Returning to Muong Luan 1 village, Muong Luan commune (Dien Bien Dong district) on the first day of autumn, we were amazed by the picture of the new life of the Lao people here. Along the concrete road leading to the village, flowers were in full bloom. Under the floor of each family's house, women could be seen weaving colorful brocade.

Ms. Lo Thi Tuong's house is right next to the village road. Seeing me engrossed in admiring the beautifully patterned rectangular brocades neatly draped over a drying pole, Ms. Tuong put down her shuttle and warmly invited the guest into her house. She said that brocade weaving is a long-standing traditional cultural feature of the Lao people in Muong Luan. In addition to sewing traditional costumes, the Lao people in Muong Luan also weave brocade to make blanket covers, sheets, pillows, scarves and many other accessories for daily life. When the market had many cheap costumes with similar patterns, for a while many people gave up weaving and bought them from the market for convenience. But now the brocade weaving profession has been restored. "In Muong Luan, every house has a loom to weave fabric, sew traditional costumes and accessories. Not only serving daily life but also developing into commercial products; Depending on the quantity, but on average, each year the income is from 10 to 20 million VND from selling brocade.

Expressing concern about the form as well as price competition because there are too many choices in the market that are much cheaper, Ms. Tuong said: Brocade in Muong Luan has its own features, unique patterns, especially good product quality, smooth brocade, easy to absorb sweat, and very easy to distinguish, users just need to touch to know which brocade is woven by the Lao Muong Luan people's handcraft method and which is industrial fabric. Therefore, Muong Luan brocade sells very well, is chosen by many consumers, often not enough to meet market demand.

Sharing about the work of preserving and developing the local traditional culture, Mr. Lo Van Khanh, Vice Chairman of Muong Luan Commune People's Committee said: Implementing the district's policy "Culture is placed on par with economy, politics, and society", the commune has promoted and oriented people to develop the local brocade weaving profession, oriented and supported people to find outlets for their products. Thanks to that, in recent years, brocade weaving in Muong Luan has been developed, both preserving the traditional cultural identity and bringing income to the people. Not only brocade weaving, but all ethnic cultural activities are oriented and developed in parallel with the local economic development.

Implementing the Resolution of the District Party Executive Committee, term VI, on socio-economic development of ethnic minority and mountainous areas, associated with preserving and promoting traditional cultural values ​​in Dien Bien Dong district, Party committees and authorities at all levels promote the movement of the whole people uniting to build a cultural life associated with building new rural areas, mobilizing people to participate in cultural and artistic activities. Focus on discovering, honoring, and spreading good and humane values, praising typical examples; at the same time, criticizing signs of degradation, contrary to the fine customs of the nation. Along with that, guide communes and villages to preserve, maintain and promote intangible culture and typical traditional cultural features of 5 ethnic minorities: Thai, Mong, Kho Mu, Lao, Xinh Mun with 7 types of heritage (language, writing; folk literature; folk performing arts; social customs; traditional festivals; traditional crafts; folk knowledge). Preserve and promote 2 national intangible cultural heritages: Social customs and beliefs of the New Rice Celebration of the Xinh Mun people and the Kho Mu dance performance art. Implement contents to preserve the traditional performing arts of the Khen of the Mong people, the Xoe of the Thai people, and the Lam Vong dance performance art of the Lao people. Social customs and beliefs, such as: New Rice Celebration of the Kho Mu and Thai people; Khau Ho Festival, Water Splashing Festival of the Lao people; Nao Pe Chau festival, Du Su festival of the White Mong people in Hang Lia commune; folk songs, dances, and traditional music of the ethnic groups in the area are preserved, meeting the needs and aspirations of the people.

Up to now, Dien Bien Dong district has 12,195/13,370 households registered to build cultural families; 198/198 villages and residential groups registered to build cultural villages and residential groups. The work of preserving and promoting national cultural values ​​is being implemented by Dien Bien Dong district, initially contributing to improving the quality of life for the people. Cultural events and festivals also attract investment in services, serving the entertainment and consumption needs of the people. This is also a favorable foundation for developing historical and cultural tourism, scenic spots, promoting local socio-economic development.
