After more than 6 years of implementation, the One Commune One Product (OCOP) Program has had a strong spread, affirming the right direction of a rural economic development program, contributing to the effective and sustainable construction of new rural areas.

After 7 years of implementation, 158 OCOP products have been granted certificates of 3 stars or more. Thanks to the implementation of this program, many communes have escaped poverty. Ngoc Luong is one of the typical communes of Yen Thuy district, Hoa Binh when bringing the local strength product, Dien grapefruit, to the world. According to Mr. Bui Huyen - Vice Chairman of Yen Thuy District People's Committee, Dien grapefruit has been grown by households in Yen Thuy for many years. But local grapefruit products only become known when they are properly invested and have the first shipments exported to Europe, and are well received by the international market... “2022 is the first year Yen Thuy exported 11 tons of grapefruit to the UK market. In 2023, Yen Thuy exported 50 tons of grapefruit to the UK, the Czech Republic and especially this is also the first year that grapefruit from Yen Thuy land was accepted by the US market. In 2024, the locality plans to export 80 tons of Dien grapefruit to these markets” - Mr. Bui Huyen shared. Mr. Huyen shared that Ngoc Luong is a mountainous commune, before that, people's lives faced many difficulties. Therefore, when there was a policy to build the OCOP Program, the local government chose Dien grapefruit as the commune's strength to invest and develop. “In order to link up to create local strengths, the district has advocated the establishment of Dai Dong Cooperative, gathering pomelo growers to develop together. Up to now, the Cooperative has 29 members with about 31 hectares of Dien pomelo, producing about 800 tons/year, consumed in major markets such as Hanoi, Hai Phong, Ho Chi Minh City. Notably, in 2022, for the first time, Dai Dong Cooperative products were exported to a European country. Since then, export output has increased,” said Mr. Huyen. Evaluating the effectiveness of the OCOP Program, Mr. Vu Xuan Oanh - Director of Dai Dong Agricultural Cooperative said that previously, Dien pomelo products were only consumed locally, but when included in the OCOP Program, especially when granted a 4-star certificate, Yen Thuy Dien pomelos had a wider consumption path. Thanks to that, the income of pomelo growers has become increasingly prosperous. Many households have become billionaires thanks to growing pomelos. "Each household growing 1 hectare of grapefruit harvests about 500 million VND per year, after deducting expenses, each household also has an income of more than 300 million VND/year thanks to growing grapefruit" - Mr. Oanh informed. Unleashing potential Like Dai Dong, since participating in the OCOP program, the Cao Phong orange brand and orange processed products of Ha Phong Cooperative have grown by 200 - 250%, with revenue constantly increasing. The cooperative's orange growing area has also been expanded, previously the cooperative only had 200 hectares, but now it has increased to more than 300 hectares; thereby attracting more than 70 workers in the area, contributing positively to hunger eradication and poverty reduction for people in the commune. Mr. Hoang Van Tuan - Deputy Director of the Rural Development Department, Department of Agriculture and Rural Development (DARD) of Hoa Binh said that localities in the province have seen the advantages and opportunities to exploit the value of OCOP products associated with the development of rural tourism services; thereby contributing to transforming production towards increasing scale associated with value chains, increasing income for rural people, developing the rural economy. Not only Hoa Binh, the implementation of the OCOP Program has created a huge change in the development of rural economies in many localities. Statistics from the Ministry of Agriculture and Rural Development show that the whole country currently has 14,208 OCOP products with 3 stars or more (72.3% of 3-star products; 25.6% of 4-star products; 2.1% of 5-star products and 5-star potential) and 7,894 OCOP subjects. Mr. Phuong Dinh Anh - Deputy Head of the Central Office for New Rural Area Coordination (Ministry of Agriculture and Rural Development) affirmed: The implementation of OCOP products has contributed to increasing value, helping subjects increase production scale and revenue. The rate of OCOP subjects increasing in output after being recognized as OCOP is 46.0%, the average increase in sales revenue is 29.7%; the rate of OCOP products with increased selling prices is 50.43%, the average price increase is 17.5%. In particular, the Program has created major changes in terms of commerce, OCOP products are distributed stably in supermarket systems, spread and consumed strongly in conjunction with online sales (interaction) on social networks. Thanks to that, many OCOP products have reached out to the world market... According to Mr. Phuong Dinh Anh, the results of surveys and tests in the recent past show that the demand of the international market for OCOP products is also very large, especially the Vietnamese community in other countries... However, for OCOP products, it is necessary to focus on organizing production to meet the requirements of quality, technical barriers, especially the perspective of participating in the market in a responsible, transparent and sustainable manner...
