Mobilizing more than 880 households to hand over land
Since February 17, the Standing Committee of Bien Hoa City Party Committee has established 6 working groups together with the mobilization committees of Tam Phuoc and Phuoc Tan wards to directly visit households to propagate and mobilize people to hand over the land. With the spirit of "going to every alley and knocking on every door" to both propagate the Party and State's policies when implementing the project to create development momentum for the country as well as the locality, the results of the working groups of the city and the locality have come to propagate and mobilize more than 1,100 households.
Through this, more than 880 households have agreed to hand over the land, including 212 households in Tam Phuoc ward and more than 670 households in Phuoc Tan ward, bringing the total number of households that have agreed to hand over the land to nearly 1,244. The total area of land handed over to date is 54.38 hectares/59.5 hectares, reaching 91.39% of the area to be recovered, an increase of more than 21% (nearly 10 hectares) compared to before February 17.
Up to now, the project site of the 2.8 km long section through Tam Phuoc ward has been 100% handed over. Regarding the site in Phuoc Tan ward, currently 3 priority construction areas have secured the site for construction, especially at the intersection at the beginning of the project adjacent to Vo Nguyen Giap street.
Assessing the results achieved, Member of the Provincial Party Standing Committee, Secretary of Bien Hoa City Party Committee Ho Van Nam expressed his thanks to the members of the city's working delegations, the coordination and support of relevant sectors and units as well as the local political system for their efforts in propagating and mobilizing households to hand over their land in recent days.
The Secretary of Bien Hoa City Party Committee also expressed his deep gratitude to the households who agreed to hand over the land to implement the key project through Bien Hoa city.
On March 31, the authorities forcibly recovered the first household's land in Huong Phuoc quarter, Phuoc Tan ward and handed over the site to the contractor to implement the project.
Enforcement board and local authorities handle remaining site
The Bien Hoa City Party Secretary said that the reason for not being able to complete the handover of 100% of the land is that during the process of propagating and mobilizing households since February 17, the working groups recorded many more households that had not yet handed over the land compared to the previous statistical list.

Many opinions and recommendations from the people on compensation support policies when the State acquires land have been listened to and recorded by the working groups, including recommendations that have a basis for adjustment and supplementation, thus extending the implementation time of the process.
The City Party Secretary also said that the Provincial Land Fund Development Center is the unit primarily responsible for site clearance for this project through Bien Hoa city, especially in terms of professional work in the task of implementing compensation support procedures when the state reclaims land. However, in general, the unit's leaders and staff lack experience and are not really determined in the implementation process.
There are still 270 households that have not yet handed over the land with an area of 5.12 hectares to implement the project through Phuoc Tan ward. Of these, 79 households will be resettled when the state reclaims the land and will continue to be handed over to the locality for propaganda and mobilization to hand over the land while waiting for the completion of procedures for receiving resettlement land. For the remaining households, Bien Hoa City People's Committee has coordinated with the Land Fund Development Center to review and consolidate the records and has issued decisions on compulsory land reclamation according to regulations.
Bien Hoa City Party Secretary Ho Van Nam held a meeting to coordinate the enforcement and Phuoc Tan ward to continue to focus on organizing the enforcement of land recovery according to regulations, and at the same time coordinate with contractors to level the houses that have been handed over to receive the site to implement the project.
The Bien Hoa - Vung Tau Expressway project through Bien Hoa city is 6.2km long. To implement the project, the State must reclaim 59.5 hectares/1,126 plots of land with a total of 1,514 households in Tam Phuoc and Phuoc Tan wards.
