Suspension of Director of National Power System Control Center

Mr. Nguyen Duc Ninh, Director of the National Power System Control Center (A0), was suspended from his position from June 14 to serve the inspection of electricity supply.

This decision was signed by General Director of Vietnam Electricity Group (EVN) Tran Dinh Nhan and took effect from June 14.

Sharing with VnExpress , a leader of Vietnam Electricity Group (EVN) said that the temporary suspension of Mr. Nguyen Duc Ninh was not due to violations or disciplinary action. The specialized inspection of the management and operation of electricity supply in about 2.5 years required the preparation of a large amount of documents and reports. Therefore, EVN temporarily suspended the position of Director A0 so that Mr. Ninh could focus on serving this inspection work.

Mr. Vu Xuan Khu, Deputy Director of the National Power System Control Center, was assigned to take over the management of A0 from June 15 until a replacement decision is made by the competent authority.

The National Power System Dispatch Center (A0) is a unit that undertakes two functions according to the Electricity Law, including power system dispatch and electricity market transaction management.

Accordingly, A0 is the unit that establishes and operates from the transmission to distribution stages of electricity, to ensure the safe and stable operation of the power system. This unit is also responsible for operating power plants; exploiting and regulating reservoirs; and handling incidents of the 500 kV power system.

From June 10, the Ministry of Industry and Trade inspected EVN on electricity management and supply from January 2021 to June 2023. This inspection was carried out under the direction of Prime Minister Pham Minh Chinh.

Minister of Industry and Trade Nguyen Hong Dien requested the inspectorate to clarify the supply and proactive provision of fuel for power plants, the operation of the power system, the mobilization of power sources (technically), the fairness and issues of power transmission as well as the mobilization of renewable energy sources. Along with the establishment of an inspection team, the leaders of the Ministry of Industry and Trade requested the establishment of an inspection supervision team.

Last week, the EVN Board of Members also issued a Resolution, assigning General Director Tran Dinh Nhan to be responsible for the content of the report, providing records and documents as requested by the Ministry's inspection team.

Since the beginning of June, people in Hanoi and other northern provinces have been experiencing frequent power outages. The average electricity consumption nationwide reached nearly 820 million kWh per day in May, an increase of more than 20% compared to April. In Hanoi alone, the average electricity consumption in May was more than 75.4 million kWh, an increase of 22.5% compared to April. By June 8, the average consumption reached more than 85.6 million kWh.

Hydropower - one of the two main sources of electricity supplying the North - is experiencing a decline in mobilization due to drought and dry reservoirs. Meanwhile, some thermal power plants are experiencing problems when mobilizing at high levels, also affecting power generation.

The Ministry of Industry and Trade said the North will lack 30.9-50.8 million kWh a day, and there is a risk of power shortages at most hours of the day.

Since the beginning of this week, water flow to hydroelectric reservoirs has improved, but is still low, so many large hydroelectric plants in the North have been operating at a moderate level to store water, in preparation for the upcoming heat wave.
