Mr. Pham Quoc Dai, a worker who works on a seafood purchasing raft and regularly goes to Mui Ngoc wharf, said: “Previously, Mui Ngoc wharf was just a small ferry serving passengers and goods from the mainland to the two island communes of Vinh Thuc and Vinh Trung (both in Mong Cai City).

Due to the increasing demand for transporting passengers, goods and anchoring of fishing boats, the local government has repeatedly repaired, renovated, upgraded and expanded. Up to now, the small ferry wharf in the past has become the majestic Mui Ngoc wharf with 4 large transport enterprises providing services to transport passengers and goods back and forth between the mainland and the 2 island communes and hundreds of fishing boats regularly anchoring. However, this place still lacks fishing wharfs and fishing logistics services to serve fishing boats.

Talking to the reporter of Nguoi Dua Tin, Mr. Hoang Dinh Minh, Head of Zone 1 of Binh Ngoc Ward, informed that due to the increasing demand for fishing ports and fishing services of fishing vessels, in 2009, Quang Ninh Province leased land to Huong Anh Company Limited located in Tran Phu Ward, Mong Cai City to implement a fishing port and fishing services project. After receiving the land, the investor vigorously leveled the ground and then abandoned it, causing the people of Binh Ngoc Ward as well as the owners of fishing vessels that regularly anchor at Mui Ngoc wharf, who are "thirsty" for fishing ports and fishing services, to feel heartbroken.

A representative of Mong Cai City authorities informed that according to the plan, by July 2010, the fishing port and fishing logistics service area project in Binh Ngoc Ward, invested by Huong Anh Company Limited, will be completed and put into use. However, after nearly 14 years since the land was allocated, the investor has only built a temporary house to oversee the project, leveled about 80% of the site... The remaining items are still lying on paper.

Faced with the fact that many projects in the area are behind schedule, recently, the Mong Cai City government has coordinated with relevant departments and agencies of Quang Ninh province to review and inspect. On May 6, 2022, the Mong Cai City People's Committee sent Report No. 370 to the Quang Ninh Provincial People's Committee, naming dozens of projects that are behind schedule and violate legal regulations in the field of land in the area, including the fishing port project and the fishing logistics service area in Binh Ngoc ward invested by Huong Anh Company Limited.

Based on the inspection, review of the reality and reports of localities, departments and functional agencies of the province, at the end of May 2023, the People's Committee of Quang Ninh province requested the Ministry of Natural Resources and Environment and the General Department of Land Management to post on the electronic information portal information about 19 projects that were allocated land in the area but were left empty, violating the provisions of the land law, including the fishing port project and the fishing logistics service area in Binh Ngoc ward, Mong Cai city of Huong Anh Company Limited. Along with naming the projects that are behind schedule, it is expected that in the coming time, the Quang Ninh provincial government will proceed to reclaim and hand over to capable investors so as not to waste land resources.
