The Hanoi Irrigation and Disaster Prevention and Control Sub-Department was established under Decision No. 1338/QD-UBND dated April 21, 2022 of the Hanoi People's Committee on the basis of merging the Irrigation Sub-Department and the Disaster Prevention and Control Sub-Department under the Hanoi Department of Agriculture and Rural Development. With the attention and support of the Hanoi Department of Agriculture and Rural Development, along with the spirit of solidarity, proactiveness and efforts of all officers and employees, in the first 9 months of 2023, the Hanoi Department of Irrigation and Disaster Prevention and Control has basically completed the assigned tasks, contributing positively to the cause of agricultural and rural development, promoting sustainable socio-economic development, ensuring the environment and preventing, combating and mitigating natural disasters.

Complete assigned tasks well

The results achieved in the first 9 months of 2023 are the result of the efforts, solidarity and unity of the leadership, civil servants, public employees and workers in the Department. The Hanoi Department of Irrigation and Disaster Prevention and Control has strived with high determination and achieved the results according to the set plan.

Specifically: The Department of Natural Disaster Prevention and Control has advised and implemented well the tasks of the Office's standing office and completed the City's Natural Disaster Prevention and Control (PCTT) and Search and Rescue (TKCN) Command Committee in 2023, proactively and promptly responding to storm No. 1 and the effects after the storm, tropical depression, heavy rain, landslides to ensure the safety of people's lives and property before and during the flood season; the Department of Dike Management has directed the Department to well implement the inspection of compliance with legal regulations on dikes and natural disaster prevention and control for organizations and individuals gathering and transferring construction materials on river banks.

At the same time, inspect and detect violations, promptly make records and send them to local authorities for handling according to their authority; the system of dykes, embankments, culverts, and river banks is regularly inspected; incidents and damage to dyke works are detected, reported, and proposed for timely handling; Regarding the management of irrigation works, the Sub-Department has compiled and consulted on the 2023 Flood Control Plan, ensuring the implementation of solutions to ensure the safety of irrigation works before the rainy and stormy season, responding to the risk of drought and water shortage for production in the Trung Ha - Suoi Hai irrigation system basin in Ba Vi district, and the 2023 Suburban Flood Response Plan.

Cadres, civil servants, public employees and workers have a correct understanding of the characteristics of the agricultural sector in general and the fields of irrigation, dykes and natural disaster prevention and control in particular, have a sense of striving in work, training, and trying to study and improve their qualifications to meet the requirements of assigned tasks.

Contribute to sustainable socio-economic development

For the remainder of 2023, the Hanoi Department of Irrigation and Disaster Prevention and Control will continue to carry out regular tasks and programs and operations according to the 2023 plan.

Provide advice on directive and operational documents related to PCTT and TKCN in the City. Prepare and coordinate the organization of training and propaganda conferences on PCTT of the Central and City.

The Department continues to implement Plan No. 73/KH-SNN dated August 26, 2021 of the Hanoi Department of Agriculture and Rural Development on implementing Work Program No. 05 of the Hanoi Party Committee on "Promoting planning and planning management; improving the effectiveness and efficiency of management and use of resources, environmental protection; proactively preventing and combating natural disasters, rescuing, and responding to climate change in the period 2021-2025".

Continue to monitor the progress of dike, embankment, culvert, river bank and beach projects and promptly report incidents occurring in the city. Guide and carry out procedures for submitting agreements and granting construction permits related to dikes according to regulations. Inspect and urge the handling of violations of the law on dikes in the area.

Implement Decision No. 257/QD-TTg dated February 18, 2016 and Decision No. 1821/QD-TTg dated October 7, 2014 of the Prime Minister; No. 1045/QD-UBND dated March 25, 2022, No. 1046/QD-UBND dated March 25, 2022 of the City People's Committee on the urban subdivision of the Red River and Duong River. Conduct the investigation and assessment of the impact of flow changes in the Dong Vien and Xuan Canh embankments.

In addition, the department also focuses on the management of irrigation works, Inspection - Legal work and Administrative - General work.
