On the afternoon of August 1, according to a source of Dan Viet reporter, Deputy Director of the Department of Agriculture and Rural Development of Quang Ngai, Nguyen Duc Binh, signed a document to send to the Provincial People's Committee, requesting to withdraw the proposal to organize the Seafood Launch Festival (also known as the Fisheries Launch Festival) at the beginning of the year at the provincial level.

According to the Department of Agriculture and Rural Development of Quang Ngai, after sending a notice to solicit opinions on the above proposal in mid-July 2024, it received responses of agreement from 6/7 district and provincial levels and branches.
In particular, the Department of Finance, in its response document, requested the Department of Agriculture and Rural Development of Quang Ngai to review the legal basis, necessity, results and effectiveness in performing this task.
Implementing the above proposal of the Department of Finance, the Department of Agriculture and Rural Development of Quang Ngai has responded to the issues, specifically regarding the legal basis, there is no legal basis to propose organizing the first fishing festival of the year at the provincial level.
Regarding the results and effectiveness of implementation, the Department of Agriculture and Rural Development said that the organization of the Seafood Launch Festival is according to traditional customs, imbued with national cultural identity, expressing the spirituality of coastal fishermen.
Organizing the Fishing Festival is also an opportunity to encourage and motivate fishermen to go out to sea; develop the economy in combination with protecting the sovereignty of the sea and islands, pray for peace and favorable weather, calm seas to go out to sea to catch fish and shrimp. Therefore, it is impossible to evaluate the results and effectiveness of this task.

Based on the above analysis and foundations, the Department of Agriculture and Rural Development of Quang Ngai province finds that the proposal to organize the first fishing festival of the year at the provincial level is necessary; however, the legal basis is not guaranteed, making it difficult to evaluate the effectiveness of implementation.
Therefore, to ensure effective and proper use of the State budget, the Department of Agriculture and Rural Development would like to withdraw the proposal to organize the first seafood fishing festival of the year at the provincial level.
It is known that in mid-July 2024, implementing the direction of the province, the Department of Agriculture and Rural Development of Quang Ngai sent a notice to request opinions on the proposal to organize the first fishing festival of the year at the provincial level, to the Provincial Border Guard Command, the Department of Finance, the Department of Culture, Sports and Tourism, the People's Committees of Ly Son, Binh Son districts, Duc Pho town and Quang Ngai city.

A representative of the Department of Agriculture and Rural Development of Quang Ngai province said that up to now, according to the traditional customs of fishermen in coastal localities in the province, on the first days of the new year (from the 3rd to the 10th day of the Lunar New Year every year), the authorities and fishermen of some coastal localities have organized the first seafood fishing festival of the year at the seaports of Sa Can, Sa Ky, Co Luy, Cua Lo, My A, Sa Huynh and Ly Son island....

In the notice asking for opinions sent, the main content of the proposal to organize the Fishing Festival will be chaired by the Department of Agriculture and Rural Development of Quang Ngai, the Provincial Border Guard Command, the Department of Culture, Sports and Tourism, and the People's Committees of relevant districts.

Each year, it will be held in one locality, specifically in 2025 it will be held in Duc Pho town, in 2026 it will be held in Quang Ngai city, in 2027 it will be held in Binh Son district, in 2028 it will be held in Ly Son district... at the fishing port location, or a convenient place near the estuary; the estimated cost of the organization is about 500 million VND/year, from the provincial budget.
