Differences in civil servant salary table applied from July 1

Current salary

According to the Law on Cadres and Civil Servants, a job position is a job associated with a title, position, structure and civil servant rank to determine the payroll and arrange civil servants in an agency, organization or unit.

In addition, the Law on Public Employees stipulates that the job position of a public employee is a job or task associated with a corresponding professional title or management position, and is the basis for determining the number of employees and the structure of public employees to carry out the recruitment, use and management of public employees in public service units.

According to Circular 10/2023/TT-BNV, salaries of civil servants, public employees and armed forces are calculated by the formula: Salary = Basic salary x Salary coefficient.

The current basic salary according to Decree 24/2023/ND-CP is 1.8 million VND/month.

Currently, according to Article 3 of Decree 204/2004/ND-CP, leadership positions are classified in salary and allowances according to the following principles:

Cadres, civil servants and public employees appointed to a civil servant or public employee rank or to a professional or technical title will be ranked according to that rank or title.

Officials holding elected positions who are subject to professional and technical salary and receive leadership position allowances will be paid according to the administrative civil servant rank and grade and receive leadership position allowances of the elected positions they are currently holding.

Cadres, civil servants and public employees holding leadership positions will receive salary or position allowance according to that leadership position.

Thus, currently, managers and leaders of many agencies are ranking salaries according to administrative civil servant ranks and levels and receiving additional leadership position allowances.

In principle, salary payment must be linked to the performance of the tasks of cadres, civil servants, and public employees and the salary payment source (from the state budget or support and from revenue sources according to the law used to pay salaries) of the agency or unit.

The five currently applied salary scales include: 1. Senior expert salary scale; 2. Professional and technical salary scale for cadres and civil servants in state agencies (including cadres holding elected positions subject to salary classification according to administrative civil servant ranks and levels and receiving allowances for leadership positions and civil servants in communes, wards and towns); 3. Professional and technical salary scale for cadres and civil servants in state public service units; 4. Salary scale for employees performing and serving in state agencies and state public service units; 5. Salary scale for full-time cadres in communes, wards and towns.

Salary table by job position from July 1

According to Resolution 27 of 2018 of the Central Executive Committee and Resolution 104 of 2023 of the National Assembly, the new salary structure of civil servants and public employees when implementing salary reform is calculated as follows:

Salary = Basic salary (70% of total salary fund) + Allowances (30% of total salary fund). In addition, there is an additional bonus.

The State shall develop a new salary table based on job positions, titles, and leadership positions with specific amounts of money, and promulgate a new salary table system based on job positions, titles, and leadership positions to replace the current salary table system. The new salary is developed and applied with the principle of ensuring that it is not lower than the current salary.

2 new salary tables according to job positions include the salary table for positions applicable to cadres, civil servants, and public employees holding leadership positions; the salary table for expertise and profession according to civil servant ranks and professional titles of public employees applicable in general to civil servants and public employees not holding leadership positions.

Thus, it can be seen that salary reform from July 1 will build 2 new salary tables according to job position, title and leadership position to replace the current 5 salary table system for civil servants.

In which, these salary tables are built with specific numbers, not calculated according to the basic salary and salary coefficient and are no longer equal as before.

Paying salary according to job position is based on each title, position, and organizational structure in civil servants and public employees to determine the specific salary level for each subject.
