Following the success of the 2025 Spring Meeting Program, on the afternoon of February 21, the 16th Conference of the Joint Working Committee between the provinces of Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Guangxi Zhuang Autonomous Region (China) took place. The conference was co-chaired by the Head of the Delegation of the Joint Working Committee of the 4 provinces of Vietnam and the Guangxi Zhuang Autonomous Region, China. On the side of Quang Ninh province, there was Comrade Cao Tuong Huy, Vice Chairman of the Provincial People's Committee, along with representatives of relevant departments, branches and localities. This year's conference was attended by the Delegation of Hai Phong City.
At the conference, the delegation of the Joint Working Committee of the provinces and regions focused on reviewing the results of the implementation of the contents of the memorandum of understanding at the 15th Joint Working Committee Conference in 2024. All parties agreed that certain results had been achieved, and the exchange and cooperation activities between the parties were increasingly comprehensive and substantive, bringing practical benefits.
Speaking at the conference, Mr. Cao Tuong Huy, Vice Chairman of the Provincial People's Committee, highlighted the most effective cooperation contents of 4 provinces of Vietnam with the Guangxi Zhuang Autonomous Region, China. The parties have increased friendly exchanges and delegation exchanges; seriously implemented and coordinated border management and protection according to 03 legal documents on the Vietnam - China land border and related agreements. At the same time, promoted cooperation in the fields of trade, investment, opening and upgrading border gates, facilitating customs clearance; education, health care, etc.
In particular, the cooperation between Quang Ninh and Guangxi alone, the total import-export turnover of Quang Ninh province's border gates reached over 4.4 billion USD. The two provinces and regions successfully organized the Ceremony to officially announce the opening of the bilateral border gate pair Hoanh Mo (Vietnam) - Dong Trung (China) including the customs clearance of Bac Phong Sinh (Vietnam) - Ly Hoa (China); successfully restored the sea tourism route of Bac Hai (China) - Ha Long (Vietnam); regularly organized many cultural and sports exchange activities, sent artist groups to participate in performing arts at cultural and sports events, festivals, trade fairs organized by both sides...
Based on the cooperation orientation contents agreed upon by the Provincial Party Secretaries and the Party Committees of the 5 provinces and regions in the minutes of the 2025 Spring Meeting and the results of the discussion and agreement at the conference, the parties agreed on the cooperation orientation contents in 2025 with cooperation contents focusing on the following areas: Friendship exchange; border management cooperation; economic and trade cooperation, traffic connection, border gate construction, customs clearance facilitation, tourism, education, health, agriculture, communications; promoting cultural and social exchanges.
The provinces and regions will seriously and effectively implement the cooperation contents agreed upon at the 2025 Spring Meeting Program and the 16th Conference of the Joint Working Committee, promoting increasingly substantive and effective cooperation between the provinces and regions; continuing to be a comprehensive and effective cooperation mechanism at the local level of the two countries, actively contributing to the development and deepening of the Vietnam - China Comprehensive Strategic Cooperative Partnership from the local level.
At the 16th Conference, the parties agreed to expand the Joint Working Committee with the participation of Hai Phong City. Thus, from the 17th Conference, the Joint Working Committee will have the participation of 5 provinces and cities: Quang Ninh, Lang Son, Cao Bang, Ha Giang, Hai Phong (Vietnam) and Guangxi Zhuang Autonomous Region (China).
The parties agreed to continue to hold the 2026 Spring Meeting and the 17th Meeting of the Joint Working Committee chaired by the Guangxi Zhuang Autonomous Region.
