Kinhtedothi - On March 27, the Hanoi City Public Administration Service Center and the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) signed a comprehensive cooperation agreement in supporting and providing online public services, digital skills and utilities of Project 06/CP.
Attending the signing ceremony were: Deputy Governor of the State Bank of Vietnam Pham Tien Dung; Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Head of the Hanoi Party Committee's Organization Board Ha Minh Hai.
According to the cooperation agreement between the two units, BIDV sponsors 35 kiosks and digital services at the City Public Administration Service Center (PVHCC) branches, helping people and businesses carry out procedures quickly and conveniently; coordinates to develop and release a series of detailed instructional videos on how to carry out administrative procedures on a digital platform.
In addition, 206 BIDV transaction points in Hanoi will become online public service agents, contributing to improving the quality of service for people and businesses, and promoting digital transformation in the city.
Putting into operation the online public service agent model right at BIDV's transaction points is a practical solution, helping to bring public services closer to people and businesses.
Through cooperation, BIDV coordinates with the City Public Administration Service Center to support businesses in registering new establishments in the area. Specifically, startups and business households will be able to open free bank accounts with attractive incentive packages when registering their business.
The deployment of online public service agents is also an important step in the administrative reform process, contributing to improving the quality of service for people and businesses, while promoting digital transformation in the City.
The birth of this model will help Hanoi city achieve the goals: "3 no" (no boundaries, no intermediaries, no physical objects) and "2 no" (no administrative doors, no procedural locks).
With the slogan "Smart Administration - Dedicated Service" and the principle "For the people and for the government", the City Public Administration Service Center plays the role of a focal point for receiving, processing and returning administrative procedure results according to a non-territorial model, helping to reduce pressure on administrative agencies, bringing many modern administrative service experiences and outstanding utilities.

This meaningful cooperation is an important step in contributing to the construction of a modern digital administration; creating the most favorable conditions for people and businesses to access digital utilities, contributing to the construction of a modern, transparent and effective public administration.
Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that developing science, technology, innovation and digital transformation is one of the strategic breakthroughs of Hanoi. The city has always identified itself as a pioneer in this field and has achieved certain results so far. Notably, the establishment of the City Public Administration Service Center has aimed to ensure publicity and transparency of administrative procedures, thereby creating favorable conditions for people and businesses.
The Standing Deputy Secretary of the Hanoi Party Committee affirmed that the signing between the two units is the first step, and at the same time hopes that this cooperative relationship will bring efficiency to society, especially serving people and businesses more conveniently and effectively. This is also one of the solutions to concretize major policies and decisions of the Party and State, including Resolution No. 57-NQ/TU dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
According to the Standing Deputy Secretary of the Hanoi Party Committee, the city still has a lot of room for support and coordination such as building a venture capital fund for innovation; a science and technology development fund; a fund for developing and preserving the cultural values of Thang Long - Hanoi... These are the strengths of Hanoi and need the cooperation of businesses to realize, thereby contributing to the development of the capital to become more modern and civilized.
The Standing Deputy Secretary of the City Party Committee also hopes that the State Bank of Vietnam will continue to direct and create conditions for commercial banks in the city to continue expanding cooperation with the City in many fields, aiming at the goal of sustainable development of the Capital and the country.
Sharing at the signing ceremony, Director of the Hanoi City Public Administration Service Center Cu Ngoc Trang said that this model will be like a "circulating arrow", people coming to the bank to use services can "take advantage" to perform the service.
Cooperation in supporting new business/household registration: the content of this cooperation aims to integrate a variety of utilities for individuals and organizations to choose to use during the process of carrying out administrative procedures.
For example, BIDV bank will reserve a "pending account" mechanism for this group of people with preferential and convenient policies, meeting the essential needs of using the account after it is established.
Not stopping here, the long-term goal is to implement activities to encourage startups and successful startups, creating the premise for the long-term development of the business community in the capital, the important thing is to create a "new culture" of supporting businesses in state agencies. We hope that this will contribute to building an ecosystem to support sustainable business development.
In addition, BIDV will sponsor the free production of about 500 videos with content to raise awareness of Resolution 57 of the Politburo; instructions on implementing public services, exploiting utilities on VNeID, and digital services. These videos will be widely published on social networking platforms, expanding to people nationwide, not limited to the capital...
