At the online meeting to discuss the implementation of the 500kV line 3 projects, chaired by Minister of Industry and Trade Nguyen Hong Dien on February 16, relevant authorities, ministries, branches, and localities gave many valuable comments.
Lack of land due to regulations on forest land conversion
Regarding the progress of the projects that have achieved some positive results so far, Mr. Nguyen Anh Tuan, General Director of Vietnam Electricity Group (EVN), said that the electricity sector units have coordinated with localities to strengthen propaganda and mobilize households to accept advance payments and hand over the site to the investor early. Up to now, a total of 4 projects have handed over 1075/1180 (approximately 91%) of the column foundation locations and 124/503 (approximately 25%) of the anchorage spaces.

Specifically, the 500kV Nam Dinh 1 - Thanh Hoa line has handed over 180/180 foundation locations, 35/75 anchor corridors; the 500kV Nam Dinh 1 - Pho Noi line has 327/334 foundation locations, 89/136 anchor corridor locations; the 500kV Quang Trach - Quynh Luu line has reached 404/463 foundation locations, 0/194 anchor corridor locations; the 500kV Quynh Luu - Thanh Hoa line has placed 164/203 foundation locations, 0/98 anchor corridor locations...
“However, projects are still facing difficulties in converting forest land for temporary roads and temporary constructions. There are currently no regulations/instructions on the area for temporary service roads and temporary material storage areas for construction and this will affect the progress of project implementation,” Mr. Tuan stated the difficulties and mentioned that although the area for converting the purpose of using natural forest for column foundations has been approved by the Prime Minister in the Investment Policy Decisions.
“During the technical design phase, due to the need to accurately determine the design solution, the coordinates of the foundation locations may be different, causing difficulties in the appraisal and approval of dossiers for converting forest use purposes in the provinces,” said Mr. Tuan Anh.
Regarding the difficulties and obstacles in site clearance, Mr. Nguyen Anh Tuan added that, regarding the column foundation, up to now, all 4 projects still have 105 locations that have not yet handed over the site and 64 locations that have been handed over but cannot be constructed due to problems. In addition, with the urgent progress requirements, it is extremely difficult to simultaneously mobilize 240 pile driving and pressing machines.
The distance to commitment is still too far
At the meeting, representatives of local leaders where the project passes through such as Quang Binh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, etc. also raised issues regarding the site, and committed to making efforts to mobilize people and hand over the construction site for pile foundations and anchorage areas as soon as possible, in accordance with the local commitment and project schedule.
Concluding the meeting, Minister Nguyen Hong Dien also pointed out many difficulties and problems that are being resolved by the ministries, branches and localities. Construction units have worked through Tet, regardless of rain or shine, to meet the work requirements. However, compared to the commitment to the Prime Minister, there is still a considerable gap.
“Without further efforts, it will be difficult for the project to meet the set schedule, especially in handing over the 105 sites. The project really needs the consensus of localities, ministries and investors to soon complete the project’s workload,” Minister Nguyen Hong Dien stated.

Minister Nguyen Hong Dien also requested that relevant ministries, branches and localities proactively review the tasks and work assigned by the Government to focus on and coordinate to resolve them immediately in February 2024. Basically, all problems in the implementation process from foundation planning, construction, and administrative procedures must be resolved to help investors implement. The most current problems related to forest land conversion and temporary road construction must be resolved immediately.
“Localities that have not yet handed over the foundation pit site or have handed it over but cannot start construction must urgently complete it before February 20 so that the investor and construction unit can start construction. For the route corridor site, it must be completed by March 15 at the latest to ensure construction conditions for contractors,” said Minister Nguyen Hong Dien.
The Minister of Industry and Trade also requested the Ministry of Agriculture and Rural Development to report to the Prime Minister for consideration, amendment and supplementation of Decree 156 to facilitate the conversion of forest land.
EVN/EVNNPT units urgently provide relevant documents for localities to coordinate site clearance; coordinate with contractors to promptly construct locations where the site has been handed over, and promptly complete procedures to select contractors for the remaining packages in February 2024.
