Strictly implement the Politburo's conclusion on personnel work policy

Kinhtedothi - The Standing Committee of Nam Dinh Provincial Party Committee has just issued Official Dispatch No. 1799-CV/TU directing the serious implementation of Conclusion No. 128-KL/TW, dated March 7, 2025 of the Politburo on personnel work policy.

Accordingly, the Provincial Party Standing Committee requested Party committees at all levels, Party organizations, localities, agencies and units to seriously implement the Conclusion of the Politburo with the following contents: continue to effectively implement Conclusion No. 121-KL/TW dated January 24, 2025 of the Party Central Committee on summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (12th tenure) "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient"; Conclusion No. 126-KL/TW dated February 14, 2025 and Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat (13th tenure) on implementing research and proposing to continue to reorganize the apparatus of the political system.

From March 7, 2025 until the completion of the project to disorganize district-level administrative units and merge and consolidate a number of provincial-level administrative units, reorganize commune-level administrative units; reorganize and streamline the Vietnam Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State; agree on the following policies:

For the provincial level: temporarily suspend the planning, mobilization, rotation, appointment, nomination of candidates, and the policy of perfecting the positions of Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Council, and Vice Chairman of the Provincial People's Committee. Temporarily suspend the consolidation and addition of the Provincial Party Executive Committee and the Provincial Party Standing Committee for the 2020-2025 term. Temporarily suspend the recruitment, planning, mobilization, rotation, appointment, nomination of candidates, and the policy of perfecting the positions of heads and deputy heads of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State at the provincial level and the leadership and management positions in agencies and units under these organizations.

For other leadership and management positions, the Standing Committee will comprehensively review, carefully consider, and cautiously consider each case before implementing, in accordance with the spirit of Conclusion No. 128-KL/TW dated March 7, 2025 of the Politburo.

For district and commune levels: temporarily suspend recruitment, planning, mobilization, rotation, appointment, nomination for leadership and management positions and complete and supplement Party committees, standing committees of Party committees, secretaries and deputy secretaries at district and commune levels.

In special cases, it is really necessary to improve and supplement some positions as follows:

For the positions of Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Council, Vice Chairman of the Provincial People's Committee; to complete and supplement the Standing Committee of the Provincial Party Committee for the 2020-2025 term, the Standing Committee of the Provincial Party Committee shall report to the Politburo, the Central Secretariat, and the Central Organizing Committee for consideration and approval before implementing the prescribed procedures.

For the positions of secretary, deputy secretary, chairman of the People's Council, chairman and vice chairman of the People's Committee at the district level, the Standing Committee of the Provincial Party Committee shall report and seek opinions from the Central Organizing Committee before implementing the process of perfecting and supplementing personnel according to regulations.

For the positions of secretary, chairman of the People's Council, and chairman of the People's Committee at the commune level, the district-level standing committee must report to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee to consider each case, carefully, cautiously, and comprehensively before approving the implementation policy.

For cases that have completed the personnel process and sent a request document to the competent authority (for the provincial level, the Provincial Party Committee Organization Board) before March 7, 2025, they will be considered according to regulations.

For leadership and command positions of the Army, Police, People's Court, and Provincial People's Procuracy: follow the direction of the Standing Committees of the Central Military Commission, the Central Public Security Party Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee.

The Standing Committees of district Party Committees, city Party Committees, provincial Party Committees, Party Committees at all levels, Party organizations, relevant agencies and units are responsible for leading, directing, concretizing and organizing implementation to ensure unity, synchronization and closeness in accordance with the policies of the Politburo and the Standing Committee of the Provincial Party Committee.

The Provincial Party Standing Committee assigned the Provincial Party Organizing Committee to monitor the implementation in agencies, units and localities; promptly report to the Provincial Party Standing Committee and the Provincial Party Standing Committee for consideration and direction in case of arising problems.

After the Central Committee, the Provincial Party Executive Committee, and the Provincial Party Standing Committee decide on a specific arrangement plan for the organization and apparatus in the province's political system, they will proactively advise and propose to the Provincial Party Standing Committee and the Provincial Party Standing Committee to continue directing related contents regarding personnel work according to regulations.

During the implementation process, if any problems arise, Party committees, Party organizations, agencies, units and localities shall promptly report to the Provincial Party Committee Standing Committee for consideration and direction.
