In his opening speech, Director of the Copyright Office Tran Hoang said that the Vietnam - Korea Copyright Forum is one of the annual activities to implement the Memorandum of Understanding on cooperation between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture, Sports and Tourism of Korea signed in 2013.
This year, the Forum is organized with the theme "Copyright policy in the digital environment and cooperation plans between the two countries", focusing especially on the content of music copyright protection.

Regarding the economic contribution of copyright-based cultural industries, Director Tran Hoang said that according to WIPO survey data, in developed countries such as the United States, this contribution accounts for about 11.99% of GDP, South Korea is 9.89% of GDP; in developing countries such as China, this contribution accounts for about 7.35% of GDP, Malaysia is 5.7% and Thailand is 4.48% of GDP.
"These figures show that effective protection of copyright and related rights plays an important role in contributing to the economic, cultural and social development of each country," Mr. Tran Hoang affirmed.
The Director of the Copyright Office also added that in Vietnam, according to estimated data, the added value of cultural industries contributing to the economy in 2018 was estimated at 5.82%; in 2019 it was estimated at 6.02%; in 2020 and 2021, due to the impact of the pandemic, the data decreased to only about 4.32% and 3.92%; by 2022, the industries had begun to recover and the contribution value had an estimated growth of 4.04%.
The production value of Vietnam's cultural industries in the 2018-2022 period is estimated to contribute an average of VND1,059 trillion (equivalent to about USD44 billion). In particular, performing arts activities in the 2018-2022 period have grown, with an average production value increasing by 5.59% per year, and the added value of the performing arts sector increasing by an average of 5.67% per year.
Vietnam has the potential to develop the music market, and has the conditions and facilities to carry out large-scale international music performances.
Emphasizing the spirit of Decision No. 1755/QD-TTg dated September 8, 2016 of the Prime Minister on approving the Strategy for the development of cultural industries in Vietnam, aiming to build a healthy and competitive cultural industry by 2030, contributing about 7% of the country's GDP. The Director also said that the digital age and the Internet have given us many opportunities to access works, performances, recordings, videos, and broadcasts at any time and place, but also pose challenges to the protection of copyright and related rights in various fields of social life, including the protection of copyright of musical works in the digital environment, which has a significant impact on the music industry of each country.
According to Director Tran Hoang, the exploitation and use of musical works today, especially the licensing of cross-border use in cyberspace, is posing many problems that need to be solved. Many acts of copyright infringement of musical works are carried out through acts of appropriation, impersonation of authors and copyright owners; copying, publishing, distributing works, and modifying works without the consent of authors or owners, causing significant damage to rights holders, while also causing many difficulties for management and enforcement agencies in detecting and handling.
Mr. Tran Hoang also expressed, "At this Forum, in addition to exchanging information and experience on copyright protection between Vietnam and Korea, including the important role of collective copyright and related rights organizations, intermediary service providers of the two countries, I hope that the reporters and delegates will have specific legal and technological solutions to contribute to the effective implementation of copyright in general, copyright for musical works in particular. In particular, I look forward to receiving valuable lessons from Korean friends in the management and enforcement of copyright and related rights protection and the development of the cultural industry in general, and the music industry in particular."
This forum is also a good opportunity for organizations, individuals and businesses of Vietnam and Korea in the music industry to exchange information, experience and seek cooperation opportunities in the future, the Director emphasized.

Speaking at the forum, Chairman of the Korean Copyright Protection Agency Park Jung Youl said that this is a valuable opportunity for copyright experts from the two countries to "sit down" together and discuss the understanding between the two countries. With the theme of this forum "Copyright policy in the digital environment and cooperation plans", Mr. Park Jung Youl affirmed that this is a period that requires a lot of cooperation, especially in the AI era where there are many copyright-related issues to discuss. This period requires more efforts from both creators and consumers, especially in copyright issues.
According to Mr. Park Jung Youl, copyright infringement is currently being detected on many platforms. If we can share experiences, it will contribute to raising awareness of the value of people's copyright. He believes that we need to be more active in cooperating with each other to protect what we have. At the same time, he believes that "we will open a new era in the future, for the relationship between the two countries to focus on developing technical issues. This is a very good opportunity," Mr. Park Jung Youl commented.
Within the framework of the Vietnam - Korea Copyright Forum 2024: Copyright policies in the digital environment and cooperation plans between the two countries, delegates will be provided with information and participate in exchanges and discussions on copyright policies and trends in the digital environment, cooperation plans between the two countries to develop copyright and cultural industry.
