On the afternoon of January 23, the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense (PCTT, TKKN&PTDS) issued Official Dispatch No. 05 to the PCTT, TKKN&PTDS Steering Committees of districts, towns, cities and related departments, branches and units to deploy response measures to severe cold and strong winds at sea.

According to the National Center for Hydro-Meteorological Forecasting, from the afternoon and night of January 26, 2025, the Northern and North Central regions will experience severe cold, mountainous areas will be severely cold, and high mountainous areas will likely experience frost and frost; the lowest temperature will generally be from 9-12 degrees Celsius, in the Northern mountainous areas from 6-8 degrees Celsius, in high mountainous areas below 3 degrees Celsius; in the Gulf of Tonkin, the Northern, Central and Southern East Sea, and the sea area from Quang Tri to Ca Mau, there will be strong Northeast winds at level 6-7, gusting to level 8-9.
Pursuant to Official Dispatch No. 695/BNN-DD dated January 23, 2025 of the Ministry of Agriculture and Rural Development; to proactively respond to severe cold and strong winds at sea, the Steering Committee for Natural Disaster Prevention and Control, Search and Rescue and Disaster Prevention of Thanh Hoa province requests the Steering Committee for Natural Disaster Prevention and Control, Search and Rescue of districts, towns, cities and related departments, branches and units to closely monitor warning bulletins and forecasts on the development of cold air and promptly inform local authorities and people to proactively prevent.
Review cold response plans; provide guidance on ensuring people's health, do not use coal or firewood stoves to heat in closed rooms to avoid human casualties.
Propaganda and guidance for livestock households to strengthen barns, cover and keep warm, store food; prevent and control diseases for livestock and poultry; guide measures to ensure safety for rice, vegetable and other crop production.
Closely monitor warning bulletins, forecasts and developments of strong winds at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur. Prepare forces and means to deploy rescue work when situations arise.
Thanh Hoa Newspaper, Thanh Hoa Radio and Television Station, Thanh Hoa Coastal Information Station, Provincial Hydrometeorological Station, grassroots broadcasting system and other mass media increase information on weather developments, natural disasters and response measures to severe cold, strong winds at sea so that people can proactively prevent and minimize damage.
The units organize their duty seriously and regularly report to the Standing Office of the Provincial PCTT Command and the Standing Office of the Provincial Civil Defense Command, incident response, natural disasters and search and rescue.
