On the morning of March 14, the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation held its first conference to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

Comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee, Head of the Steering Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee; Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee chaired the conference. On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. Implementing Resolution No. 57, on February 12, 2025, the Provincial Party Standing Committee issued Action Program No. 41-CTr/TU; on February 13, 2025, the Provincial People's Committee issued Plan No. 26/KH-UBND with targets and tasks, suitable to the reality in Thai Binh. Up to now, the Department of Science and Technology has actively coordinated with relevant sectors and units to organize propaganda and implement Resolution No. 57 of the Politburo, Action Program No. 41 of the Provincial Party Standing Committee, Plan No. 26 of the Provincial People's Committee to all levels, sectors, units and people; Develop a draft to manage provincial-level science and technology tasks and identify priority science and technology tasks to be implemented.

At the conference, the decision of the Provincial Party Standing Committee on the establishment of the Steering Committee for Science, Technology, Innovation and Digital Transformation of the province was announced; regulations on functions, tasks, powers, working regime, working relationship of the Steering Committee; working regulations of the Steering Committee; assignment of tasks to members of the Steering Committee; working program of the Steering Committee in 2025; establishment of the Advisory Council on Science, Technology, Innovation and Digital Transformation of Thai Binh province; establishment of the Steering Committee's Working Group.
Delegates also discussed and clarified specific goals and targets, especially key tasks and solutions to develop science, technology, innovation and digital transformation in the province.

In his concluding remarks, the Provincial Party Secretary and Head of the Steering Committee affirmed: Over the past time, the Provincial Steering Committee on Science, Technology, Innovation and Digital Transformation has made efforts to develop and issue a number of documents as a legal basis for implementing Resolution No. 57-NQ/TW of the Politburo.
He emphasized: Developing science, technology, innovation and digital transformation is a top priority breakthrough, which is decisive in concentrating resources, promoting efficiency and promoting socio-economic development. This is also a profound and comprehensive revolution in all fields, with businesses and people at the center, scientists as key factors, Party committees and authorities at all levels playing the role of guiding, leading and creating a favorable environment for implementing scientific and technological tasks. Mechanisms, policies, human resources and technology data infrastructure are the core and central contents in developing science, technology, innovation and digital transformation.
The Provincial Party Secretary and Head of the Steering Committee requested that departments, branches, agencies, units and members of the Steering Committee clearly define their responsibilities, determination and resoluteness in implementing Resolution No. 57 of the Politburo, thereby achieving specific products and results. Members of the Steering Committee need to be exemplary and take the lead in implementing the tasks of developing science, technology, innovation and digital transformation.
Departments, branches, agencies and units continue to closely follow the Action Program No. 41 of the Provincial Party Committee Standing Committee and Plan No. 26 of the Provincial People's Committee, on that basis, develop specific plans and tasks for their branches and units in developing science and technology. Each agency and unit must develop at least one specific content and task to implement Resolution No. 57 in March 2025. Promote propaganda work, raise awareness and responsibility, and at the same time commend and evaluate the results in implementing Resolution No. 57 of all levels, branches, agencies, units, people and enterprises. Focus on building mechanisms and policies on science, technology, innovation and digital transformation of the province; strengthen cooperation with domestic and foreign science and technology units and organizations; focus on training human resources in science and technology. Review the science and technology tasks that have been funded, and at the same time pay attention to and invest funds in the implementation of Resolution No. 57 and the science and technology products that have been researched.
The Provincial Party Secretary and Head of the Steering Committee also requested departments, branches, agencies and units to link the implementation of Resolution No. 57 of the Politburo with Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
