022, they have completed the targets and criteria that are being assessed. In 2023, three communes of Cong Ly, Tien Thang, and Nguyen Ly have registered and are striving to reach the advanced NTM target... The entire district strives to have 82%-85% of villages and residential areas achieve the cultural title; 90.4% of households achieve the cultural family title; 31.5% of people practice sports regularly; complete the construction of new and renovate, expand the number of cultural houses in villages and residential areas registered under the province's support mechanism.
With synchronous solutions and determination of the entire political system from district to grassroots, combined with the consensus and active response of the people, we believe that Ly Nhan will successfully implement the targets and tasks of maintaining and improving the quality of grassroots cultural life, contributing to building an increasingly rich and civilized district.
