From the source of social credit capital, tens of thousands of poor households in remote areas, ethnic minority areas in the Central Highlands have risen to stabilize their lives, thousands of students have the conditions to go to school. Preferential capital is a support in poverty reduction, building new rural areas in localities.
Policy credit contributes to poverty reduction
Thuan Hanh is a border commune in Dak Song district, Dak Nong province, with more than 17 km of border with Cambodia. Currently, the commune has 11 residential villages with more than 2,834 households, 11,020 people, and 13 ethnic groups living mainly in agricultural production. In recent years, some crop areas have been converted by households to pepper, coffee, durian, and macadamia, bringing higher value. Up to now, the commune has maintained 4 organizations and unions entrusted to the VBSP, 29 TKVVV Groups, with a total outstanding debt of 10 policy credit programs reaching 104.4 billion VND, with 1,403 households borrowing, an increase of more than 73 billion VND compared to 2014, 100% of TKVVV achieving good status. The Party Committee, People's Council and People's Committee have directed the sectors to coordinate well with the Vietnam Bank for Social Policies, linking policy credit with poverty reduction programs and policies, ensuring social security in the area.

In addition to lending activities, to help borrowers use loans effectively, the Commune People's Committee has proactively directed the commune's Agriculture officers, Labor - Invalids and Social Affairs officers to coordinate with the District Agriculture Department to organize training sessions, guide and transfer livestock and crop farming techniques to borrowers. From the above activities, it has created a spread, attracting borrowers to participate in converting crop and livestock structures, converting crop structures, gradually getting familiar with commodity production, using capital for the right purpose, many households with high income have escaped poverty, gradually rising to become rich. Thanks to preferential credit capital, the commune's poverty rate has been reduced from 11% (in 2014) to 3.49% now.
Bon Pi Nao is a particularly difficult hamlet in Nhan Dao commune, Dak R'Lap district, Dak Nong province. Ms. H Yon, Head of the TKVVV Group of Bon Pi Nao, said that the whole hamlet has 115 households, with 98% of them being ethnic minorities living there; in 2023, according to the multidimensional approach, the rate of poor households is 6.96%, near-poor households is 6.96%. Up to now, the TKVVV Group managed by her has 57 members with a total outstanding debt of nearly 5 billion VND, including 6 loan programs such as: poor households, near-poor households, newly escaped poverty households, students, households producing and doing business in difficult areas, clean water and rural environmental sanitation... Previously, poor households only knew how to work hard all year round, sharing and helping each other was limited, and their lives were poor and deprived. The loan capital in the Group has helped the members focus on serving production and business such as raising livestock and poultry, doing gardening, solving employment, helping students in difficult circumstances to go to school, building clean water and rural environmental sanitation works that meet national standards and eliminating temporary houses for poor households; all the households that borrowed capital used the capital effectively, their income and living conditions improved significantly. The propaganda and mobilization of the members to participate in monthly savings deposits was also very effective. Initially, there were very few members participating because they did not fully understand the meaning of participating in savings deposits, but she and the Group Management Board mobilized the members to save money every month in order to participate in full savings deposits. Up to now, the rate of members participating in monthly deposits has reached 100%, the amount of deposits has also increased gradually each year, this amount is used to gradually pay off the principal debt.
Imprint in remote district
Krong Bong district is a remote district of Dak Lak province. The whole district has 14 communes and towns with 133 villages and residential groups. The whole district has 25 ethnic groups living together, of which ethnic minorities account for 41% of the population. The district's economy is mainly agricultural production, people's lives are still difficult, and the intellectual level is uneven among ethnic minority areas and remote areas.

Up to now, policy credit capital has been invested in 100% of communes and towns in the district, creating favorable conditions for the poor and policy beneficiaries who have needs and meet the conditions to access policy credit capital conveniently and promptly. Policy credit capital has helped over 20,000 households improve their lives, change their awareness and ways of doing business, of which over 17,000 poor households have escaped poverty. Through preferential credit loans, new jobs have been created for over 2,623 workers, 5,404 students have borrowed capital to study at universities, colleges, vocational high schools, of which over 4,000 have graduated, have stable jobs and fulfilled their debt repayment obligations to the bank; supported 1,987 poor households to build houses; Maintain and develop many effective projects and models of production, livestock and cultivation... According to the assessment of local authorities, policy credit capital has contributed to limiting the situation of usury in rural areas, helping the poor and policy beneficiaries to have conditions to be self-reliant, partly improving and enhancing the quality of life, narrowing the gap between rich and poor.
The family of Ms. Huynh Thi Lan, Hoa Son commune, Krong Bong district, is in difficult circumstances. Her husband died early, so she shouldered all the big and small chores in the house alone. Four years ago, her daughter was admitted to the University of Architecture in Da Nang. She was happy because her daughter achieved her dream, but she was very worried because she did not know where to get money for her daughter to enroll and cover the cost of 4 years of university. At the most difficult time, she learned that the People's Credit Fund was implementing a Loan Program for Students in Difficult Circumstances. Through a loan review meeting at the TKVVV Group, witnessed by the village chief and the chairwoman of the commune's Women's Union, she was able to borrow 40 million VND to cover her child's study costs. Before that, she also received a loan from the poor to invest in raising cows and taking care of her garden. Her family's current situation has escaped poverty in 2023, and their life is relatively stable. “My family is very grateful for this humane policy, because without this source of capital, my child’s university education and that of other children from poor families in Krong Bong district would be very difficult, and they might have to drop out of school due to lack of funds. Over the years, the preferential capital has really helped my family to send our children to school for a better future and helped my family escape poverty,” Ms. Huynh Thi Lan shared.
