MANY ENTERPRISES HAVE A NEED TO RECRUIT LABOR
At the conference to review the work of the Trade Union in the first quarter of 2024 and deploy key tasks in the second quarter of 2024, Chairman of the Labor Federation of Cai Lay Town, Tien Giang Province Nguyen Tien Dung said that most workers have returned to work normally after the 2024 Lunar New Year holiday.

At the beginning of the year, some enterprises in the town had a labor shift, with about 200 workers quitting their jobs. Currently, companies are in need of recruiting workers such as Ecotank Garment Company Limited with 300 workers, Viet Tan Garment Joint Stock Company with 500 workers, Hong An NT Company Limited with 50 workers and some other enterprises also have a need to recruit workers but cannot recruit.
According to Dang Van Chien, Chairman of the Trade Union of Industrial Parks in Tien Giang Province, large enterprises all have stable orders. Currently, about 60% - 70% of enterprises have orders, output until the third and fourth quarters of 2024. The demand for labor recruitment in enterprises is very large, but recruiting enough workers to fulfill production orders is very difficult.
Chairman of the Trade Union of Tien Giang Province, Nguyen Xuan Dung, also said that due to the need to expand production and business, My Tho Garment Joint Stock Company needs to recruit 200 more workers, but since the beginning of the year, it has recruited less than 10 workers, while 20 workers of the company have quit their jobs. Meanwhile, Tien Tien Garment Joint Stock Company needs to recruit about 300 workers, but there are no workers, including unskilled workers, to recruit.
Ms. Nguyen Le Minh Thu, Chairwoman of the Trade Union of Tien Tien Garment Joint Stock Company (My Tho City, Tien Giang Province) shared: “New workers are paid a basic salary of 4.6 million VND/person/month by the company, without skills, the company will train them; there are many preferential policies on salary, allowances... but still cannot recruit enough demand, now recruiting workers is even more difficult than recruiting office staff.
While there are many goods, there is no labor. The two industries that use the most labor today, garment and footwear, are always in a state of labor shortage. Currently, many workers tend to "jump ship" to other fields with higher incomes, causing many garment and footwear enterprises to operate at only half capacity. Many enterprises have expanded their scale and want to recruit workers but do not have the resources to recruit.
According to Chairman of the Cai Lay Town Labor Federation Nguyen Tien Dung, through a survey, workers in the area who quit their jobs receive monthly unemployment benefits according to regulations; some workers quit and move to companies that do not strictly implement labor laws (no labor contracts, no participation in social insurance, health insurance, accident insurance), freelance workers at home, gardeners, etc.
Ms. Nguyen Le Minh Thu, Chairwoman of the Trade Union of Tien Tien Garment Joint Stock Company, said that often, employees quit or "jump jobs" because they want to work in a place that does not pay social insurance in order to receive unemployment insurance and one-time social insurance benefits... making it even more difficult for businesses to find labor.
According to the Tien Giang Provincial Employment Service Center, in the first quarter of 2024, there were 113 units and enterprises registering to recruit workers, with a total demand of 3,804 labor positions, down nearly 30% compared to the same period in 2023.
Since the beginning of the second quarter of 2024, a number of enterprises in the garment, backpack, handbag and seafood processing industries have had orders again, so they need to recruit a large number of unskilled workers. Enterprises have coordinated with the Provincial Employment Service Center and the Department of Labor - Invalids and Social Affairs of districts, cities and towns to register to participate in job transaction activities to consult and interview for labor recruitment.
Regarding recruitment level, the demand for trained workers accounts for 28.11%, of which intermediate level workers account for 5.97%, college level workers 1.47%, university level workers and above 4.13% and primary level/training certificate workers 16.54%, concentrated in the fields of economics, accounting, foreign languages, electricity, mechanics, etc.
The demand for recruiting unskilled workers accounts for 71.89%, mainly recruiting workers in the garment, leather footwear, backpack, handbag and seafood processing industries. The recruitment demand is concentrated in a number of enterprises in industrial parks and clusters: Long Giang, Tan Huong, Tan My Chanh, Trung An and a number of enterprises with a need to recruit a large number of workers in Cai Lay area, My Tho city, Cho Gao and Chau Thanh districts.
In industrial parks and clusters, companies are in need of recruiting a large number of workers such as: Pungkook Ben Tre Co., Ltd. - My Tho branch (recruiting 500 workers); Taekwang Vina Joint Stock Company (recruiting 500 workers); Du Duc Vietnam Co., Ltd. (recruiting 300 workers); Apache Vietnam Shoes Co., Ltd. (recruiting 150 workers); Song Tien Garment Joint Stock Company (recruiting 150 workers); Yegin Vietnam Industrial Co., Ltd. (recruiting 250 workers), Bellinturf Vietnam Industrial Co., Ltd. (recruiting 500 workers).
Regarding labor recruitment outside industrial zones and clusters, enterprises need to recruit a large number of workers to meet production and business needs such as: Song Seng Tien Giang Co., Ltd. (recruiting 500 workers), My Tho Import-Export One Member Co., Ltd. (recruiting 250 workers), An An Agricultural and Aquatic Product Processing Factory for Export (recruiting 200 workers), Choi & Shin Vina Co., Ltd. (recruiting 150 workers), Phuc Minh Tien Giang Co., Ltd. (recruiting 200 workers), Vinh Kim Food Joint Stock Company (recruiting 200 workers), Tex-Giang Joint Stock Company, Cho Gao branch (recruiting 800 workers).
LABOR RECRUITMENT SOLUTIONS
Chairman of the Trade Union of Industrial Parks in Tien Giang Province, Dang Van Chien, said: “The Trade Union of Industrial Parks in the province guides the grassroots Trade Unions of enterprises to contact the Provincial Employment Service Center to support recruitment work. At the same time, it is proposed that the Provincial Employment Service Center strengthen coordination in information and propaganda work on labor recruitment needs at enterprises.
During the Workers' Month 2024, the Trade Unions of Industrial Parks in the province will promote the dissemination of labor recruitment information of enterprises through launching ceremonies, discount markets, etc. to bring labor recruitment information widely to workers in need of information.
Regarding the solution to the problem of labor recruitment, Permanent Vice President of Tien Giang Provincial Labor Federation Hoang Khac Tinh said that he has directed all levels of the Labor Federation to coordinate with relevant units to provide information on labor recruitment needs of enterprises on mass media, websites, social networking sites, especially on the radio systems of districts, cities, towns and communes and wards.
At the same time, support businesses in providing information about labor recruitment needs to the Provincial Employment Service Center; participate in job fairs organized monthly by the Provincial Employment Service Center in localities.
Deputy Director of the Department of Labor, War Invalids and Social Affairs of Tien Giang province Nguyen Thi My Nuong said that, implementing the National Target Program, the Provincial Employment Service Center was assigned nearly 3 billion VND to organize job exchanges and My Tho city has just launched the first job exchange.
If there is a need to organize a job exchange in the district, coordinate with the Department of Labor - Invalids and Social Affairs to register with the Provincial Employment Service Center to organize a job exchange.
When organizing a job fair, there are also difficulties, because only businesses have recruitment needs, or only students or workers who already have jobs participate, but there are very few workers looking for jobs. Therefore, localities should review and survey the area, if there are workers looking for jobs, they should register with the Department of Labor - Invalids and Social Affairs.
