Proposal to build a 25,000 billion VND highway connecting Moc Chau with Son La City

TPO - The People's Committee of Son La province has just sent a document to the Ministry of Construction requesting to invest in the expressway section from Moc Chau to Son La city in the period of 2026 - 2030. The project is proposed to cost 25,000 billion VND, invested from the state budget.

The People's Committee of Son La province has just sent a document to the Ministry of Construction requesting early implementation of investment preparation procedures for the Moc Chau - Son La City expressway construction project to include it in the medium-term public investment plan, as a basis for implementation in the 2026-2030 period.

National Highway 6 plays an important role in the socio -economic development of the Northwestern provinces, but currently has low traffic speed.

Son La Provincial People's Committee commits to closely coordinate with relevant ministries and branches in the investment preparation and project implementation process (especially site clearance), contributing to the early completion of key transport projects in the province.

The project starts at Km85+262 (the end point of the Hoa Binh - Moc Chau expressway construction investment project, the section in Son La province), intersects with National Highway 43, in Van Son ward, Moc Chau town, the end point intersects with National Highway 4G in Mai Son district (Son La province).

According to the design, this expressway section has a total length of about 105 km, invested in a complete expressway scale with 4 lanes, design speed of 80 - 100 km/h, roadbed width of 22 m, including 4 motor vehicle lanes 14 m wide (4x3.5 m); 2 emergency lanes 5 m wide (2x2.5 m); median strip and safety strip 1.5 m wide; roadside 1.5 m wide (2x0.75 m).

The total preliminary investment for the construction of the expressway section from Moc Chau to Son La City is about 25,000 billion VND, invested by the state budget; the implementation period is from 2025-2030.

According to the leader of the People's Committee of Son La province, currently, traffic connections from key economic areas to the two provinces of Son La and Dien Bien are via National Highway 6. This is a unique route with large longitudinal slopes, small curvature radius, many dangerous bends, limited visibility, low traffic speed, not meeting the requirements of attracting investment and socio-economic development of the Northwest. Meanwhile, the CT03 expressway (according to the plan, connecting Hanoi to Tay Trang - Dien Bien border gate) has only been deployed from Hanoi to Moc Chau town (Son La).

The leader of the People's Committee of Son La province said that the investment in completing the expressway connecting key economic zones in the Red River Delta, Hanoi City with Son La will create momentum for Son La province in particular, and the Northwestern provinces in general, to develop socio-economy and strengthen national defense and security.

According to the plan, the 452 km long CT 03 expressway connecting Hanoi through Hoa Binh, Son La to Tay Trang border gate (Dien Bien province) will be implemented before 2030. The project is divided into 4 sections: Section 1: Hanoi - Hoa Binh city, 62 km long, has been put into operation. Section 2: Hoa Binh city - Moc Chau, 85 km long, has been assigned by the Prime Minister to Hoa Binh and Son La provinces as the managing agencies and is under construction. Section 3: Moc Chau - Son La city, 105 km long, has not been implemented yet. Section 4: Son La city - Tay Trang border gate, Dien Bien, 200 km long, has been assigned by the Prime Minister to the People's Committee of Dien Bien province as the competent agency to implement the section from Dien Bien Phu city - Km15+800/National Highway 279 intersection, 44 km long, under the PPP method.
