Vibrant, effective and practical cooperation
Through 9 Spring Meetings and 15 Joint Working Committee Conferences, this mechanism has become increasingly effective and has always been interested in, supported and evaluated by leaders of the Party, State, central ministries and branches as a model in local-level cooperation between Vietnam and China. Thereby, it has contributed to deepening the good traditional friendship and cooperation, making practical contributions to the overall relationship between Vietnam and China from the local level.
2025 is a year of special significance, commemorating the 75th anniversary of the establishment of Vietnam-China diplomatic relations on January 18 (1950-2025), the year of Vietnam-China Humanitarian Exchange and also the year of the 10th Spring Meeting. This is an opportunity for the 5 provinces and regions to look back on the past journey, propose solutions towards building a cooperative relationship between the provinces and regions of the two sides that is increasingly substantive, effective and sustainable.
At the 2025 Spring Meeting program, the 5 provinces and regions unanimously affirmed: The Vietnam - China solidarity and friendship, which was founded by President Ho Chi Minh and Chairman Mao Zedong and cultivated by generations of leaders of the two countries, has become a valuable common asset of the two peoples. The stable development and great achievements of historical significance of the Vietnam - China relationship in recent years, especially after the mutual visits of the leaders of the two Parties and the two States, have brought to the people of the two countries in general, and the 4 provinces: Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Guangxi Zhuang Autonomous Region (Vietnam) in particular, deep confidence in a new, stronger and more substantial development stage.
Provinces and regions are also deeply aware that localities are important subjects contributing to putting the common perceptions of the high-ranking leaders of the two Parties and two States into practice, and are bridges to foster the friendship between Vietnam and China. In 2024, the parties have proactively and actively implemented the common perceptions, agreements, and memorandums of understanding signed at the 2024 Spring Meeting as well as at the 15th Conference of the Joint Working Committee and achieved important results.
Most notably, foreign affairs activities at the provincial and regional leadership levels and exchanges, contacts, and delegations at all levels took place actively and effectively. The parties organized nearly 300 working delegations, especially delegations of Provincial Party Secretaries, Regional Party Secretaries, leaders of the Provincial People's Committee, and people's governments to visit, exchange, and work.
The provinces and regions have maintained exchanges between high-ranking leaders in appropriate forms on the occasion of important holidays, New Year, and anniversaries of the two countries. Exchanges and cooperation between the Vietnam Fatherland Front and the CPPCC, the Women's Union, the Youth Union, etc. have been carried out with rich and diverse activities. Party committees and party organizations of the provinces and regions have maintained exchanges, discussions, and mutual learning on theories and experiences in Party building, inspection, supervision, Party discipline, and corruption prevention and control.
People-to-people exchange activities have become increasingly substantive, helping to enhance mutual understanding and friendship between the two Parties, the two States and the two peoples. Border localities of provinces and regions have actively organized cultural, artistic, physical education and sports exchanges; maintained friendly exchanges between twinned communes and towns, villages and hamlets, and effectively organized exchanges of friendly residential clusters on both sides of the border. Border management work has been carried out closely and effectively; contributing to building a peaceful, friendly, stable, cooperative and developing border. Provinces and regions have seriously implemented and coordinated border management and protection according to the three legal documents on the Vietnam-China land border and the signed bilateral agreements.
Based on the cooperation contents oriented within the framework of the Spring Meeting, the fields of tourism, trade, transportation, healthcare, education, and border gate management between provinces and regions achieved positive results.
Attending the 2025 Spring Meeting Program, Comrade Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics, highly appreciated the provinces of Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Guangxi Zhuang Autonomous Region (China) for continuing to maintain and well implement the Spring Meeting mechanism between the Provincial Party Secretaries, Regional Party Secretaries and the Joint Working Committee Conference between the 5 localities.
"The localities of the two countries are important actors contributing to the successful implementation and putting the common perceptions of the two countries' senior leaders into practice. The cooperative relationship between provinces and regions is a new driving force to promote the cooperative relationship between the two countries to become more in-depth and comprehensive" - Comrade Nguyen Xuan Thang emphasized.

Inheriting and promoting the positive results achieved in the development cooperation relationship between the 5 provinces and regions in the past time, at the Spring Meeting Program and the Joint Working Committee Conference in 2025, the 4 border provinces of Vietnam with the Guangxi Zhuang Autonomous Region (China), as well as the sectors and localities of Quang Ninh province with the localities of the Guangxi Zhuang Autonomous Region continued to agree and sign 29 agreements and memorandums of understanding on friendship cooperation. Of which, Quang Ninh province alone has 12 memorandums of understanding establishing a comprehensive cooperation mechanism with the Guangxi Zhuang Autonomous Region.
Typical examples include: Cooperation agreement on QNR2 channel between Quang Ninh Provincial Media Center and Guangxi Radio and Television Station; memorandum of understanding to deepen the Vietnam - China cross-border emergency mechanism "Direct ambulance service at Border Marker 1369" and promote direct bilateral cooperation at medical units between Quang Ninh Provincial Department of Health and Guangxi Zhuang Autonomous Region Health Commission; memorandum of understanding on strengthening friendly relations between Ha Long City People's Committee (Quang Ninh Province) and Fangchenggang City People's Government (Guangxi Zhuang Autonomous Region)... These are all very practical contents to strengthen the substantive, effective and feasible cooperation between the 5 provinces - regions in general, between Quang Ninh and Guangxi in particular in the coming time.
With the functions, tasks and powers of each party, in accordance with the relevant legal provisions of each country and international treaties to which each country is a member, the agencies, units and localities of the two sides signing the cooperation have had common perceptions on the content of friendly exchange and cooperation in 2025. From there, the signing minutes are concretized with specific, practical activities, suitable to the actual situation of each unit and locality.
For example, Mong Cai City Party Committee (Quang Ninh Province) and Dongxing City Party Committee (Guangxi Zhuang Autonomous Region) signed an agreement in 2025 on strengthening the "Friendship City" cooperation relationship. Accordingly, the two sides agreed to exchange experiences in Party building and the political system; promote exchange activities, experience sharing, and socio-economic development cooperation; promote cooperation in tourism, trade, labor, and joint border management, in order to consolidate and deepen the "Friendship City" relationship...
Comrade Hoang Ba Nam, Secretary of Mong Cai City Party Committee, said: To concretize the contents of the signed documents between Quang Ninh province and Guangxi Zhuang Autonomous Region, Mong Cai City Party Committee will focus on concretizing the memorandum of understanding on comprehensive cooperation with Dongxing City Party Committee, especially cooperation in Party building and training of cadres, training of management cadres, and technology engineers in AI and IT. Along with that, piloting the Mong Cai - Dongxing cross-border industrial cooperation zone; cooperation in promoting labor and technology transfer. Mong Cai City will comprehensively implement the cooperation program of villages, zones, communes, wards, and towns on the Vietnamese and Chinese sides, especially promoting cooperation between Dongxing City and Mong Cai City in building a peaceful, friendly, stable, cooperative and developing border. In addition, focusing on concretizing the contents of cooperation in cross-border epidemic prevention, crime prevention, smuggling, and trade fraud across the border.
The Department of Industry and Trade (Quang Ninh Province) and the Department of Commerce (Guangxi Zhuang Autonomous Region) also signed an agreement on promoting cooperation in the manufacturing sector. The agreement clearly states the goal of promoting comprehensive cooperation in the field of industrial production, taking advantage of each other's advantages and complementing each other, contributing to the sustainable socio-economic development of the two localities.
The new cooperation agreements signed in 2025 have affirmed the effectiveness of the cooperation mechanism between the Provincial Party Committee - Regional Party Committee, authorities at all levels, and functional sectors of the two sides. It is believed that in the coming time, the contents and directions agreed upon by the leaders of the provinces and regions in the 2025 Spring Meeting Program will promote comprehensive cooperation between the two sides, aiming to further promote the potential advantages of each locality; strengthen friendship and political trust; bring to the people of the provinces and regions deep confidence in a new, stronger, and more substantial development stage. Thereby, contributing to building a peaceful, stable, friendly, cooperative and mutually developing Vietnam - China land border, making practical contributions to the overall relationship between Vietnam and China from the local level.
