'Fulcrum' helps ethnic minorities rise up

To achieve the set goals, Bac Kan province has implemented many solutions to strengthen the Party's leadership over ethnic affairs. Thereby contributing to stabilizing political security and maintaining national unity in the province.

According to the Decisions of the Government and the Ethnic Committee currently being applied, Bac Kan province has 34 communes in area I, 7 communes in area II and 67 communes in area III, with 648 extremely disadvantaged villages. The province's population is about 320,000 people, including 7 ethnic groups. Of which, ethnic minorities account for more than 88%. In order to effectively implement the National Target Program 1719, from the beginning of 2024, the Provincial People's Committee has issued plans and many documents directing the implementation of each program, project, and ethnic policy; directing units and localities to seriously implement Decree No. 05/2011 of the Government on ethnic work and the Strategy for ethnic work to 2030, with a vision to 2045.

With comprehensive coverage in all areas, the Program has initially created positive changes in difficult areas. In 2022 and 2023, hundreds of projects and works have been invested in from the Program's capital, and the shortage of residential land, housing, production land, and domestic water for people is gradually being resolved. Essential infrastructure serving production and life in ethnic minority and mountainous areas is also gradually being completed, making it easier to exploit the potential and strengths of the regions, creating many expectations for poor households in ethnic minority areas.

For example, the renovation and upgrading of 6 market works in the communes of Cong Bang, Bang Thanh (Pac Nam district); Hiep Luc, Thuan Mang (Ngan Son district); Quang Phong (Na Ri district) and Yen Han commune (Cho Moi district) to meet the needs of buying, selling, exchanging goods and consumption of the people. At the same time, Bac Kan province has also implemented 57 concentrated domestic water works in villages and hamlets that still have difficulties in clean water, allocating over 18 billion VND to localities to buy water tanks and taps, creating a source of domestic water for poor households, near-poor households, and ethnic minority households, contributing to providing a guaranteed water source, helping to improve the health of the community.

According to the report of the Provincial Ethnic Committee, in 2024, Bac Kan province was allocated nearly 1,100 billion VND in funding to implement the National Target Program 1719 in 2024 (including 2022 and 2023 carried over): investment capital of over 469 billion VND, career capital of over 603 billion VND. Up to now, Bac Kan province has assigned 100% of the capital plan and budget for 2024 to units and localities.

Ms. Trieu Thi Thu Phuong - Head of the Ethnic Minorities Committee of Bac Kan province said that the difficulties and obstacles in the past time have been actively coordinated by the presiding agency, the Ethnic Minorities Committee of the province, with departments, branches and localities to advise the province to remove as well as proactively inspect and supervise the implementation of the Program in localities, especially at the commune level. With the participation and high determination, many difficulties and obstacles have been removed and resolved. On that basis, a new system of legal documents has been issued by the Government and ministries and branches, helping to amend, supplement and replace old documents, fundamentally resolving difficulties in localities. Thanks to that, the progress of implementing the National Target Program 1719, especially the implementation of Project 1 on supporting residential land, housing, production land and domestic water for people has achieved many outstanding results.

“In order to improve the effectiveness of ethnic work in the area, the Ethnic Committee will continue to advise the Provincial People's Committee to effectively implement the Government's directives and management documents related to ethnic work. Along with that, we will regularly inspect, monitor and evaluate the implementation to promptly remove difficulties and obstacles,” said Ms. Phuong.
