Proposal for monitoring environmental protection and human resources in 2025

Presenting the draft report on the National Assembly's Supervisory Program for 2025, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that 2025 is the final year of the 5-year Socio-Economic Development Plan 2021-2025, the year in which localities will organize Party Congresses at all levels towards the 14th National Party Congress, prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and is the year of many other important events of the country. At the same time, 2025 is also the final year of the term, according to the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils, the National Assembly will review the implementation of the National Assembly's resolutions on interpellation and thematic supervision throughout the term.

Regarding thematic supervision, the National Assembly Standing Committee will submit to the National Assembly for consideration and decision on supreme supervision of 1 topic at the 10th session and the National Assembly Standing Committee will conduct supervision of 1 topic at the August 2025 session. Based on the proposals of the agencies, the National Assembly Standing Committee has selected 2 topics to submit to the National Assembly for consideration and decision on 1 topic for supreme supervision.

Specifically as follows: Topic 1 on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 takes effect" (expected to assign the National Assembly's Committee on Science, Technology and Environment to preside over and advise on the content); Topic 2 on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources" (expected to assign the National Assembly's Committee on Culture and Education to preside over and advise on the content).

Discussing at the hall, National Assembly deputies highly appreciated the thematic supervision activities in 2023 and the first months of 2024, which continued to have many innovations in organization and implementation, thereby achieving efficiency and positive results, meeting practical requirements.

Regarding the National Assembly's proposed Supervision Program for 2025, during the discussion at the meeting, delegate Pham Dinh Thanh (Kon Tum Delegation) and the majority of delegates agreed to propose that the National Assembly select topic 1 for supreme supervision, and assign topic 2 to the National Assembly Standing Committee for supervision. Sharing the same view, delegate Le Thanh Hoan (Thanh Hoa Delegation) said that selecting National Assembly topic 1 for supreme supervision would demonstrate the Government's support in implementing legal policies to enhance the responsibility of local authorities and each citizen in environmental protection.

Delegate Nguyen Thi Viet Nga (Hai Duong Delegation) commented that topic 1 is an issue that needs to be monitored at the highest level because environmental pollution is a "hot" issue that is of concern to voters and National Assembly deputies, and at the same time, the implementation of policies and laws on environmental protection is currently facing many difficulties in practice.

In addition, delegate Nguyen Quang Huan (Binh Duong delegation) said that 2025 is the last year of the term, and proposed that the National Assembly conduct supervision on the implementation of Resolution No. 31/2021/QH15 of the National Assembly on the Economic Restructuring Plan for the 2021-2025 period to draw lessons; on that basis, the National Assembly and the Government will submit to the 14th National Congress of the Party a new plan and scheme on economic restructuring in the coming period. Delegate Nguyen Thi Ngoc Xuan (Binh Duong delegation) suggested that from 2025 onwards, it is necessary to supplement the Government's thematic report on administrative procedure reform for the National Assembly to study, discuss and supervise.

Proposing at the discussion session, delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) said that the National Assembly Standing Committee should add one more thematic supervision in 2025 related to the results of implementing specific policies to build the amended Law on Public Asset Management and the amended Law on Public Investment.

At the meeting, delegates Pham Trong Nghia (Lang Son delegation) and Le Thanh Van (Ca Mau delegation) proposed that the National Assembly select topic 2 for supreme supervision. “Human resources are the root of all problems… if we select topic 1 without thoroughly solving the problem of human resources and cadres, it will be meaningless,” said delegate Le Thanh Van, and suggested that the National Assembly conduct a general review of the work of appointing and recruiting cadres, creating fundamental changes for the entire political system.
