Urging site clearance for the trillion-dollar road project in Do Son

On November 14, the Office of the Hai Phong City People's Committee issued Notice No. 330/TB-VP on the direction of Mr. Nguyen Duc Tho - Vice Chairman of the Hai Phong City People's Committee on site clearance (GPMB) for the project to invest in building a road from the coastal road to Van Bun intersection in Do Son district, Hai Phong city (Coastal road connection project).

Accordingly, Mr. Nguyen Duc Tho requested the People's Committee of Do Son district to urgently complete the compensation plan, support and pay compensation, support for land acquisition for households. At the same time, mobilize households that have received compensation and support to promptly hand over the site to organize the construction of the coastal road connection project.

In case the households do not agree to hand over the site, the People's Committee of Do Son district will urgently complete the enforcement dossier, consult with relevant departments and branches of Hai Phong city, synthesize and propose a report to the City People's Committee before December 15, 2023.

The coastal road connecting project in Do Son district was approved by the People's Council of Hai Phong City in Resolution No. 61/NQ-HDND dated December 9, 2019, to be implemented in the period of 2019 - 2024. After that, the People's Committee of Hai Phong City approved the project in Decision No. 1963/QD-UBND and approved the adjustment in Decision No. 819/QD-UBND. The project has a total adjusted investment of more than 959 billion VND, with the People's Committee of Do Son district as the investor, starting construction on May 1, 2021.

To serve the coastal road connection project, the People's Committee of Do Son District, Hai Phong City, has recovered land from 324 households and 9 organizations in the wards of Minh Duc, Van Huong, and Ngoc Xuyen with a total area of ​​nearly 17 hectares. By November 2023, the People's Committee of Do Son District had completed land acquisition of nearly 14 hectares, reaching more than 80% of the total recovered land area.

On the handed-over site, the contractor has so far completed the 110kV power line relocation project. For the traffic and technical infrastructure project, the contractor has only completed nearly 33% of the work volume calculated according to the contract value (140/425 billion VND). The main reason is that the entire clean site has not been handed over, and the sand for leveling is scarce and expensive (increased by 50,000 - 60,000 VND compared to the estimated price) .
