The provincial National Assembly delegation supervises thematic issues at the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment.

In the period 2015 - 2023, the Department of Agriculture and Rural Development has reorganized and consolidated the organization, apparatus, and number of affiliated public service units, reducing from 13 units to 8 units; the organization within the public service units has reduced 36 focal points (from 56 to 20 focal points). In the period 2015 - 2021, the rate of streamlining the payroll according to regulations is 10.1%, corresponding to 59 people needing to be streamlined (39 civil servants, 20 public employees). In the period 2015 - 2021, the Department has streamlined 27 people.

Implementing the arrangement and reorganization of public service units from 2015 to present, the Department of Natural Resources and Environment has reduced 1 subordinate unit, 6 departments and 1 team in public service units under the Department. Currently, the Department has 4 subordinate public service units. From 2017 to present, the Department has streamlined 4 civil servant positions and 2 public employee positions.

Representatives of the Department of Agriculture and Rural Development further clarified the results of streamlining the payroll; improving the quality of the Department's human resources; difficulties in providing protective equipment for animal quarantine staff; procedures for handling administrative violations in the field of animal quarantine. The use of assigned staff; the autonomy rate of public service units under the Department, increasing income for civil servants and employees. The results of building job positions of the Department up to the present time. Difficulties and inadequacies in the organizational structure of the Forest Protection and Development Fund, especially the fund's executive board; the delay in paying forest environmental service fees to people.

For the Department of Natural Resources and Environment, the monitoring delegation requested to clarify the effectiveness and role of the public service units under the Department after the merger; what difficulties and problems are there in the management and operation of the Land Fund Development Center at the Department and some districts? Is the revenue from the provision of services of units in the area stable, and does it ensure salaries for employees? How is the classification of civil servants and public employees carried out? What is the mechanism for monitoring the quality of public service? Difficulties and problems when merging the Land Registration Office to the Department; the mechanism for coordinating the implementation of tasks of the Land Registration Office with the district and commune levels.

The Department of Agriculture and Rural Development recommends adding additional expenses outside the norm to implement special and unexpected expenses, purchase and repair large assets; changes in policies require timely additional guidance...

The Department of Natural Resources and Environment recommends that the Ministry of Natural Resources and Environment soon provide guidance on the regulation of criteria, standards, contents, service provision processes, economic and technical norms and guidance on the implementation of the provision of public services in the Natural Resources and Environment sector using the State budget. Soon issue a price framework and prices for service types to apply to beneficiaries of public services using the State budget.
