On the afternoon of March 31, the National Assembly Standing Committee's Supervisory Delegation worked with the People's Committee of Thai Nguyen province on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources, in the period of 2021 - 2024. The 3rd largest human resource training center in the country

In the period of 2021 - 2024, developing and using human resources, especially high-quality human resources, is one of Thai Nguyen's top priorities to achieve socio-economic development goals; at the same time, it is a key factor to promote economic growth, innovation and enhance competitiveness.

According to the report, the Provincial Party Committee has issued 5 action programs; the Provincial People's Council has issued 15 Resolutions; the Provincial People's Committee has issued 10 Decisions, 11 Plans and many other related documents on education, training and people of Thai Nguyen. This is an important basis for developing and using human resources, especially high-quality human resources in the province.

Thai Nguyen is also one of the major human resource training centers of the country (after Hanoi and Ho Chi Minh City). Thai Nguyen University is a regional university, a human resource training center for provinces, universities, colleges, and vocational schools in the Northern Midlands and Mountains; performing scientific research and technology transfer tasks, contributing significantly to the economic, political, cultural, and social development of the region.

Thai Nguyen University has directed member universities to research and open majors in semiconductor, semiconductor microchip, information technology, AI & Big Data, etc. to serve social needs; increase the quantity and quality of staff for a number of new majors, key majors of the region. At the same time, select and train young staff to gradually build and form a team in the direction of having strong scientific collectives, creating a spearhead in training, research and application.

Attraction policy is not attractive

Although the province and units such as Thai Nguyen University have developed and issued a number of mechanisms and policies, the work of attracting high-quality human resources in the province from 2021 to present has not achieved many results, both in quantity and quality.

The reason is that Thai Nguyen's remuneration policies are generally not high and not attractive compared to other provinces, cities and the private sector. The remuneration mainly stops at salary subsidies according to the grade, allowances and initial subsidies, there is no career development roadmap for the attracted subjects. The province also does not have policies on housing, transportation support or preferential policies for relatives of the attracted subjects like big cities, private enterprises and especially foreign enterprises located in the province.

Although the facilities and training equipment of vocational training institutions in the province have been invested and upgraded, due to the strong development of science, technology and production technology, many of the equipment have become outdated and have not kept up with the training needs of the labor market, especially for high-quality occupations and new technologies. The socialization of financial resources to invest in renovating training equipment has not been commensurate with the requirements for training highly skilled human resources...

From local practice, in addition to the province's solutions, Thai Nguyen recommends that the Government soon issue a policy framework for employing and rewarding talented people in public service, as a basis for provinces and cities to unify regulations on employing and rewarding talented people in public service in agencies, organizations and units under their management.

In addition, continue to supplement and perfect mechanisms and policies to create conditions for intellectuals to assert themselves, develop, contribute and be honored by society. In particular, focus on supplementing and perfecting the system of legal documents and strengthening the enforcement of intellectual property rights and copyright protection for creative products, in order to ensure the interests of intellectuals when transferring inventions and initiatives and encourage intellectuals to actively contribute.

The monitoring delegation acknowledged and highly appreciated the attention of the Provincial Party Committee, People's Council, and Provincial People's Committee in implementing and institutionalizing the viewpoints and policies of the Party and the National Assembly into specific documents to direct the effective implementation of policies and laws on training and development of human resources, especially high-quality human resources to meet the requirements of socio-economic development in the area. The monitoring delegation affirmed that the socio-economic development achievements of Thai Nguyen in recent times have had particularly important contributions from human resources, especially high-quality human resources.

Pointing out a number of challenges in developing and using human resources, especially high-quality human resources in the coming time, Chairwoman of the Committee for Culture and Society Nguyen Thi Mai Hoa suggested that Thai Nguyen pay attention to continuing to improve the quality of education and training, especially vocational education to provide on-site labor for businesses, serve lifelong learning, and adapt to changes in the labor structure. In the context of rapid industrialization, the province needs to research and clearly analyze strengths, weaknesses, difficulties, and challenges to have appropriate human resource training solutions...

According to the Report, currently, the labor force aged 15 and over in Thai Nguyen is 685,347 people, of which the number of employed workers is 682,357 people (software data updated to January 9, 2025). The number of workers working in enterprises and cooperatives is about 200,000 people (accounting for 33.5% of the total number of employed workers).

The number of trained workers has increased over the years, but mainly short-term trained workers. Workers in industrial zones are mainly unskilled workers and workers with intermediate qualifications. Unskilled workers are concentrated in enterprises that are satellite companies of Samsung Group.
