Hong Bang District: Firefighting and rescue drill at Dinh Tien Hoang residential group, Hoang Van Thu ward

(Haiphong.gov.vn) - On the morning of March 15, Hoang Van Thu Ward coordinated with Hong Bang District Police to organize a Fire Fighting and Rescue Drill at 19C Tran Hung Dao, Dinh Tien Hoang Residential Group, Hoang Van Thu Ward. Attending the drill were representatives of leaders of departments, offices, units, wards of the district and a large number of officers, soldiers of the Police and Civil Defense Team participating with specialized vehicles.

The drill aims to raise awareness of fire prevention and fighting for establishments, households, houses combining production and business in residential areas in the ward, thereby raising the responsibility to comply with the provisions of the law on fire prevention and fighting and effectively implementing the motto "4 on-site" in fire prevention, fighting and rescue work; improve knowledge and skills in handling fire and explosion situations for the masses, members of the grassroots fire prevention and fighting team, members of the Civil Defense Team, in order to promptly handle and extinguish fire and explosion incidents when they first arise, minimizing damage to people and property...

Forces participating in fire fighting and rescue.

The hypothetical scenario is that a fire broke out at a residential house at 19C Tran Hung Dao, Dinh Tien Hoang Residential Group, Hoang Van Thu Ward. The cause of the fire was an electrical short circuit; the main combustible materials were fabric, wood, paper, plastic, electrical appliances and household items. When the fire broke out, due to panic, one person tripped and fell, injured his leg and became trapped. The situation is very urgent, and the help of the fire fighting force is needed.

Upon receiving the fire alarm from the 114 Command Center, Hong Bang District Police mobilized 1 command vehicle, 2 fire trucks, 1 rescue vehicle, 1 fire pump; at the same time, mobilized officers, soldiers and specialized vehicles of the Traffic Police Team, Hoang Van Thu Ward Police to ensure security and order, regulate traffic and coordinate with the people and forces under the Hoang Van Thu Ward People's Committee to participate in fire fighting and rescue.

The fire prevention and rescue drill at the residential house at 19C Tran Hung Dao, Dinh Tien Hoang residential group, Hoang Van Thu ward was successfully conducted, ensuring safety and completing the contents and programs set out. Through the drill, it is aimed to strongly promote the movement of the entire population participating in fire prevention, fire fighting and rescue, contributing to ensuring social order and safety in the ward.

Dinh Tien Hoang Residential Group is a residential area located right in the city center with the main architectural features being townhouses, the houses are on average 2 - 5 floors high, the average area is from 30 m² - 70 m². There are about 236 households with 945 people living and working here. The main functions of the houses are residential, commercial housing, mainly restaurants and office rentals with high risk of fire and explosion, most of the houses have only 1 open staircase and 1 exit door as an escape route. The buildings in the Residential Group are mainly made of brick walls, ceilings, floors, and reinforced concrete columns. Located in the Residential Group, there is a gas station with an area of about 600 m², 14 pump stations and 4 tanks (each tank is 25 m³). In addition, inside the Residential Group there are many buildings and offices of large-scale enterprises and organizations.

The residential group is a place where businesses and households of various ages gather, with inadequate awareness of fire prevention and fighting, and is also a place where many flammable and explosive goods are gathered. The main flammable materials are household appliances, electrical equipment, machinery and paper. With the above scale and nature, Dinh Tien Hoang Residential Group has many potential risks of unsafety in terms of fire prevention, fighting and rescue. If not detected and extinguished promptly, it can cause fires to spread over a large area.
