
According to the report of the Provincial People's Committee as of December 31, 2023, the number of public service units (SNCL) in the province is 594 units, a decrease of 90 units compared to 2015 (a decrease of 13.16%). The number of employees (including the payroll and the number of professional and technical contracts) in the SNCL units with regular expenditures guaranteed by the state budget and SNCL units partially self-guaranteed regular expenditures, as of December 31, 2023 is 20,612 people, a decrease of 3,072 people compared to 2015 (a decrease of 13.4%). In the period of 2018 - 2023, the whole province has resolved the regime and policies for 814 civil servants subject to staff streamlining.
At the meeting, representatives of leaders of some sectors explained the contents requested by the members of the monitoring delegation regarding: Difficulties and obstacles in the financial autonomy of SNCL units in the field of education and training; information and communication field. Streamlining the payroll at SNCL units, developing a job position project...

Comrade Lo Van Tien, Vice Chairman of the Provincial People's Committee, further clarified the following contents: Difficulties and shortcomings in implementing the Project on building job positions in the province; current organizational structure and operation of the Forest Protection and Development Fund... At the same time, it is recommended that central ministries and branches soon issue complete instructions on "SNCL units providing basic and essential public services" for localities to organize implementation. There is a policy to support funding for provinces that have not balanced local budget sources in the process of implementing the arrangement and reorganization of SNCL units. It is recommended that the Ministry of Finance soon issue a Circular guiding the implementation of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government so that localities have a basis for implementation.
On behalf of the monitoring delegation, Comrade Lo Thi Luyen, Deputy Head of the Provincial National Assembly Delegation, shared the difficulties with the units in streamlining the payroll. Currently, the payroll streamlining only stops at streamlining focal points and reducing mechanics; investment in applying information technology in work is still limited. In the coming time, agencies and units need to find solutions to perform their professional tasks well. Regarding the recommendations and proposals of the Provincial People's Committee, the delegation will receive and submit them to ministries, branches and the Central Government for consideration and resolution.
