On March 27, the Ministry of Health held a conference to deploy a number of provisions of the Law on Health Insurance and solicit opinions on the draft decree detailing and guiding the implementation of a number of articles of the Law on Health Insurance.

According to the draft decree detailing and guiding the implementation of a number of articles of the Law on Health Insurance, the health insurance contribution rate for groups of subjects continues to be regulated at 4.5% of the monthly salary, salary used as the basis for social insurance contribution, pension, and basic salary as prescribed in Decree No. 146 issued on October 17, 2018 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance (Decree No. 146).
According to the explanation of the Ministry of Health, this contribution level is due to the fact that the health insurance fund is currently in surplus and to stabilize the investment and business environment for enterprises.
According to the Vietnam Social Security report, the current rate of population participating in health insurance is 94.2%. By 2030, the rate of health insurance participation will reach over 95% of the population; over 95% of people using primary care services at grassroots health facilities will be covered by the health insurance fund.
Regarding the level of support for health insurance contributions from the state budget, Ms. Vu Nu Anh, Deputy Director of the Department of Health Insurance (Ministry of Health), said that the draft stipulates that the contribution level for victims according to the provisions of the Law on Prevention and Combat of Human Trafficking is at least 70% of the contribution level.
Poor people and ethnic minorities living in communes that are no longer identified as areas with difficult or especially difficult socio-economic conditions will receive state budget support for health insurance payments according to Government regulations, which remain unchanged as current regulations.
In addition, the draft also stipulates the level of health insurance contribution support for groups of subjects such as village and hamlet health workers; village and hamlet midwives; non-professional workers in villages and residential groups according to the provisions of law; people participating in the force to protect security and order at the grassroots level; victims of bombs, mines and explosives after the war; people awarded the title of People's Artisan, Meritorious Artisan according to the provisions of the Law on Cultural Heritage. The minimum support level is equal to 50% of the contribution level.
Notably, the Ministry of Health proposed to increase the level of health insurance contribution support from the state budget for high school students from grades 1 to 12 to at least 50%. Currently, the level of health insurance contribution support for students is 30%.
"If this support level is applied to students, it is expected to increase about 3,700 billion VND in support from the state budget. As for students, the current support level of 30% will remain," Ms. Vu Nu Anh informed.
Regarding this policy, the Ministry of Health explained in the draft submission that it is in response to the recommendations of National Assembly Deputies, voters, opinions of ministries, branches, and localities, and aims to reduce difficulties for families with students participating in health insurance, especially in the context that the Politburo has just decided to exempt tuition fees for high school students.
