On the afternoon of March 29, in Ba Ria City, the National Assembly Standing Committee's Supervisory Delegation worked with the People's Committee of Ba Ria - Vung Tau province on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources in the period of 2021 - 2024. Reporting to the Monitoring Delegation, the representative of the People's Committee of Ba Ria - Vung Tau province said that the province has issued many mechanisms and policies to create a skilled and high-quality local human resource to meet the human resource needs for the development of key economic sectors. At the same time, it has developed a selective investment attraction strategy, focusing on project quality, ensuring environmental protection criteria, using less energy and labor; thereby creating many sustainable jobs, improving the quality of life of the people.

In order to effectively promote advantages and potentials to create driving forces for the four economic pillars, including industry, seaports, tourism and high-tech agriculture, in the period of 2021 - 2025, Ba Ria - Vung Tau will continue to persistently attract selective investment in large-scale projects with modern technology, high added value, non-labor intensive and environmentally friendly.

Vocational training is focused on preparing skilled, high-quality human resources to serve key economic sectors. Although the Covid-19 pandemic has disrupted many activities, FDI enterprises still have positive assessments of the quality of vocational training for their workers and tend to increase over the years, with insignificant differences compared to the provinces in the Southeast region and some provinces with many industrial parks.

In the process of implementing human resource development policies, Ba Ria - Vung Tau still faces some limitations such as: the rate of high school graduates continuing to study at vocational training institutions is still low; not enough businesses have been attracted to employ highly skilled workers; the number of high-tech projects is still limited; there are no strong enough mechanisms and policies to attract workers from outside the province; human resource training has not met the requirements in both quantity and quality; the network of educational and medical facilities is still limited.

The People's Committee of Ba Ria - Vung Tau province recommends that it is necessary to build a database system, forecast human resource needs, focusing on high-quality human resources to plan a strategy for training high-quality human resources nationwide.

In addition, it is necessary to develop mechanisms and policies for businesses to be responsible for participating in vocational training; and to have policies to attract good teachers, experts, engineers, and skilled workers to participate in high-quality programs. At the same time, it is necessary to pay attention to and continue to invest in facilities and equipment for schools that have been selected for investment in key national-level occupations using the central budget.

Speaking at the meeting, Vice Chairman of the Committee for Culture and Society Lam Van Doan acknowledged and highly appreciated the results achieved by Ba Ria - Vung Tau in effectively implementing policies and laws on training and developing human resources, especially high-quality human resources, to meet the requirements of socio-economic development in the area.

To further improve the quality of human resources, the monitoring delegation suggested that the province focus on resolving practical limitations and problems related to policies on mobilizing investment resources; promoting the completion of the mechanism for forecasting long-term human resource needs, creating a legal and practical basis for human resource training activities to meet requirements.

At the same time, continue to pay attention and have solutions to organize training courses, fostering, and coaching on digital transformation and digital technology for staff; update trends and introduce some new industries and occupations that require new skills for the locality; more effectively implement the work of streaming and early career guidance for high school students.

The local recommendations will be fully synthesized and studied by the Monitoring Team to serve the construction of the content of the monitoring results report to aim at adjusting, amending and supplementing policies and laws to suit reality.
