Today, September 12, Inspection Delegation No. 1350 of the Politburo led by Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Phan Dinh Trac inspected the leadership, direction and implementation of the Resolution of the 13th National Party Congress of the Quang Tri Provincial Party Committee. At the meeting, the Central Internal Affairs Commission announced Decision No. 1350 dated July 9, 2024 of the Politburo to establish an Inspection Team to inspect the leadership, direction and organization of the implementation of the Resolution of the 13th National Party Congress. At the same time, the plan, outline and working schedule at the Quang Tri Provincial Party Committee were approved and the Standing Committee of the Provincial Party Committee reported a summary of the self-inspection results.

The self-inspection report on the leadership, direction and organization of the implementation of the Resolution of the 13th National Party Congress presented by the Standing Deputy Secretary of the Provincial Party Committee Nguyen Dang Quang stated: Closely following the goals, 6 key tasks and 3 strategic breakthroughs of the Resolution of the 13th National Party Congress; 5 viewpoints, 13 key task groups, 5 key programs and projects, 4 priority sectors and fields of the Resolution of the 17th Provincial Party Congress, the Provincial Party Executive Committee and the Provincial Party Standing Committee focused on directing the development and promulgation of leadership and direction documents, concretizing the issuance of 8 projects, 6 thematic resolutions, 36 directives, 36 programs, 120 plans, 27 thematic action programs directing the fields of socio-economics, national defense and security, party building and the political system.

Identifying key issues and difficult stages that need to be focused on to promote the province's economic development, the Provincial Party Standing Committee focused on directing the development and implementation of the Provincial Planning for the 2021-2030 period, with a vision to 2050; directing the implementation of 3 national target programs and social security policies.

Focus on directing the implementation of key tasks identified in Resolution No. 26, dated November 3, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045.

Up to now, 11/15 socio-economic targets are likely to be achieved and exceeded. The economic growth rate is quite good, averaging 6.79% per year in the 2021-2023 period. GRDP per capita is 71 million VND. Total social investment capital in the 2021-2023 period is 80,019 billion VND.

Total state budget revenue in the area from the beginning of the term to June 30, 2024 reached over 75% of the period plan. The economic structure shifted in the right direction, with agriculture accounting for 19.02% and non-agriculture 80.98%.

In the context of difficult state budget capital, not meeting the needs of investment in infrastructure development of the economy, Quang Tri province has focused on researching, mobilizing and successfully attracting non-budgetary investment capital from domestic and foreign investors to implement many important dynamic infrastructure projects that have been started in the past time such as: Quang Tri airport invested under the PPP method, with a total investment of about 5,800 billion VND, scale of 4C airport standards, capable of developing for code E aircraft and level II military airport; My Thuy deep-water seaport has a scale of 10 berths, capable of receiving ships with a capacity of up to 100,000 tons, with a total investment of more than 14,000 billion VND. It is expected that by the end of 2025, it will complete the exploitation of 2 wharves: Quang Tri Industrial Park with a scale of nearly 500 hectares, a total investment of more than 2,000 billion VND..., when put into operation, it will bring new development momentum to Quang Tri province and the region.

The cultural and social fields have seen positive developments. The average poverty rate in the three years 2021-2023 decreased by 1.34%. The province has issued and effectively implemented the Project "Mobilizing resources to implement policies to support the construction of new houses for poor households in the period 2022-2026". Up to now, it has supported the construction of 1,385 houses for poor households, striving to eliminate all temporary and dilapidated houses for poor households by 2025. National defense and security, internal affairs and justice are stable.

The work of building the Party and the political system has basically achieved good results. In the coming time, the Standing Committee of the Provincial Party Committee will continue to review the criteria and targets that have not been achieved and have low potential to be achieved in order to lead and direct the organization to effectively implement the goals and tasks of the Resolution of the 13th National Party Congress and the Resolution of the 17th National Party Congress of the Provincial Party Committee with the spirit of striving to stand up and overcome difficulties.

In order to fulfill the goals and tasks set forth by the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress for the 2020-2025 term, Quang Tri province proposes that the Central Government support the province in developing the Southeast Quang Tri Economic Zone and include it in the group of priority coastal economic zones focusing on attracting investment in the 2025-2030 period; support and advocate the policy for Quang Tri province to be the locality receiving gas from the Ken Bau field and neighboring blocks ashore at the Southeast Quang Tri Economic Zone, Quang Tri province; direct competent authorities to complete documents and procedures to submit to the Governments of Vietnam and Laos for approval of the project and documents to soon put the Lao Bao - Densavanh common cross-border trade zone into operation; Allocate capital to build Le Duan Political School in Quang Tri province to start construction soon and complete it in 2027, commemorating the 120th birthday of General Secretary Le Duan.

In his speech, Head of the Central Internal Affairs Commission Phan Dinh Trac highly appreciated the efforts and initial results of Quang Tri province in implementing the Resolution of the 13th National Party Congress; at the same time, he noted a number of issues during the delegation's inspection process, including: Closely following the documents of the Resolution of the 13th National Party Congress, concretizing them in connection with the reality and characteristics of the locality; reviewing the results, completed tasks, tasks with low or difficult to achieve capabilities, thereby proposing directions to focus on organizing implementation in the coming time.

The inspection team focused on clarifying new points in assessing the commitment to perform the tasks of the Standing Committee and the heads of the Party Committees; expanding the implementation of regulations and procedures on evaluating cadres and improving the quality of the political system of communes, wards and towns associated with the merger of villages, hamlets, communes and wards in Quang Tri province.

Deeply clarify the shortcomings, limitations, objective and subjective causes and analyze and clarify the recommendations of the province, the responsibility to the Central Government, to convey to the general inspection conclusion of the Delegation. Strictly comply with the inspection regulations of the Party, the ultimate goal is to better and more effectively implement the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress; overcome the situation where the resolution is correct but the implementation is not well organized.
