With the determination to improve the quality of economic management of departments, branches and localities, while constantly improving the investment and business environment, contributing to attracting investment for socio-economic development, the Provincial People's Committee directed the Provincial Business Association and the consulting unit to conduct a survey of the Department, Branch, District and City Competitiveness Index (DDCI) in 2024. Information on the progress of the survey and what the consulting unit is doing to improve the quality of the DDCI survey, Thai Binh Newspaper reporter had an interview with Dr. Le Duy Binh, CEO of Economic Management Consulting Company (Economica Vietnam) - the consulting unit conducting the DDCI survey of the province.

Reporter: Sir, many people and businesses believe that the survey content and DDCI component indexes reflect the determination to reform administrative procedures and improve the local investment and business environment. How do you evaluate the quality of the survey and DDCI component indexes of Thai Binh?
Dr. Le Duy Binh: We understand that the survey content has been continuously revised and improved over many years by relevant agencies, units and experts to produce a complete survey set. The 2024 DDCI survey of Thai Binh is carefully designed, ensuring that the component indicators fully and accurately reflect the quality of economic management in the locality and closely follow the main component indicators of the PCI index. These indicators are not only highly practical but also meet the needs of improving the investment and business environment of the province. The collected results will create important indicators for departments, branches and localities to promptly adjust and improve their management methods and improve the investment and business environment. Thanks to these indicators, Thai Binh can focus on promoting strengths and overcoming weaknesses, promoting sustainable development.

Reporter: What is the progress of the 2024 DDCI survey of Thai Binh province until the end of October 2024, sir?
Dr. Le Duy Binh: Up to now, we have achieved 100% progress of the 2024 DDCI survey for Thai Binh, including data collection from enterprises, cooperatives, business households, and business associations and branches. We have received strong interest from the business, cooperative, and business community; this shows that the business community is increasingly interested in the DDCI Index, especially in terms of economic management quality and efforts to improve the investment and business environment of the province. Through DDCI, the business community and investors wish to contribute their voices and recommendations to continue improving the quality of public administration, promoting the development of enterprises, cooperatives, business households, and investment activities in the province.
During the implementation of DDCI, we also received special attention from provincial leaders, departments, branches and localities. The survey was conducted under the close supervision of the Provincial Business Association and related units. This is an important factor to ensure that the implementation process is carried out on schedule, with quality, scientifically, objectively and honestly to create an important tool for public administration and management in Thai Binh.
Reporter: Sir, what steps is the consulting unit currently performing in the DDCI survey of Thai Binh province?
Dr. Le Duy Binh: Currently, the team of investigators and investigation supervisors are coordinating to review the survey forms, separating the qualified survey forms according to the methodology report approved by the Provincial People's Committee. On that basis, the data cleaning work will be carried out. In any investigation or survey, the quality of the survey form and input data is of decisive significance, so this is also an important step to ensure the accuracy and objectivity of the final results.
After completing the preliminary review, we will move on to the step of data analysis, scoring, ranking and building the DDCI report of Thai Binh province in 2024. This step requires high accuracy, the results must reflect the actual situation, the information must be close to reality and thereby provide a foundation for improving the quality of economic management and public administration in the province.
Reporter: Can you share more about the consulting unit's application of technical and digital technology in the process of implementing the measurement of the DDCI Index in 2024 in Thai Binh province?
Dr. Le Duy Binh: In Thai Binh's DDCI in 2024, we have digitized the entire process from survey investigation, analysis, data processing and publication of results, and returned results online to serve the in-depth exploitation of DDCI data in the province later. The use of digital solutions as well as online platforms directly contributes to the goal of ensuring transparency, fairness, accuracy, and objectivity of the investigation and survey as well as enhancing the convenience and ability of the business community to participate in the province's DDCI initiative. For example, we have applied online survey technologies on a survey platform specifically built for Thai Binh province to optimize the survey process, data collection and analysis. A dedicated website for Thai Binh DDCI has also been built at: https://thaibinh. ddci.org.vn. At this address, online surveys are conducted and direct survey forms are also entered to form a unified, complete database of DDCI Thai Binh.
Online and direct surveys are combined to ensure the principle of reaching groups of enterprises, cooperatives, and business households in disadvantaged areas, while creating the ability to exchange and deeply understand issues that the business community is interested in. Regardless of the method, all data is aggregated into a common online database, from which we use big data analysis software to process large amounts of information, giving highly accurate results. In particular, using this technology allows us to shorten the time to process data information, identify core factors, and thereby make specific recommendations for the province.
Reporter: During the DDCI survey, what difficulties and problems arose and how did the consulting unit resolve them, sir?
Dr. Le Duy Binh: We encountered some difficulties in collecting and responding to opinions from a number of enterprises, cooperatives, and business households, because of their busy work, it was difficult for them to arrange time to participate in the survey. To overcome this, we persistently approached, called many times, and at the same time directly discussed, listened to feedback and answered questions from enterprises to create the best conditions for them to participate in the survey. In addition, the Provincial Business Association in coordination with the media agencies of Thai Binh also carried out extensive propaganda, contributing to raising awareness and understanding of DDCI and promoting the enthusiasm of enterprises to participate. The strong, active, proactive, and extremely responsible participation of the Provincial Business Association in the DDCI implementation process is a good practice in DDCI implementation that we have seen when comparing with the DDCI implementation process in many other provinces and cities across the country.
Favorable investment and business environment and synchronous technical infrastructure are the reasons why many FDI investors invest in Song Tra Industrial Park.
Reporter : According to the plan, in the first half of December 2024, Thai Binh Provincial People's Committee will organize the announcement of the 2024 DDCI rankings; there is not much time left, can you tell us how the consulting unit meets this schedule?
Dr. Le Duy Binh: To ensure timely completion as directed by the Chairman of the Provincial People's Committee, the consulting unit has developed a detailed plan for each stage and allocated resources appropriately. All members of the investigation team are committed to working hard to publish the DDCI rankings on schedule. We have also set up regular milestones to assess progress and promptly handle arising issues. Our goal is not only to meet the time requirements but also to ensure the highest quality and reliability for the 2024 DDCI rankings of Thai Binh province. Currently, we are urgently processing and cleaning the data, at the same time mobilizing human resources, using modern technology to complete data analysis and processing in November. The 2024 DDCI results of Thai Binh province will be completed and ready to be announced according to the province's plan.
