Arousing the will to rise up of poor households

The heavy afternoon rain at the border made three children babble and cry for their parents. An elderly man with a mental illness, pale-faced, hurriedly ran from the kitchen corner to the big house where many people were chatting. These were dependent cases, putting a heavy burden on the shoulders of the Ta Oi couple Ho Viet An and Le Thi Lien (in AR - Keu - Nham village, Quang Nham commune, A Luoi district, Thua Thien Hue province).

Sitting next to his wife in an old and somewhat dilapidated house, holding his newborn baby in his arms, An's face showed determination: "In a little while, my family will open a pig farm combined with growing dwarf bananas on a newly purchased 6-acre plot of land. This is the result of many years of hard work and savings by my wife and I." Recalling his difficult childhood years, An said that his mother died early, his father remarried and then fell ill. His family of 3 brothers fell into poverty from a young age, of which 2 younger siblings had to live in a social welfare facility in Hue, while he himself stayed in the village, relying on relatives to live and study.

Despite the difficulties, poverty could not defeat this resilient and determined Ta Oi man. He completed all levels of general education and then studied at Hue University of Agriculture and Forestry in the part-time program, then returned to his hometown to start a business. At the age of 35 - a rather late age for the ethnic people, he got to know and married Lien (also from a poor family). Understanding the hardships caused by poverty and hunger, the couple decided to borrow capital from the policy bank to buy breeding cows for breeding. After many years of care, An and his wife now have a herd of 8 cows. Not only that, they also continue to invest in duck farming and currently have more than 200 commercial ducks, while also planting nearly 1 hectare of A Luoi's dwarf banana specialty, bringing in a significant source of income to take care of their lives.

Not only are they good at business and striving to rise up with their own will and determination, Mr. An's family also has many contributions to the community and the village and has been awarded a Certificate of Merit by the commune government for their outstanding achievements in building new rural areas in Quang Nham. It can be said that Mr. Ho Viet An's family is a typical example of determination and aspiration to rise up out of poverty among ethnic minority households in the poor district of A Luoi.

In recent times, through projects of the National Target Program for Sustainable Poverty Reduction, A Luoi has supported poor and near-poor households in the area to diversify their livelihoods and develop poverty reduction models by supporting livestock, crops, and training to improve people's skills. At the same time, through many other target programs, A Luoi has approved support for people to change their jobs; supported the development of sustainable agricultural and forestry production, promoted the potential and strengths of regions to produce goods according to the value chain, etc.

In addition to supporting and encouraging people to invest in developing poverty reduction models and livelihood development, A Luoi is currently focusing on promoting the elimination of temporary houses for poor and near-poor households. A typical example is the case of the poor family of Tran Xuan Do or the family of Mrs. Ho Thi Buoi, in Dut village - Le Trieng 2, who recently received funding from the Hong Trung commune government to eliminate temporary houses. It is known that in addition to the prescribed budget of 40 million VND, these poor households are also supported with an additional 20 million VND/new house from the local budget. According to Mr. Le Van Nghieu - Chairman of the People's Committee of Trung Son commune, since the beginning of the year, the whole commune has disbursed capital to 79% of the total 145 poor households approved for housing support, thereby helping people have secure housing, stabilize their lives and feel secure in working and producing.

Mr. Nguyen Manh Hung - Chairman of A Luoi District People's Committee said that as of September 2023, from the resources of 3 National Target Programs (sustainable poverty reduction; new rural construction, socio-economic development in ethnic minority and mountainous areas) and other resources, A Luoi has approved housing support for 2,351 households/3,959 households for the entire period of 2021 - 2025. According to Mr. Hung, by around November 2023, A Luoi will basically disburse capital to approved households, and continue to prepare plans and options to mobilize resources to support the remaining households.

According to Resolution 11 - NQ/TU of the Thua Thien Hue Provincial Party Committee on sustainable poverty reduction in the period of 2021 - 2025, the province strives to reduce the average poverty rate of the whole province to 2.0 - 2.2% by 2025. A Luoi district alone has the highest poverty rate with 5,399 poor households, accounting for 38.2%; 2,078 near-poor households, accounting for 14.70%. This locality is also on the list of 74 poorest districts in the country in the period of 2021 - 2025 according to Decision 353/QD-TTg of the Prime Minister. To help A Luoi escape poverty, Thua Thien Hue province has focused on investing a lot of resources to help the locality build infrastructure and develop socio-economy. According to the plan, A Luoi strives to reduce the poverty rate to about 26% by the end of 2023, escaping the national poor district; By 2025, the poverty rate will be reduced to about 12%.

Up to now, with the drastic direction of the Party leaders, authorities at all levels, the Steering Committee for sustainable poverty reduction from the provincial to grassroots levels, the participation of the entire political and social system, the work of sustainable poverty reduction in A Luoi district is being implemented synchronously and effectively. The numbers speak for themselves, such as: the disbursement rate of public investment capital as of September 20, 2023 reached 38% of the plan; the disbursement rate of career capital reached 56.05% of the capital assigned by the Provincial People's Committee. From the disbursed capital sources, localities in A Luoi district have organized support for poor households and households in need of poverty to solve jobs, develop livelihoods, increase income, eliminate temporary housing, improve nutrition, health, etc. On the other hand, through communication work, A Luoi people are increasingly aware of self-improvement, thereby improving the shortage of basic social services, gradually escaping poverty sustainably.
