Long Thanh International Airport to be put into operation in the first half of 2026

This is one of the main contents of Notice No. 139/TB-VPCP dated March 28, concluding the Prime Minister Pham Minh Chinh's inspection and working session on the Long Thanh International Airport Project Phase 1 and traffic projects connecting to Long Thanh International Airport, which has just been issued by the Government Office.

The Prime Minister affirmed that Long Thanh International Airport is a key national project, receiving close attention and direction from the Prime Minister.

The good news is that the project has taken shape. However, investors, contractors and relevant ministries and branches need to understand the unchanged goal of the Project, which is to basically complete it in 2025 and put it into operation and commercial exploitation in the first half of 2026.

The Prime Minister requested ministries, branches, localities, investors and contractors to thoroughly grasp the spirit of self-reliance, self-improvement, put the goal of serving the country and people above all; proactively coordinate and make more efforts in the implementation process; organize overtime, work shifts, work "through holidays and Tet" (with appropriate compensation policies for overtime work), mobilize contractors to participate in the entire construction process.

Contractors must try and make efforts, especially contractors of Component Project 3, Long Thanh International Airport Project Phase 1.

The Prime Minister welcomed the People's Committee of Ba Ria-Vung Tau province in implementing the Component 3 Project, Bien Hoa-Vung Tau Expressway Project; the People's Committee of Dong Nai province has actively provided mines and materials for key projects in the province; and continued to better resolve and promptly meet the requirements for construction materials (soil, stone, sand, gravel, etc.) of contractors.

The Prime Minister welcomed Vietnam Airports Corporation (ACV) for actively implementing connecting traffic routes and implementing Component Project 3, Long Thanh International Airport Project, with many progresses and changes at the construction site compared to the Prime Minister's inspection on February 1.

But the unit must focus on mobilizing more forces, especially subcontractors and armed forces, socio-political organizations to join in and support the implementation of appropriate works.

The Prime Minister requested that for Component Project 1, investors urgently deploy the construction of headquarters of state management agencies, assign work clearly to people, work, products, responsibilities, progress, authority and definitely complete it in 2025.

The Ministry of Agriculture and Environment shall deploy and complete the project of the Plant and Animal Quarantine Station Headquarters in 2025 as committed; complete the review of individual and collective responsibilities related to the delay in implementing this project as requested by the Prime Minister, and report to the Prime Minister before March 30.

For Component Project 2, Vietnam Air Traffic Management Corporation (VATM) directed to urgently deploy the project to ensure quality for testing in October 2025 as committed; closely coordinate with ACV to ensure synchronous technical infrastructure, serving the equipment testing and exploitation and operation of the Project.

For Component Project 3, this is the project with the heaviest workload, especially the roof of the Passenger Terminal, which is being actively implemented by ACV. ACV has directed the urgent construction of items, implementing construction in "3 shifts, 4 shifts", having to "go through holidays and days off"; "eating quickly, sleeping urgently", "braving the sun, overcoming the rain, not losing to storms" for the works of the Passenger Terminal after completing the roofing work, actively implementing the bidding packages to basically complete it in 2025.

ACV coordinates with Dong Nai Provincial People's Committee in providing construction material mines, providing sufficient volume according to the project's progress and ACV's requirements.

For Component Project 4, the Ministry of Construction will study the option of selecting investors in special cases according to its authority and according to the provisions of law so that VNA can invest in Hangars 1 and 2, and Vietjet Air can invest in Hangars 3 and 4 in the spirit of putting national and ethnic interests above all; absolutely no “lobbying,” “begging,” corruption, or waste.

VNA and Vietjet Air are actively competing in the investment process, determined to complete the items in 2025 as committed. If not completed, they will be handled according to the provisions of the law.

The Prime Minister requested the Ministry of Construction to urgently complete and submit to the Prime Minister for approval the adjustment of the Long Thanh International Airport Project Phase 1 to have a full basis for implementation according to the requirements of the National Assembly, the Government and the Prime Minister.

The Ministry of Agriculture and Environment proposed applying a special mechanism in licensing the exploitation of minerals for common construction materials to supply to projects, to be submitted to the Government in March 2025.

The Provincial Party Committee and the People's Committee of Dong Nai province direct the provision of sufficient sand, stone and soil materials for projects according to schedule, meeting the Prime Minister's requirements as committed; and deploy the provision of material mines after the Government issues a Resolution allowing the application of special mechanisms.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct the implementation of the Long Thanh International Airport Project to ensure progress according to the Prime Minister's direction.

Regarding traffic connections, for the Bien Hoa-Vung Tau Expressway Project, the Prime Minister requested the Ministry of Construction, the People's Committees of Dong Nai and Ba Ria-Vung Tau provinces to urgently implement the direction of Deputy Prime Minister Ho Duc Phoc, Head of Inspection Team No. 6 at the meeting on March 14, 2025; put Component Project 3 into technical traffic in April 2025, complete in June 2025; for Component Projects 1 and 2, they must be completed in 2025.

The Ministry of Construction, the People's Committee of Ba Ria-Vung Tau province and the People's Committee of Dong Nai province reviewed the intersection with Provincial Road 991 (My Xuan-Ngai Giao-Hoa Binh road) and the intersections on the expressway to complete investment, ensure convenient connection, and promote the potential of the areas the expressway passes through.

Regarding the railway connecting Long Thanh International Airport and Tan Son Nhat International Airport, the Prime Minister requested the Ho Chi Minh City People's Committee to immediately study the connection plan by railway (elevated or subway); possibly cooperate with foreign partners during the implementation process; report to the Prime Minister on implementation solutions in March 2025./.
