On the morning of February 21, in Ha Long city, Quang Ninh province hosted the Spring Meeting 2025 between the Secretaries of the Provincial Party Committees of Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China) . Attending the conference were comrades: Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics ; Vu Dai Thang, member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee and Secretaries of the Provincial and Municipal Party Committees of the localities: Hai Phong, Lang Son, Cao Bang, Ha Giang. On the side of the Guangxi Zhuang Autonomous Region (China), there was comrade Tran Cuong, member of the Central Executive Committee, Secretary of the Regional Party Committee, Chairman of the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region.
The Spring Meeting Program is an annual local-level diplomatic activity organized to implement and concretize the high-level common awareness of the leaders of the Party and State of Vietnam and China. The Spring Meeting 2025 is the opening diplomatic activity of the "Vietnam - China Humanitarian Exchange Year 2025", commemorating the 75th anniversary of the establishment of diplomatic relations between the two countries (1950-2025). This is an opportunity for the 5 provinces and regions to look back on the past. From there, solutions will be proposed to build a cooperative relationship between the provinces and regions that is increasingly substantive, effective and sustainable with the goal of joining hands to build a peaceful, stable, friendly and developed border, bringing a prosperous and happy life to the people on both sides; actively contribute to strengthening friendship and political trust, continuing to promote and deepen the comprehensive strategic cooperative partnership, and building a Vietnam-China Community of Shared Future of strategic significance.
In a friendly atmosphere, the Secretaries of the Provincial Party Committees of Quang Ninh, Ha Giang, Cao Bang, Lang Son (Vietnam) and the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China) reviewed the cooperation results between the two sides achieved in the past year.
Accordingly, in 2024, the provinces and regions have proactively and actively implemented the common perceptions at the 2024 Spring Meeting, achieving important results. Foreign affairs activities at the provincial and regional leaders' level and exchanges, contacts, and delegation exchanges at all levels have taken place actively and effectively. People-to-people exchange activities have become increasingly substantive. Border management work has been implemented closely and effectively, contributing to building a peaceful, friendly, stable, cooperative, and developing border. The provinces and regions have seriously implemented and coordinated border management and protection according to the three legal documents on the Vietnam-China land border and the signed bilateral agreements. On the basis of the oriented cooperation contents within the framework of the Spring Meeting, the fields of tourism, trade, transportation, health, education, and border gate management between the provinces and regions have achieved positive results.
Attending and speaking at the program, Politburo member and Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang welcomed Guangxi province and the provinces of Quang Ninh, Lang Son, Cao Bang, and Ha Giang to continue to maintain and effectively implement the mechanism of the Spring Meeting between Provincial Party Secretaries, Regional Party Secretaries and the Joint Working Committee Conference between the five localities. He highly appreciated the creative idea of both sides on expanding the Meeting to include Hai Phong city of Vietnam.
Comrade Nguyen Xuan Thang emphasized that the localities of the two countries are important subjects contributing to the successful implementation and putting the common perceptions of the two countries' senior leaders into practice. The cooperative relationship between localities is a new driving force to promote the cooperative relationship between the two countries to become more in-depth and comprehensive. In order to actively promote friendly exchanges and mutually beneficial cooperation between the two sides, he hoped that the localities would make joint efforts to create some more substantial and effective breakthroughs in the cooperative relationship. In particular, creating breakthroughs in friendly exchanges and connecting people, especially enhancing exchanges and contacts between leaders and agencies at all levels, further promoting people-to-people exchanges. At the same time, create breakthroughs in infrastructure connectivity, especially transport infrastructure and digital infrastructure, together think innovatively, explore cooperation in emerging fields such as: science and technology development, innovation, digital transformation, high-tech fields such as artificial intelligence, big data, network security, semiconductor chips, etc.; create breakthroughs in cross-border development management to build a peaceful and friendly border, bringing an increasingly prosperous, prosperous and happy life to people in border areas.
Speaking at the conference, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee, affirmed: Under the leadership of the spirit of "4 goods" and the "16-word" motto has brought to the people of the two countries in general, and the five provinces and regions in particular, deep confidence in a new, stronger, and more substantial stage of development of the comprehensive strategic cooperative partnership between Vietnam and China.
In order to fully promote the potential and advantages of the provinces and regions as well as the achievements of cooperation achieved in recent times, promote exchanges and cooperation between the four border provinces of Vietnam and the Guangxi Zhuang Autonomous Region, China, to increasingly develop and become more substantial, Comrade Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, suggested that in 2025, the five provinces and regions continue to thoroughly grasp and effectively concretize the Joint Statements, along with the common perceptions of the senior leaders of the two Parties and the two States; effectively promote existing exchange and cooperation mechanisms, in which the mechanism of the Early Spring Meeting between the Secretaries of the provinces and regions plays a leading and orienting role for the provinces and regions to fully and effectively implement cooperation contents in all fields.
Along with that, continue to promote effective and substantive exchanges and cooperation between local Party committees; encourage and facilitate the strong promotion of people-to-people, cultural and social exchanges between the parties; continue to promote exchange and cooperation activities between Party agencies, organizations, the Vietnam Fatherland Front and mass organizations. At the same time, strengthen the propaganda of the traditional friendship between Vietnam and China; actively coordinate to organize people-to-people, cultural, artistic and sports exchange activities to practically contribute to the celebration of the 75th anniversary of the establishment of Vietnam-China diplomatic relations and the Vietnam-China Humanitarian Exchange Year; expand friendly exchanges, increase understanding and strengthen the emotional bond between the people of the provinces and regions.
The Secretary of the Quang Ninh Provincial Party Committee also requested that the parties need to effectively implement the Minutes of the 2025 Spring Meeting, implement cooperation contents within the framework of the Joint Working Committee mechanism, especially in the fields of trade, investment, tourism, health, science and technology, agriculture, cross-border labor management, justice, logistics, and traffic connection. At the same time, actively participate in and coordinate the research work of the Working Group on models for building the Vietnam - China Cross-Border Economic Cooperation Zone. The parties need to promote upgrading and opening new pairs of border gates and openings on the border between the parties; research and cooperate to implement the smart border gate model; build traffic connection infrastructure at the border gates.
The parties concerned should strengthen cooperation to facilitate customs clearance to increase customs clearance efficiency and import-export turnover through border gates between localities of Vietnam and Guangxi; actively report to the central agencies of the two countries to soon deploy the planning of two standard gauge railway lines Lang Son - Hanoi and Mong Cai - Ha Long - Hai Phong... Strengthen the regular and timely provision and sharing of information on the investment environment and investment attraction policies; promote cooperation in science and technology, innovation, digital transformation, tourism, and agriculture.
At the same time, continue to seriously implement the three legal documents on the Vietnam-China land border and related agreements, contributing to building a peaceful, friendly, stable, cooperative and developing border area for the happiness of the people.
Speaking at the conference, Comrade Tran Cuong, Secretary of the Guangxi Zhuang Autonomous Region Party Committee, affirmed that the contents of exchanges and cooperation between the five localities in the past time have been implemented on schedule. Friendly neighborly relations continue to be maintained; political trust is constantly cultivated; key areas are effectively implemented; difficulties and obstacles in the cooperation process are basically coordinated and promptly resolved.
The Secretary of the Guangxi Zhuang Autonomous Region Party Committee suggested that in the coming time, the five provinces and regions continue to maintain regular exchanges, promote connection in development planning; exchange practical experiences and socialist theories; strengthen the implementation of the contents of the cooperation memorandums between the parties. Along with that, effectively maintain the mechanism of the Spring Meeting, the Joint Working Committee Conference; pilot the Mong Cai - Dongxing cross-border industry cooperation zone; join hands to build a China - Vietnam artificial intelligence innovation cooperation center; promote cooperation in new fields such as digital transformation, artificial intelligence products and services, etc.
He also suggested that the parties promote “hard connections” in high-speed railways, expressways, and border gate infrastructure connections; and strengthen “soft connections” in smart customs. Guangxi actively coordinates and supports Vietnam in planning the Lang Son - Hanoi and Mong Cai - Ha Long - Hai Phong standard gauge railways. At the same time, actively coordinates to organize commemorative activities, people-to-people exchanges, culture, arts, sports, etc. to strengthen sentiments and foster a comprehensive strategic cooperative partnership.
He suggested that the five provinces and regions continue to closely and effectively coordinate in border management and protection according to the provisions of three legal documents on the Vietnam-China land border to build a border of peace, friendship, cooperation and mutual development.
Based on the contents of the discussion and agreement, the Secretaries of the Provincial Party Committees of Quang Ninh, Ha Giang, Cao Bang, Lang Son (Vietnam) and the Guangxi Zhuang Autonomous Region (China) signed the Minutes of the Talks between the Provincial Party Committees of Quang Ninh, Lang Son, Cao Bang, Ha Giang and the Guangxi Zhuang Autonomous Region on further strengthening the comprehensive strategic cooperative partnership and promoting the building of the Vietnam-China Community of Shared Future of Strategic Significance.
The parties agreed to thoroughly grasp and continue to comprehensively implement the Vietnam-China Joint Statements and important common perceptions reached by the leaders of the two Parties and States; continue to implement the action plan for the 2024-2026 period between the Provincial Party Committees of Lang Son, Quang Ninh, Cao Bang, Ha Giang, the Communist Party of Vietnam and the Party Committee of the Guangxi Zhuang Autonomous Region, the Communist Party of China on further enriching the content of the Vietnam-China comprehensive strategic cooperative partnership, contributing to building a Vietnam-China Community of Shared Future of strategic significance from the local level.
The parties agreed on cooperation contents focusing on 5 specific orientations: Strengthening cooperation exchanges between local Party committees; Strengthening close coordination in land border management, building a peaceful, friendly and prosperous Vietnam - China border; Strengthening substantive cooperation in key areas; Strengthening people-to-people and organization exchanges; Strengthening cooperation in tourism, communications, culture, science - technology, education and training, health care and agriculture.
In particular, with the spirit of strong innovation in thinking and organization to further promote cooperation between Vietnamese localities and Chinese localities, the provinces and regions agreed to expand the Spring Meeting Program and the Joint Working Committee through Hai Phong city joining the Spring Meeting mechanism and the Joint Working Committee.
Contributing to the success of the event, the authorities and border localities of the parties signed 29 agreements and cooperation minutes in the fields of: Health, transportation, trade, tourism, cross-border labor management, agriculture, education and training, information, communication, youth union exchanges, political and social organizations, etc.
