Continuing the monitoring program on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect in Quang Ninh province", on March 20, the Thematic Monitoring Team of the Provincial National Assembly Delegation conducted direct monitoring at a number of units and enterprises in Uong Bi City and Quang Yen Town. Participating in the monitoring were delegate Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation, Deputy Head of the monitoring team; and representatives of departments and branches who are members of the monitoring team.
In Uong Bi City, the delegation supervised the Vietnam - Sweden Uong Bi Hospital; Quang Ninh Cement and Construction Joint Stock Company. These units have seriously implemented the provisions of the law on environmental protection; paid attention to arranging and using resources for this content. At the same time, there are a number of effective environmental protection initiatives such as "recycling infectious plastic waste after treatment with non-burning technology" of Vietnam - Sweden Uong Bi Hospital; waste bank of Quang Ninh Cement and Construction Joint Stock Company...
From practical operations, at the monitoring session, the units and enterprises recommended a number of contents such as: It is necessary to develop a mechanism to promote the conversion of cement factories into waste collection and treatment units; support cement units to participate in co-processing and co-generation activities such as preferential loans, access and receive transfer of advanced technologies to increase waste treatment and green product production; develop and promulgate specific regulations on the position of specialized environmental protection officers for large-scale medical units; increase the level of payment for toxic regimes for infection control officers and employees...
On the same afternoon, in Quang Yen town, the delegation supervised the Song Khoai Industrial Park of AMATA Ha Long Urban Joint Stock Company and Jinko Solar Industrial Company Limited (Vietnam). Through the supervision, the enterprises recommended that the authorities should have more specific instructions on the reuse of wastewater, reuse of sludge generated at the water and wastewater treatment plants of the industrial park, the current shortcomings in granting environmental licenses; create more favorable conditions for accessing preferential capital from the provincial environmental fund and promptly remove some obstacles in the current granting of environmental licenses...
Through the opinions of the members of the monitoring delegation, comrade Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation, Deputy Head of the monitoring delegation, suggested that after monitoring, the units and enterprises continue to complete the content of the report, in which they should pay attention to some contents such as more detailed analysis of the wastewater treatment cycle process, renewable energy; hazardous waste treatment; specific regulations on environmental protection for secondary investors; implementation of international commitments on reducing greenhouse gas emissions and applications of technological innovation and technology transfer. The comrade emphasized that the recommendations and proposals of the units and enterprises are very specific, linked to production and business practices, the monitoring delegation will synthesize and report to competent authorities. Thereby, contributing to the completion of relevant policies and laws, improving the capacity and effectiveness of organizing the implementation of policies and laws on environmental protection in the coming time.
