According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the afternoon of April 12, the Gulf of Tonkin will have northeast winds of level 6-7, gusting to level 8-9, the northern sea area of ​​the North East Sea from Quang Tri to Quang Ngai will have strong northeast winds of level 5-6, gusting to level 7-8.

During the day and night of April 12, the Northwest region and Thanh Hoa to Quang Binh will have moderate to heavy rain, locally very heavy rain, with a common amount of 30-60mm, locally over 90mm, with the possibility of tornadoes, lightning, hail and strong gusts of wind during thunderstorms; heavy rain may cause flooding in low-lying areas; flash floods on small rivers and streams, landslides on steep slopes.

Pursuant to Official Dispatch No. 978 of the Ministry of Agriculture and Environment on proactively responding to cold air, rain, tornadoes, lightning, hail and strong winds at sea; To proactively respond to cold air, rain, tornadoes, lightning, hail, risks of flooding, flash floods, landslides and strong winds at sea, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention, Search and Rescue and Civil Defense of districts, cities and towns; relevant agencies and units:

For land:

Closely monitor warning bulletins and forecasts on weather developments, cold spells, heavy rain, tornadoes, lightning, hail, strong gusts of wind, warnings of possible flooding, flash floods, and landslides. From there, promptly inform local authorities and people to proactively take appropriate preventive measures, prepare on-site forces, promptly support people to overcome consequences (if any); organize inspections and reviews of areas at risk of flooding, flash floods, and landslides to proactively warn and ensure people's safety when situations arise.

For strong winds at sea:

Closely monitor warning bulletins, forecasts and developments of strong winds at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle possible bad situations.

At the same time, direct specialized agencies to coordinate with provincial television stations and media agencies, especially at grassroots levels, to propagate, disseminate, and instruct people on how to recognize and respond to heavy rain, tornadoes, lightning, hail, strong winds, floods, flash floods, and landslides to minimize damage.

Organize on-duty seriously, regularly report to the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense.
