According to the plan, Tuyen Quang province will focus on promoting the potential and advantages of natural conditions, socio-economic conditions and local production traditions to develop sustainable, multi-value tea trees in the area. Create a change in awareness and action in production organization, apply technical advances in tea production, processing and consumption; synchronously apply technical processes, improve productivity and quality, ensure food safety, develop highly competitive brands, increase the income value of tea trees, develop a circular economy, exploit multi-value between tea tree development and culture, tourism and services.

By 2030, the entire province will stabilize the tea growing area at about 8,000 hectares, the average fresh tea bud yield will reach 10 tons/ha, the estimated output will reach over 70,000 tons/year; produce over 14,000 tons of finished tea/year. Localities are responsible for preserving the existing ancient Shan Tuyet tea trees, and at the same time continue to replace old, aging tea varieties with new tea varieties, specialty teas with high yield and good quality.

The tea growing area applying standards and regulations (Rainforest Alliance, GAP, organic, etc.) reached over 26%; the tea growing area granted a growing area code reached over 15%; the tea growing area applying proactive irrigation and water saving reached over 8%. 100% of tea production facilities were granted certificates of food safety eligibility according to regulations; 80% of tea products were produced in the form of cooperation and association.

Continue to innovate technology, invest in modern, synchronous equipment; apply ISO, HACCP, GMP standards, etc. to improve the quality of tea products and diversify tea products. Apply advanced quality management standards in processing; strictly control food hygiene and safety at all stages in the production and processing process, continue to build and develop the brand of Shan Tuyet Na Hang tea products with geographical indications. Strengthen the promotion and trade promotion of Tuyen Quang tea products in domestic and international markets.

In the production organization stage, it will attract businesses to invest and develop concentrated raw material areas; form and develop sustainable production chains, in which businesses play a core role, leading and bringing science and technology, management skills and digital economy into the value chain. Continue to replace old and aging tea varieties with new tea varieties, specialty teas with high yield and good quality in low-hill areas; supplementary planting and improvement of Shan Tuyet tea production areas in Na Hang and Lam Binh districts.

At the same time, strictly manage the activities of seed production facilities in the province to ensure that the seeds brought into cultivation in the province have clear origin and meet quality standards. Synchronously implement solutions to support the development of cooperatives in both breadth and depth, especially focusing on supporting the establishment of new ones and improving the capacity of cooperative members to build sustainable links between enterprises, cooperatives and tea producers. Build and develop ecological tea production areas associated with tourism development, forming a number of cultural promotion points for ancient Shan Tuyet tea areas associated with community tourism in Na Hang and Lam Binh districts.

Localities with ancient Shan Tuyet tea trees are responsible for preserving the genetic resources of indigenous tea varieties through selection and management of mother trees, parent trees, original seed gardens, etc. Carry out new planting and replacement planting in concentrated production areas with new, high-quality tea varieties that are resistant to pests and diseases, suitable for each ecological region, and adaptable to climate change.

Continue to research and perfect the technical process of safe tea production in the direction of applying high technology and sustainability, applying measures: economical irrigation, increasing the use of organic and microbial fertilizers, using biological and herbal pesticides, limiting the use of inorganic chemicals; planting additional shade trees for tea gardens; tea pruning and picking techniques using machines to not affect the productivity and longevity of tea gardens, improving productivity and quality, ensuring food safety for raw tea for processing needs.
