New driving force for Nam Dinh economic development

Complete all industrial park infrastructure by the end of 2027

The project is invested by Vietnam Singapore Urban and Industrial Park Development Joint Stock Company, with a scale of 180 hectares in Giao Thuy district. The total estimated investment capital is about VND 2,249,345 billion, of which the investor's capital contribution is VND 337,402 billion. The project will be implemented over a period of 50 years and is expected to start construction in the third quarter or early fourth quarter of 2025. The entire infrastructure of the industrial park will be completed by the end of 2027.

To ensure the progress of the project, the People's Committee of Nam Dinh province has assigned specific tasks to relevant departments, branches and local authorities. The Management Board of Industrial Parks is responsible for appraising investment policies and State management of industrial parks according to the Investment Law and related regulations.

Relevant departments and branches shall conduct investment appraisal according to assigned functions and tasks; supervise project implementation to ensure compliance with land use planning, compliance with regulations on land use conversion, cultural heritage, environment and construction; ensure that investors meet the conditions for land lease, capital mobilization, and commitment to attract investment in industrial parks according to Decree No. 35/2022/ND-CP; require investors to report if high-value minerals are discovered, comply with regulations on irrigation, resettlement support and construction of workers' housing.

Giao Thuy District People's Committee and Giao Long and Giao Chau Commune People's Committees are responsible for organizing land recovery, compensation, and site clearance according to schedule and legal regulations; supervising the separation and use of topsoil according to Decree No. 112/2024/ND-CP on rice-growing land.

The Provincial People's Committee also requires investors to be legally responsible for project documents, use capital as committed, comply with regulations on investment, land, environment and real estate business; deposit funds to ensure project implementation, ensure infrastructure investment according to planning and progress; coordinate with localities in site clearance, ensure people's consensus and fulfill financial obligations as prescribed; bear all legal responsibilities if violating investment commitments.

Master plan and development goals of Hai Long Industrial Park

Previously, in early February 2025, the People's Committee of Nam Dinh province issued Decision No. 251/QD-UBND approving the Master Plan for construction of Hai Long Industrial Park until 2050.

The scale of the research area for planning Hai Long Industrial Park is 1,086.49ha, the scale of the industrial park area is 1,069.85ha; located in the area of ​​4 communes Bach Long, Giao Long, Giao Chau, Giao Nhan (Giao Thuy district) with a strategic location: the North borders the existing residential area and National Highway 37B; the South borders the East Sea; the East borders agricultural land and existing residential area; the West borders agricultural land and existing residential area.

The planning is divided into many phases, in which phase 1 covers 180 hectares, located in the two communes of Giao Chau and Giao Long, focusing on attracting pioneering investors, developing infrastructure and creating the premise for the next phases.

The Provincial People's Committee has set specific goals for Hai Long Industrial Park: to form a multi-industry industrial park with advanced, modern and environmentally friendly production technology. Create jobs for about 110,000 workers when completed, of which phase 1 will attract about 18,000 workers; create clean land to attract secondary investors, contribute to the State budget and promote local socio-economic development; serve as a basis for zoning planning, organizing the preparation of investment project dossiers for construction and business of industrial park infrastructure according to the provisions of the law on investment.

Hai Long Industrial Park is planned with 4 main functional areas, including: gateway area to the Industrial Park; central area, key works; main landscape space axis; green space, water surface.

The center of the industrial park is located near the coastal road, thereby expanding according to the network model, helping the functional areas to be closely linked together. In particular, the internal traffic axes are designed to be spacious, convenient for the circulation of goods and the development of modern production space.

The technical infrastructure system is also well planned with separate water supply and drainage systems and wastewater treatment, ensuring environmental standards; designed with a green tree system, spacious landscape, and strict environmental protection measures.

In particular, Hai Long Industrial Park is located outside the boundary of Xuan Thuy National Park and is committed to not affecting the ecosystem of Xuan Thuy National Park, ensuring full compliance with the conservation and development policies of the transition zone of the world biosphere reserve in the Regulations on coordination of management, conservation and sustainable development of the inter-provincial coastal wetland biosphere reserve of the Red River Delta.
