On the morning of April 6, Prime Minister Pham Minh Chinh chaired the regular Government meeting for March 2025 and the Government's online conference with localities, discussing many important contents.
Attending the meeting at the bridge points were Politburo members: Permanent Deputy Prime Minister Nguyen Hoa Binh, General Phan Van Giang, Minister of National Defense, General Luong Tam Quang, Minister of Public Security, Secretary of Ho Chi Minh City Party Committee Nguyen Van Nen; Party Central Committee members, Deputy Prime Ministers, leaders of ministries, branches, central and local agencies.
The meeting focused on assessing the socio-economic situation in March and the first three months of the year, the disbursement of public investment capital, the implementation of the three national target programs; the direction and administration of the Government, the Prime Minister, ministries, branches and localities; the tasks and focuses in the coming time; and a number of other important contents.

Highest economic growth over the same period since 2020
Reports and opinions at the conference unanimously assessed that, regarding the direction and administration work, in March and since the beginning of the year, the Government and the Prime Minister have focused on directing ministries, branches and localities to synchronously, drastically and flexibly deploy tasks and solutions according to resolutions, conclusions and directions of the Central Committee, the Politburo, the Secretariat, General Secretary To Lam, the National Assembly, the Government and the Prime Minister.
In particular, focus on directing the organization of a joyful, healthy, safe, economical, and meaningful Lunar New Year celebration, so that no one is left without a Tet; prepare to serve major holidays. Urgently implement the streamlining and rearrangement of the organizational apparatus; ensure smooth operations; reorganize administrative units at all levels; build a 2-level local government organization model.
Resolutely and synchronously implement solutions to promote growth of 8% or more, associated with macroeconomic stability, inflation control, and ensuring major balances of the economy. Organize many important conferences with state-owned enterprises, private enterprises, small and medium-sized enterprises, FDI enterprises, and commercial banks; including 8 conferences with associations, enterprises, and foreign partners. Organize 14 inspection delegations and working groups to remove difficulties, promote key projects, and disburse public investment capital in localities, etc.
Focus on implementing Resolution 57 of the Politburo on science and technology development, innovation, digital transformation and Resolution 59 of the Politburo on international integration in the new situation.
Continue to focus on building and perfecting institutions, reforming administrative procedures, improving the investment and business environment; developing projects for the development of the private economy and international financial centers. In March 2025, 21 decrees, 5 telegrams, and 6 directives of the Prime Minister were issued. In the first quarter, the Government issued 75 decrees, 77 resolutions, organized 3 Government meetings on law-making; prepared documents for the 9th session of the 15th National Assembly...
Organize the 4th meeting of the 14th Congress's Socio-Economic Subcommittee; continue to supplement, complete, and report to the Politburo before submitting to the 11th Central Conference.
Focus on consolidating and strengthening national defense and security potential; effectively implementing many high-level foreign affairs activities. In particular, leaders of ministries, branches and localities highly appreciated the active, proactive, timely, flexible and appropriate leadership and direction of the Politburo, General Secretary To Lam, the Government and the Prime Minister in response to the US announcement of imposing reciprocal tariffs on Vietnam's export goods.

Reports and opinions also assessed that, in general, the socio-economic situation is better month after month, and the first quarter is better than the same period last year, with 10 important groups of results achieved in various fields.
Highest economic growth compared to the same period since 2020. GDP in the first quarter of 2025 increased by 6.93% (same period 2020 - 2024 increased by 3.21%, 4.85%, 5.42%, 3.46%, 5.98% respectively). All 3 sectors grew well: Agriculture 3.74%; industry and construction 7.42%; services 7.70%.
In particular, the leading growth localities achieved good results: Ho Chi Minh City increased by 7.51%, Hanoi increased by 7.35% and 9 localities had double-digit growth (Bac Giang increased by 13.82%, Hoa Binh 12.76%, Nam Dinh 11.86%, Da Nang 11.36%, Lai Chau 11.32%, Hai Phong 11.07%, Quang Ninh 10.91%, Hai Duong 10.87%, Ha Nam 10.54%).
Along with that, the macro economy is stable, inflation is controlled, major balances are ensured (revenue meets expenditure, export meets import, enough to eat, food security, energy, labor supply and demand are ensured). CPI in March decreased by 0.03% compared to February; the average in the first quarter increased by 3.22%.
Exports and imports in March reached over 75 billion USD, up 18.2% compared to February and 16.6% over the same period; the total in the first quarter reached over 202 billion USD, up 13.7% over the same period, of which exports increased by 10.6%, imports increased by 17%, with a trade surplus of 3.16 billion USD.
State budget revenue in the first quarter was over VND721,000 billion, reaching 36.7% of the annual estimate, up 29.3% over the same period. Public debt, government debt, national foreign debt and State budget deficit were well controlled, much lower than the prescribed limit, creating room for management.
Total social investment capital in the first quarter increased by 8.3% (in the first quarter of 2024, it increased by 5.5%); FDI attraction reached 10.98 billion USD, up 34.7%; realized FDI capital reached 4.96 billion USD, up 7.2% (the highest compared to the first quarter in the past 5 years).
Total retail sales of goods and consumer services revenue in March increased by 10.8%; in the first quarter, it increased by 9.9%. International visitors in March reached nearly 2.1 million, up 28.5%; in the first quarter, it reached over 6 million, up 29.6%.

Production and business have shown signs of improvement. In March, 15,600 new businesses were registered, up 54.2% compared to February and up 3.4% compared to the same period last year. In the first quarter, 72,900 businesses were registered and resumed operations, up 18.6%. 85% of processing and manufacturing businesses forecast that the second quarter would be stable and better than the first quarter. The purchasing managers' index (PMI) in March reached 50.5 points (compared to 49.2 points in February), indicating an improvement in business conditions.
Social security is guaranteed, people's lives continue to improve. In the first quarter, 96.4% of households assessed that their income was stable or higher than the same period; the average income of workers reached 8.3 million VND/month, up 9.5% over the same period; social security support was 20,500 billion VND; nearly 6,900 tons of rice were supported for people; more than 27.1 million free health insurance cards were issued. Notably, the United Nations ranked Vietnam's Happiness Index in 2025 up 8 places, ranking 46th, second only to Singapore in Southeast Asia.
Administrative reform, anti-corruption, waste and negativity were promoted; independence, sovereignty, unity and territorial integrity were maintained; social order and safety were ensured, traffic accidents were reduced; foreign affairs and international integration were promoted. Many foreign affairs activities of Party and State leaders were successfully organized; a peaceful and stable environment for national development was maintained.
Many international organizations and experts continue to highly appreciate the results and prospects of Vietnam's economy in the context of the difficult world economy. In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions, and assigned the Ministry of Finance and the Government Office to seriously absorb and complete the reports and draft Resolution of the meeting, promptly submit them to the Prime Minister for promulgation, and ministries and branches to urgently review and handle recommendations from localities.
The Prime Minister emphasized that the reasons for the achievements are thanks to the leadership of the Party, directly and regularly by the Politburo and the Secretariat, headed by the General Secretary, the accompaniment of the National Assembly, the efforts of all agencies in the political system, the participation and contributions of the people and the business community, and the support and cooperation of international friends and partners.

After analyzing the causes of the existence and limitations, the Prime Minister emphasized 3 important lessons.
Firstly, the more difficult, challenging and pressured it is, the more effort and struggle to rise strongly, demonstrating the mettle, core values, intelligence and culture of the Vietnamese people; "turning nothing into something, turning difficult into easy, turning impossible into possible"; relying on internal resources is fundamental, strategic, long-term and decisive, external resources are important and breakthrough.
Second, we must grasp the situation, promote our mettle, intelligence, and insight, and proactively, promptly, flexibly, appropriately, and effectively respond to policies; look far and wide, think deeply, and do great things; value time, intelligence, and timely decisiveness; proactively handle work within our authority, without shirking or avoiding responsibility; assign tasks with focus and key points, ensuring: "clear people, clear work, clear responsibilities, clear authority, clear time, and clear results"; "do each job properly; finish each job".
Third, it is necessary to strengthen solidarity and unity; promote the strength of great national solidarity associated with the strength of the times, promote the strength of solidarity in each agency, unit, the entire political system and the entire people in performing tasks in all fields with the viewpoint: "The Party directs, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat".

The growth target of 8% or more must not be changed, associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances, ensuring social security and people's lives.
Grasp the developments in the domestic and international situation; improve analytical and forecasting capacity; respond proactively, promptly, flexibly and effectively with policies; focus on removing difficulties and obstacles, promoting production and business development, creating livelihoods and jobs, and facilitating people and businesses.
To rectify discipline and order; to promote decentralization and delegation of power in conjunction with resource allocation and inspection and supervision; to focus on ensuring social security and people's lives; to protect a bright, green, clean and beautiful environment; to maintain political and social stability; to firmly protect independence and sovereignty; to strengthen foreign affairs and international integration.

Exports are an important driver, but not the only one
The conference reached high consensus on key tasks and solutions. The Prime Minister emphasized some key contents:
Firstly, synchronously, resolutely and effectively implement the conclusions and resolutions of the Central Committee, Politburo, National Assembly and Government.
Second, in response to the policies of other countries, especially the reciprocal tariffs of the United States, the Prime Minister stated that the general spirit is not to panic, be confused, or be afraid, but to maintain courage, intelligence, and calmly handle proactively, creatively, flexibly, promptly, and effectively, grasp the situation, and propose plans and solutions both short-term and long-term, both direct and indirect, both tariffs and non-tariffs, trade and non-trade, with both comprehensive and strategic measures and specific, focused and broad-based solutions; to implement in accordance with the direction of the Central Committee, the Politburo, the Secretariat, and General Secretary To Lam. Consider this an opportunity to strive, rise up, and overcome, contributing to restructuring the economy, the market, production, and exports.
The Prime Minister stated that exports are an important growth driver that must be promoted, but not the only driver, there are many other important drivers; the United States is the largest export market, but not the only market. Therefore, we highly respect and resolve issues of concern to the United States and conduct negotiations with the United States according to the high-level agreement between General Secretary To Lam and President Donald Trump, placing economic and trade relations with the United States in the overall economic and trade relations of Vietnam with other countries, especially countries that have signed free trade agreements with Vietnam and other international treaties, in the spirit of putting national and ethnic interests first and foremost, and harmonious benefits and shared risks with partners.
The Prime Minister directed Deputy Prime Minister Ho Duc Phoc and relevant agencies to review and carefully prepare specific negotiation plans and strategies with the United States; Deputy Prime Minister Bui Thanh Son directed the Working Group, relevant ministries and agencies to review, develop plans and strategies and immediately deploy specific tasks, solutions and work in various fields and closely connect with the Negotiation Working Group.
The Ministry of Finance, the Ministry of Industry and Trade, ministries, branches and localities, according to their functions, tasks and authority, must immediately remove difficulties and obstacles, create favorable conditions for foreign enterprises in general and US enterprises in particular; proactively work with associations and large enterprises, have appropriate and effective support policies; proactively provide information, respond promptly, fully and transparently to issues of concern to the US, especially regarding intellectual property, anti-fraud of goods origin...
Media agencies (VTV, VOV, VNA), press agencies should increase timely, appropriate and complete reporting on this content; clearly demonstrate the orientation of the Party, State and Government to always accompany and support the people; protect the legitimate rights and interests of businesses and investors; protect national interests; create momentum, create momentum, create endogenous strength and peace of mind for investors.

Third, continue to perfect institutions, streamline and reorganize the apparatus, arrange administrative boundaries, organize two-level local governments; promote administrative reform and digital transformation.
The Ministry of Justice, relevant ministries and agencies focus on implementing the laws and resolutions issued by the National Assembly at the 9th extraordinary session; urgently complete the dossier and submit to the National Assembly for amendments to the laws and resolutions at the upcoming 9th session (to date, there are more than 40 draft laws and resolutions, including draft laws on enterprises; investment; public-private partnership; bidding; state budget, management and use of state capital; science and technology, innovation; atomic energy, etc.)
The Ministry of Home Affairs shall take the lead in advising and seriously and effectively implementing the arrangement and streamlining of the apparatus, avoiding work interruptions that affect people and businesses.
The Ministry of Public Security shall take the lead in strengthening the implementation of Project 06; speed up the construction and sharing of databases; accelerate comprehensive and extensive national digital transformation, contributing to promoting growth.
Each ministry, agency, and locality has specific plans and solutions for reviewing and perfecting institutions and laws, reforming administrative procedures, digital transformation, and improving the investment and business environment. Strive to reduce at least 30% of administrative procedure processing time by 2025; reduce at least 30% of business costs; abolish at least 30% of business conditions; 100% of administrative procedures are not dependent on administrative boundaries within the province.
Fourth, prioritize promoting growth, renewing traditional growth drivers (investment, export, consumption), and promoting new growth drivers.
Regarding investment, the Ministry of Finance shall take the lead in strengthening inspection and urging the disbursement of public investment capital; review and promptly transfer capital to projects with good disbursement capacity and in need of accelerating progress; promote the role of working delegations and working groups to direct, urge, and remove difficulties and obstacles, and promote the disbursement of public investment capital; focus on attracting and promptly removing difficulties and obstacles for large-scale, high-tech FDI projects.
Regarding exports, the Ministry of Industry and Trade takes the lead in promoting diversification of markets, products and supply chains.
Regarding consumption, the Ministry of Finance will urgently develop a stimulus policy package for consumption, especially for important items such as cement, steel, construction materials, etc., and submit it to the Prime Minister before April 15, 2025.
The Ministry of Industry and Trade shall take the lead in proposing specific solutions to stimulate consumption, promote the campaign "Vietnamese people prioritize using Vietnamese goods", and report to the Prime Minister before April 15, 2025.
The Ministry of Public Security shall preside over and coordinate with the Ministry of Culture, Sports and Tourism and the Ministry of Foreign Affairs to propose expanding the scope of visa exemption for a number of suitable subjects and countries.
Regarding promoting new growth drivers, the Ministry of Science and Technology takes the lead in urging and effectively implementing Resolution No. 57 of the Politburo, Resolution 193 of the National Assembly, and Resolution 03 of the Government on breakthroughs in science and technology development, innovation and national digital transformation.
The Ministry of Finance has completed the draft Resolution of the National Assembly on building a regional and international financial center; building a legal framework for digital assets, digital currencies, and national investment funds.
Da Nang urgently submitted a project to establish Da Nang Free Trade Zone; Quang Ninh urgently built a project to develop Van Don Economic Zone.

Fifth, maintain macroeconomic stability, control inflation, and ensure major balances of the economy.
The State Bank shall operate monetary policy proactively, flexibly, promptly, effectively, in harmonious and synchronous coordination with a reasonable, focused and key expansionary fiscal policy; in which, it shall pay attention to ensuring reasonable credit growth (about 16%), focusing on priority sectors, growth drivers, agricultural exports, credit packages to support the implementation of key national projects; continue to reduce costs, reduce lending interest rates; operate exchange rates proactively, flexibly, promptly and effectively.
The Ministry of Finance urgently develops plans and scenarios for growth in the second quarter and the remaining quarters of 2025; promotes revenue growth and expenditure savings; strengthens revenue management, especially from e-commerce and food services; thoroughly saves regular expenditures to focus on development investment. The Ministry of Construction speeds up project progress, ensuring the completion of 3,000 km of highways in 2025.
Sixth, continue to effectively handle outstanding and long-standing issues. The State Bank urgently completes and submits to competent authorities a handling plan for SCB Bank. Ministries, agencies and localities continue to resolutely implement solutions to remove difficulties and obstacles in long-standing backlog projects and combat waste; pay attention to resolutely and effectively implementing Decree No. 76/2025/ND-CP on specific mechanisms and policies to remove difficulties and obstacles for projects in inspection, examination and judgment conclusions. At the same time, continue to review and handle remaining long-standing backlog projects.
In particular, the Prime Minister requested Deputy Prime Minister Tran Hong Ha to directly direct and completely remove obstacles to the VND10,000 billion flood prevention project in Ho Chi Minh City, completing it no later than the second quarter of 2025, striving to complete it this April.

The Prime Minister directed the preparation for the inauguration and groundbreaking of 50 major projects on the occasion of the 50th anniversary of the Liberation of the South and National Reunification, organized online simultaneously in all three regions.
The Central Steering Committee and localities continue to focus on directing the drastic implementation of the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025".
The Ministry of Construction shall take the lead in promoting the implementation of the Project to invest in the construction of at least 1 million social housing apartments; and submit to the National Assembly policies on social housing.
The Ministry of Culture, Sports and Tourism is in charge of completing the feasibility report of the National Target Program on Cultural Development, focusing on developing cultural industries and entertainment industries.
Along with that, the Prime Minister requested to strengthen discipline and administrative discipline; step up the fight against corruption, negativity and waste, paying special attention to the handling of assets after merging localities; strengthen national defense and security; maintain social order and safety; strengthen foreign affairs and international integration.
